Commissioner Hawkins moved that the Traffic Commission approve the minutes of an adjourned regular meeting of the Traffic Commission held on November 17, 2016 as presented. Vice Chairperson Virtue seconded the motion, which carried without objection. PRESENTATION PRESENTATION BY REPRESENTATIVES OF THE LOS ANGELES COUNTY SHERIFF'S DEPARTMENT, LOMITA STATION, ON TRAFFIC STATISTICS FOR THE CITY OF ROLLING HILLS. Sgt. Osbum reviewed the traffic statistics and supplemental traffic enforcement data for December 2016. He stated that there were 26 citations issued during regular traffic patrol; 15 citations and two warnings issued as a result of the supplemental traffic enforcement program and there were no traffic accidents. Commissioner Hawkins noted there was a monthly average of 27 Hazardous Cites issued during October, November, and December 2016, i.e., less than one hazardous citation per day. He questioned whether the Sheriff's Department is doing the best possible job to improve the safety of the streets for pedestrians, equestrians, domestic pets and wildlife; and questioned whether the City is getting its traffic enforcement money's worth for one Hazardous Cite per day, without any noticeable reduction in car and truck traffic speed. Discussion ensued concerning traffic enforcement strategies. The Sheriffs Dept. was asked to continue to use its best judgment with regard to issuing citations and determining what areas to patrol for enforcement. OLD BUSINESS None. NEW BUSINESS CONSIDERATION OF A NEW DRIVEWAY APRON AT II UPPER BLACKWATER CANYON ROAD (AUTHOR HOMES, LLC). Chairman Wilson introduced the item and asked for staffs comments. City Manager Cruz presented the staff report stating that the applicant is requesting a new 27 ft. wide driveway to be located 10f ft. north of the existing driveway apron at 11 Upper Blackwater Canyon Road to replace the existing driveway apron as part of a proposed development application before the Planning Commission. He stated that the Traffic Engineer visited the site and found it to be an improvement to the existing condition recognizing that it is wider, provides similar sight visibility and is further away from the intersection at Sagebrush Lane. He further stated that she did note that proposed location of the new driveway apron is directly across the street from the driveway on the other side of the roadway, which is an unusual condition in Rolling Hills; however, she does not feel that condition is problematic. Traffic Engineer Munoz commented that she visited the site and found width, sight visibility and location of the proposed driveway apron to be acceptable. Chairman Wilson called for public comment. Jessica Farinacci, Tomaro Design Group addressed the Traffic Commission on behalf of the applicant offering to answer any questions. Brief discussion ensued concerning the location of the driveway apron and its proximity to the driveway across the street. The Traffic Commission concurred that the location as proposed would not likely be problematic. Commissioner Hawkins moved that the Traffic Commission recommend approval of the applicant's request for a new driveway apron at I I Upper Blackwater Canyon Road. Commissioner Raine seconded the motion, which carried without objection. OPEN AGENDA - COMMENTS FROM PUBLIC ON ITEMS NOT ON THE AGENDA None. MATTERS FROM MEMBERS OF THE TRAFFIC COMMISSION CONSIDERATION OF AFFIXING TRANSPONDERS TO SHERIFF'S DEPARMENT VEHICLES OR VIA LICENSE PLATE RECOGNITION SYSTEMS TO CONFIRM THE ACTUAL HOURS SPENT BY SHERIFF'S DEPUTIES PATROLLING IN THE CITY OF ROLLING HILLS. (ORAL—HAWKINS) Commissioner Hawkins inquired whether the use of transponders on law enforcement vehicles or some tracking system could be implemented to aid the City's efforts with law enforcement to optimize an efficient and cost effective traffic enforcement program designed to improve the safety of our streets. Captain Beringer addressed the Traffic Commission stating that the Sheriff's Dept. is willing to work with the City to determine the peak traffic times to ensure that deputies are in the City at the appropriate times, but it would prove problematic logistically to affix a transponder to the Sheriffs Dept vehicles and the ALPR cameras can not be used for that type of purpose for privacy concerns. Discussion ensued conceming the supplemental traffic enforcement program and ways to optimize traffic enforcement. Following further discussion, the Traffic Commission asked the Sheriffs Dept. to report additional information with regard to the time and location of issuance for citations issued during the City's supplemental traffic enforcement hours. No further action was taken. MATTERS FROM STAFF STATUS REPORT ON ROADWAY EASEMENT PARKING ALLOWED ON CREST ROAD. (ORAL REPORT) City Manager Cruz reported that City staff is working with the contractors to address the parking issues on Crest Road. He stated that staff specifically dealt with the parking issues related to a project on Crest Road West by requiring that the construction vehicles park on one side of the roadway only. The Traffic Commission expressed continued concern regarding parking on Crest Road specifically related to parking at construction sites. Following discussion, City staff was asked to research the feasibility of adding a condition to the approval of development projects to address the parking issues. No further action was taken. ADJOURNMENT Hearing no further business before the Traffic Commission, Chairman Wilson adjourned the meeting at 9:39 a.m. The next meeting of the Traffic Commission is scheduled to be held on Thursday, March 23, Minutes Traffic Commission Meeting 01-27-16 2017 beginning at 8:30 a.m. in the Rolling Hills City Council Chamber at City Hall, 2 Portuguese Bend Rd., Rolling Hills, CA. Date: 01/26/17 TO: HONORABLE CHAIR AND MEMBERS OF THE TRAFFIC COMMISSION FROM: RAYMOND R. CRUZ, CITY MANAGER SUBJECT: CONSIDERATION OF A NEW DRIVEWAY APRON AT 11 UPPER BLACKWATER CANYON ROAD (AUTHOR HOMES, LLC). DATE: January 26, 2017 ATTACHMENTS: Site Plan Traffic Engineer's Recommendation RECOMMENDATION It is recommended that the members of the Traffic Commission review and consider a request for a new approximately 27 ft. wide driveway apron at 11 Upper Blackwater Canyon Road. BACKGROUND/DISCUSSION The property owner at 11 Upper Blackwater Canyon Road is requesting a new approximately 27 ft. wide driveway apron. The new apron is proposed to be located 10 ft. to the north of the existing apron that currently serves the property. If the new apron is approved, the existing driveway apron will be abandoned. The proposed apron is part of an application before the Planning Commission to construct a new house along with other amenities on the property. Pursuant to Section 17.16.160 of the Zoning Ordinance, if the new driveway apron is approved, it will be required to be roughened and the driveway itself may not be greater than 20' wide. Additionally, the first 20 feet of the driveway approach may not exceed a grade of 7%. The City's Traffic Engineer has reviewed the plans for the proposed driveway apron, visited the site and per the attached report, found the proposed driveway approach acceptable. To assists in the Traffic Commission in its review of this request, the applicant was asked to stake the driveway apron. The Traffic Commission may wish to visit the site. NOTIFICATION The applicant, their representative, the Rolling Hills Community Association and the residents at 9, 12 and 14 Upper Blackwater Canyon Road; and 1 Sagebrush Lane have been forwarded a copy of the agenda to advise them that the Traffic Commission will be considering this request. CONCLUSION The Traffic Commission recommendation will be forwarded to the City Council for approval. Cruz, City Manager Vanessa Munoz, City Traffic Engineer January 18, 2017 11 Upper Blackwater Canyon Drive This memorandum is in response to a request by City Staff to review and provide input on the proposed driveway being requested by the residents of 11 Upper Blackwater Canyon Drive with regards to proposed driveway location, width and sight distance. The applicant for the project at 11 Upper Blackwater Canyon Road is proposing to relocate the existing driveway approximately 10 feet to the north of the existing location. Moving away from Sagebrush/Upper Blackwater intersection. The existing driveway is proposed to be closed. The driveway being proposed will provide an approximate 26 -foot wide driveway approach and a 20 -foot driveway aisle. On January 17, 2017 a field review of existing conditions was performed to assess the proposed location and width of the driveway. Based on the field observations and engineering judgement, the proposed driveway modification is an improvement to the existing condition since it provides a wider driveway apron, sight visibility remains acceptable and the new driveway location is further west from the intersection of sagebrush/upper Blackwater. I do need to point out that the proposed location will create an overlap with the existing driveway across the street. Although the driveway modification is acceptable it has not been common practice in Rolling Hills to have driveways opposing each other.
