Traffic Commission Agenda 07-27-2017MINUTES OF A REGULAR MEETING OF THE TRAFFIC COMMISSION OF THE CITY OF ROLLING HILLS THURSDAY, JULY 27, 2017 CALL TO ORDER A regular meeting of the Traffic Commission of the City of Rolling Hills was called to order by Chairman Wilson at 8:31 a.m. on Thursday, July 27, 2017, in the City Council Chamber, at City Hall, 2 Portuguese Bend Road, Rolling Hills, California. Commissioner Margeta moved that the Traffic Commission approve the minutes of the regular meeting of the Traffic Commission held on May 25, 2017. Commissioner Hawkins seconded the motion, which carried with Vice Chairperson Virtue abstaining. PRESENTATION PRESENTATION BY REPRESENTATIVES OF THE LOS ANGELES COUNTY SHERIFF'S DEPARTMENT, LOMITA STATION ON TRAFFIC STATISTICS FOR THE CITY OF ROLLING HILLS. Sgt. Osburn presented the supplemental traffic enforcement statistics for June 2017. Commissioner Hawkins suggested that if possible it would be a good idea to deploy the supplemental traffic enforcement vehicles in the morning and early evening hours to provide enforcement during the peak traffic hours and when there are more pedestrians. and equestrians present. In response to an inquiry from Commissioner Hawkins, Sgt. Osbum reviewed the process for logging and scheduling the supplemental traffic enforcement noting that the shifts are typically scheduled to correspond with the end of a deputy's regular shift. Discussion ensued concerning the penalties for speed violations. Deputy Despot explained the factors considered when a citation is issued, including road conditions. In response to Chairman Wilson regarding issuing citations against the Rolling Hills Municipal Code (RHMC) versus the California Vehicle Code, Sgt. Osbum explained that because the roads in Rolling Hills are governed by the RHMC, citations must be issued against the RHMC. He stated that the exception is juvenile citations, which are written against the Vehicle Code, so that they can be handled by the Torrance Court. He stated that this change was made recently in response to a complaint that juvenile citations issued under the RHMC were being sent to Van Nuys Probation instead of the Torrance Court because the Torrance Court doesn't handle juvenile citations issued against a municipal code. Discussion ensued concerning citations and how they affect a driver's record and insurance rates. Further discussion ensued concerning deployment of the supplemental traffic enforcement program. Deputy Despot extended an invitation to any Traffic Commission Member to do a ride -a -long with him. Commissioner Virtue commented that in addition to the supplemental traffic enforcement program there are also regular patrol vehicles deployed in the City and she has observed deputies in the City in the morning hours as well. OLD BUSINESS None. NEW BUSINESS CONSIDERATION OF A NEW DRIVEWAY APPROACH AT 16 PINE TREE LANE (BHARADIA). Chairman Wilson introduced the item and asked for staff's comments. City Manager Cruz presented the staff report stating that the property owner at 16 Pine Tree Lane proposes a new, approximately 23 -foot wide driveway apron, off of Pine Tree Lane to be located slightly east of the existing driveway to serve a new garage. He stated that the Traffic Engineer reviewed the proposal, visited the site and finds the proposed driveway apron acceptable. Traffic Engineer Munoz stated that the driveway width at 23 ft. is an improvement over the existing condition, and because it is at the end of a cul-de-sac, the proposed alignment is not of concern. Brief discussion ensued concerning the proposal. Commissioner Virtue suggested that any planting in the area not interfere with the sight distance. Hearing no further comments, Chairman Wilson asked for a motion. Commissioner Raine moved that the Traffic Commission recommend approval of the proposed new driveway approach at 16 Pine Tree Lane. Vice Chairperson Virtue seconded the motion, which carried without objection. OPEN AGENDA - COMMENTS FROM PUBLIC ON ITEMS NOT ON THE AGENDA None. MATTERS FROM MEMBERS OF THE TRAFFIC COMMISSION Commissioner Hawkins suggested that the decoy vehicle be moved to different locations. He further expressed concern that the USPS workers speed on Crest Road and stated that based on the Postal Employees Guide to Safety, they are liable for a citation if they are speeding. RHCA Maintenance Supervisor Beckler reported that they are having an issue with juveniles emptying and moving the k -rails that are being used for the trail restoration project and block the roadway. He asked that if any incidents are witnessed, they be reported to the RHCA. MATTERS FROM STAFF STATUS REPORT ON THE MEASURES THE CITY OF ROLLING HILLS HAS TAKEN TO IMPROVE THE PARKING AND TRAFFIC PROBLEMS ON CREST ROAD CAUSED BY HIKERS UTILIZING THE TRAILHEAD AT DEL CERRO PARK. City Manager Cruz reported on the actions taken by the City of*Rancho Palos Verdes to address the parking issues on Crest Road and stated that complaints have subsided, but staff will continue to monitor the issue and respond to any complaints. DISCUSSION ABOUT THE RESPONSIBILITY AND MAINTENANCE NEEDS OF THE SERVICE ROAD OFF OF CREST ROAD THAT SERVES THE PALOS VERDES PENINSULA UNIFIED SCHOOL DISTRICT CORPORATION YARD AND RANCHO DEL MAR HIGH SCHOOL. Minutes Traffic Commission Meeting 07-27-17 City Manager Cruz reported that Palos Verdes Peninsula Unified School District (PVPUSD) is responsible for maintenance of the service road off of Crest Road that serves the PVPUSD Corporation Yard and Rancho Del Mar High School. He stated that the PVPUSD is aware of the maintenance needs and is exploring options to handle those needs. ADJOURNMENT Recognizing that this will be City Clerk Luce's last Traffic Commission meeting, the Traffic Commission thanked her for her service to the City. Commissioner Margeta moved that the Traffic Commission approve the minutes of the regular meeting of the Traffic Commission held on March 23, 2017. Commissioner Hawkins seconded the motion, which carried with Vice Chairperson Virtue abstaining due to an excused absence from the last meeting. While waiting for Sheriff's Dept. personnel to arrive, City Manager Cruz reported on staff's efforts in coordinating with the City of Rancho Palos Verdes to address the parking issues on Crest Road West (just outside the Crest Gate) resulting from the increased use of the Land Conservancy trail system by hikers. Staff was directed to agendize a more detailed report for the next Traffic Commission meeting. Chairman Wilson inquired as to who is responsible for maintaining and striping the access road off of Crest Road West that serves Rancho Del Mar High School. Staff was directed to agenize a discussion on the matter at the next Traffic Commission meeting. Brief discussion ensued concerning the new traffic signal at Palos Verdes Drive North and Portuguese Bend Road/Rolling Hills Road with Commissioner Virtue inquiring as to what triggers the green arrow. Chairman Wilson commented that there is a loop to trigger the green arrow when a vehicle is in the cue. J DRAFT PRESENTATION PRESENTATION BY REPRESENTATIVES OF THE LOS ANGELES COUNTY SHERIFF'S DEPARTMENT, LOMITA STATION, ON TRAFFIC STATISTICS FOR THE CITY OF ROLLING HILLS. Sgt. Osbum reviewed the traffic statistics for the first quarter of 2017 noting that there was one injury traffic collision' in April involving a run away truck that ultimately culminated on Rolling Hills Road in Rolling Hills Estates. He also reviewed the traffic enforcement statistics for the month of April 2017. Brief discussion ensued concerning the traffic statistics and an error was noted on the report. Sgt. Osburn was asked to provide an updated report to the City Manager. In response to Commissioner Hawkins, Sgt. Osbum explained the process for scheduling the supplemental traffic enforcement program. Discussion ensued concerning traffic enforcement and the new motor deputy. Staff was asked to work with the Sheriff's Dept. to deploy a decoy car as a speed deterrent. OLD BUSINESS None. NEW BUSINESS DISCUSSION AND CONSIDERATION OF THE FY 2017-18 SUPPLEMENTAL TRAFFIC ENFORCEMENT PROPOSAL. Chairman Wilson introduced the item and asked for staffs comments. City Manager Cruz reviewed the recent history of the Supplemental Traffic Enforcement meeting commenting that the hours were cut from 350 to 175 during the FY 15-16 budget process and subsequently increased to 275 hours for FY 16-17 upon a recommendation from the Traffic Commission. He reviewed the FY.17-18 proposal stating that 275 hours are proposed. Chairman Wilson commented that he is supportive of the proposal for 275 hours of supplemental traffic enforcement for FY 17-18. Following brief discussion, Commissioner Margeta moved that the Traffic Commission recommend approval of the FY 2017-18 Supplemental Traffic Enforcement Proposal to include 275 hours of enforcement. Vice Chairperson Virtue seconded the motion, which carried without objection. Brief discussion ensued concerning deployment and reporting. Sgt. DATE: JULY 27, 2017 ATTACHMENTS: Site Plan Traffic Engineer's Recommendation RECOMMENDATION It is recommended that the members of the Traffic Commission review and consider the applicant's request for a new driveway apron at 16 Pine Tree Lane BACKGROUND/DISCUSSION The property owners at 16 Pine Tree Lane propose a new driveway, approximately 23 - foot wide driveway apron, off of Pine Tree Lane to be located slightly east of the existing driveway. The existing driveway will be abandoned and closed off. The proposed driveway apron is part of an application going before the Planning Commission in August where the applicant proposes to construct a new garage with the proposed driveway leading to the new garage. The existing garage will be converted to house with much of the driveway that leads to that edge of the residence being demolished and replaced with landscaping. Pursuant to Section 17.16.160 of the Zoning Ordinance, if the new driveway apron is approved, it will be required to be roughened and the driveway itself may not be greater than 20' wide, unless otherwise approved by the Planning Commission. Additionally, the first 20 feet of the driveway approach may not exceed a grade of 7%. The City's Traffic Engineer has reviewed the plans for the proposed driveway apron, visited the site and per the attached report, found the proposed new driveway apron acceptable. To assist the Traffic Commission in its review of this request, the applicant was asked to stake the driveway apron. The Traffic Commission may wish to visit the site. NOTIFICATION The applicant, their representative, the Rolling Hills Community Association; and the resident/property owner of 7 and 10, 14 and 18 Pine Tree Lane have been forwarded a copy of the agenda to advise them that the Traffic Commission will be reviewing this request. CONCLUSION The Traffic Commission recommendation will be forwarded to the City Council for approval. CRUZ, CITY MANAGER SUBJECT: STATUS REPORT ON THE MEASURES THE CITY OF ROLLING HILLS HAS TAKEN TO IMPROVE THE PARKING AND TRAFFIC PROBLEMS ON CREST ROAD CAUSED BY HIKERS UTILIZING THE TRAIL HEAD AT DEL CERRO PARK . DATE: JULY 27, 2017 BACKGROUND The City, a few months ago started receiving complaints about traffic, unsafe parking, and dangerous driving on Crest Road between Crenshaw Blvd. and the Crest Gate. These traffic and parking related problems on Crest Road stem from hikers that are trying to access the trailhead at Del Cerro Park to the trails within the Palos Verdes Nature Preserve. This location has become very popular due to internet blogs that have resulted in droves of hikers from the region coming to the area because they are now aware of this point of entry. To provide relief to the residents near Del Cerro Park, the City of Rancho Palos Verdes (RPV) placed no parking signs on the west side of Crenshaw Blvd. between the park and Crest Road. The City also created a zone for resident only permit parking on a portion of the east side of Crenshaw Blvd. near Del Cerro Park. Although these actions have helped the Del Cerro Park community with its parking issues, it moved the problem to Crest Road and created issues for Rolling Hills residents utilizing the Crest Gate. At the last Traffic Commission meeting, the Commissioners asked staff to bring an agenda item back to next meeting to provide a status report on what has been done to address these parking and traffic issues on Crest Road. ./ DISCUSSION After City staff started receiving complaints from a number of residents about Crest Road parking and traffic related issue, they contacted the Rancho Palos Verdes City Manger for some assistance to relieve the problem. RPV officials quickly placed temporary no parking signs on the south side of Crest Road from St. John Fisher Church to the Crest Gate. This action had an immediate positive impact on the problem and the City stopped receiving calls and emails. RPV plans to make these temporary signs permanent "No Parking Anytime" signs. However, RPV first needs to make improvements to the asphalt sidewalk. The schedule is about 4-6 months out, depending on the cost estimate of the sidewalk improvements. Additionally, the k -rail on the north side of Crest Road that is preventing parking there is not permanent. It was placed there due to a slope failure on private property. It will be removed after drainage improvements and a curb project is constructed later this calendar year. If the problem parking and traffic problems come back again, the City may consider no parking signs and red curb on the north side of Crest between Crenshaw and the Crest Gate. City officials want the Commission know they are taking the situation seriously and will seek other options if necessary. CRUZ, CITY MANAGER Yr/" - SUBJECT: DISCUSSION ABOUT THE RESPONSIBILITY AND MAINTENANCE NEEDS OF THE SERVICE ROAD OFF OF CREST ROAD THAT SERVES THE PALOS VERDES PENINSULA UNIFIED SCHOOL DISTRICT CORPORATION YARD AND RANCHO DEL MAR HIGH SCHOOL DATE: JULY 27, 2017 BACKGROUND At the last Traffic Commission meeting, the Commission requested staff to come back with an agenda item concerning the responsibility and maintenance needs of the service road that serves the Palos Verdes Peninsula Unified School District (PVPUSD) corporation yard and Rancho Del Mar High School. DISCUSSION After some research, staff found out the service road has been owned by the PVPUSD since it was constructed along with the High School and old District Office in 1964. District officials agree that the roadway needs improvement. Over the years, areas of the road have been removed and replaced by contract in small to medium increments, with the latest work performed in 2012. District field staff performs pothole repairs in house and plans to do a slurry seal utilizing State reimbursement funds that are hoped to be allocated to the PVPUSD by the end of fall. To totally reconstruct the road will need to be part of the major facility modernization plan. The District is exploring the possibility of a 2018 election for facility improvements in order to fund this kind of major project.
