PRESENTATION PRESENTATION BY REPRESENTATIVES OF THE LOS ANGELES COUNTY SHERIFF'S DEPARTMENT, LOMITA STATION ON TRAFFIC STATISTICS FOR THE CITY OF ROLLING HILLS. Traffic Investigator Schlogel presented the monthly traffic enforcement statistics. He reported that one Driving Under the Influence (DUI) arrest and collision occurred in the month of June. Discussion ensued concerning the DUI incident and the monthly traffic enforcement statistics. Ed Smith, 85 Eastfield Drive, commented that he and other residents walk every morning along the roadway. He expressed concern with vehicles speeding and not stopping at stop signs on Portuguese Bend Road. Mr. Smith expressed concern for the safety of the residents that walk every morning on the roadway. -1- Discussion ensued concerning traffic enforcement, additional hours of traffic enforcement that the City allocates funding for and various strategies to slow down vehicles that are speeding in the City. Chair Wilson recommended that the residents express their concerns regarding speeding and traffic enforcement at a future City Council. meeting. OLD BUSINESS None. NEW BUSINESS CONSIDERATION OF. A REQUEST FROM THE PALOS VERDES ART CENTER FOR AN ARTIST STUDIO TOUR AT 14 CINCHRING ROAD AND 15 EASTFIELD DRIVE ON SATURDAY AND SUNDAY OCTOBER 6-7, 2018. Interim City Manager Schwartz presented the staff report. She stated"that the request is from the Palos Verdes Art Center (PVAC) to include the artist studios at 14 Cinchring Road and 15 Eastfield Drive in the PVAC's Artist Studio Tour scheduled for October 6 and 7, 2018. Commissioner Hawkins moved that the Traffic Commission approve the request for an Artist Studio Tour at 14 Cinchring Road and 15 Eastfield Drive on October 6 — 7, 2018. CONSIDERATION OF A REQUEST FROM COMMISSIONER ROGER HAWKINS TO AMEND CHAPTER 10.26 — RIGHT OF WAY OF THE ROLLING HILLS MUNICIPAL CODE REGARDING RIGHT OF WAY OF HORSEBACK RIDERS AND SAFETY OF ANIMALS. The Traffic Commission, by consensus, directed staff to bring back this matter for consideration at the next meeting due to a clerical error on the posted agenda item description pertaining to the Rolling Hills Municipal Code Chapter. (Margeta and Raine absent). OPEN AGENDA - COMMENTS FROM PUBLIC ON ITEMS NOT ON THE AGENDA Sue Brieholz, 6 Upper Blackwater Canyon Road, suggested that the raised pavement markers located on the center divider of the road on Portuguese Bend Road at Poppy Trail be studied for possible removal or adjustment. Ms. Brieholz stated that she drove over the raised pavement markers, which created a loud noise and frightened nearby horses. Interim City Manager Schwartz stated that the raised pavement markers would be reviewed by the Traffic Engineer. MATTERS FROM MEMBERS OF THE TRAFFIC COMMISSION None. BACKGROUND/DISCUSSION The property owners at 8 Middleridge Lane South propose a continuous 20 foot wide driveway (circular driveway) with two aprons and a stable service driveway with one apron. Due to the shape of the property and the topography, a non-standard approach to meet the County Fire Department's requirements for egress/ingress is proposed for safe circulation of fire trucks. The driveways for the main residence and the stable access are both 20 feet wide. The aprons have a three foot splay on each side. Thus, the width of each driveway aprpn is 26 feet wide. The City's Traffic Engineer has reviewed the plans for the proposed driveway and stable service driveway and found that the 20 foot driveway and stable access driveway are adequate and should accommodate both vehicles and equestrian traffic. The sight distance at a minimum 1 should be 155 feet for a 25 mph roadway and up to 17.3 feet for downgrades exceeding 9% slope. The proposed driveways' minimum sight distance requirements are not met for any of the proposed driveway locations, which are immediately adjacent to horizontal curves combined with vertical curves. Depending on the location, the sight distance can range from 50 feet to a maximum of 100 feet, which is less than the recommended 155 feet. Based on the field observations and engineering judgement, the Traffic Engineer does not recommend the driveways be accepted per the proposed layout since adequate sight distance is not provided. To assist the Traffic Commission in its review of this request, the applicant was asked to stake the driveway and stable access driveway. The Traffic Commission may wish to conduct a field visit during the meeting to review the site. The proposal consists of two 20 -foot main driveways and a 20 -foot stable service driveway. Due to the lot terrain, the driveway layout for the 2 main drivers is being proposed to accommodate fire prevention ingress/egress. This proposed layout is in lieu of a hammerhead turnaround for fire trucks that the lot terrain cannot accommodate. On September 4, 2018, a field review of existing conditions was performed to assess the proposed driveway locations and the adequacy of the sight distance. The 20 -foot driveway width for all three driveways is adequate and should accommodate both vehicles and equestrian traffic. Due to the uniqueness of the roadway geometrics and parcel terrain, a field visit by the traffic commissioners after the traffic commission meeting is strongly recommended to further discuss the proposed layouts. UNDER ON AIA, A13 111` LGT= August 27, 2018 Rolling Hills Traffic Commission No. 2 Portuguese Bend Road Rolling Hills, CA 90274 Regarding: No. 8 Middleridge Lane South Dear Commissioners, I have been retained to design a new single family residence and garage by the owner of the vacant parcel of land at No. 8 Middleridge Lane South. Given the shape of the property, and the topography, 1 am finding many challenges to completing this task. The grading solution results in a pad that is rather long and narrow that follows Middleridge. Much of it is not useable as a building site in that it is in the front yard setback. Ultimately, a non-standard approach to meeting fire prevention access and egress was required. A typical driveway with a hammerhead turnaround for fire truck could not be provided. But, a continuous 20 ft. wide drive through (or circular driveway) would allow for the safe circulation for fire trucks. The attached driveway design has been approved by Fire Prevention in concept. As noted on the site plan, the driveway for the main residence, and the stable access is 20 feet wide for Fire Prevention. DATE: SEPTEMBER 27, 2018 ATTACHMENTS: Current Sec. 10.36.050 of the RHMC Proposed Amendment (Hawkins) Correspondence from Resident RECOMMENDATION It is recommended that members of the Traffic Commission review and consider the proposal from Commissioner Hawkins to amend the Rolling Hills Municipal Code (RHMC) regarding yielding to horseback riders and animals, including livestock, and for animal safety and provide direction to staff BACKGROUND/DISCUSSION This matter was presented at the July 26, 2018 Traffic Commission meeting; however, due to a clerical error with the title as listed on the posted Agenda, the matter is being brought back for the Traffic Commission's consideration. Commissioner Hawkins feels that the Rolling Hills Municipal Code (RHMC) is inconsistent with the California Vehicle Code (CVC) in regards to yielding to horseback riders and to other equestrian vehicles and livestock. He has also expressed concern that there is no provision in the RHMC requiring that vehicles exercise proper measures when animals are in the road. Attached to this report -is the existing provision of Section 10.36.050, and Commissioner Hawkins' proposed additional language. Commissioner Hawkins recommends that two new paragraphs (D -1- & E) be added to Section 10.36.050. He states that paragraph "D" would be consistent with the CVC, but that paragraph "E" does not have an equivalent provision in the CVC. However, given the City's rural and equestrian nature it is a desirable provision. The City Traffic Engineer reviewed the proposed provisions and has no objections to this proposed language regarding equestrian and animal right of way. Commissioner Hawkins' proposal is almost the same as the CVC Section 21759 but with minor word changes. The City's existing ordinance requires vehicles to yield to horseback riders in designated crossings, (designated with signs), but does not include other animals and animals not in designated crossings. Commissioner Hawkins' proposal would address vehicles yielding to animals not in designated crossings and include all animals, not just horses. Should the Traffic Commission recommend the changes, the title of Section 10.36.050 of the RHMC would also need to be changed from "Equestrian crossings" to possibly "Animal crossings"; or a new section added addressing other animals when not in designated crossings. Should the Traffic Commission direct staff to prepare an Ordinance amendment for City Council consideration, staff would review the organization and language of the existing provision in detail and prepare appropriate amendments thereto. NOTIFICATION President of Caballeros and the Rolling Hills Community Association have been notified that the Traffic Commission will be considering this matter by being sent a copy of this staff report. CONCLUSION Should the Traffic Commission members concur with Commissioner Hawkins and recommend to the City Council that the RI-IMC be amended, this matter would be agendized at a future date for a public hearing before the City Council. The City. Manager may designate any intersection of a road as a bridle path or equestrian crossing by erecting appropriate signs. The signs shall be erected on the road at or near the approach to the intersection, and shall be of a type approved by the State Department of Transportation. The signs shall indicate the crossing and any crossmarks, safety devices, or signals the City Manager deem necessary to safeguard vehicular and equestrian traffic at the intersection. B. The driver of any vehicle shall yield the right-of-way to any horseback rider who is crossing the road at any designated equestrian crossing which is marked by signs as prescribed- in subsection A of this section. C. Subsection B of this section does not relieve any horseback rider from the duty of using due care for his or her own safety. No horseback rider shall leave a curb or other place of safety and proceed suddenly into the path of a vehicle which is close enough to constitute an immediate hazard.
