Traffic Commission Agenda 07-27-17 Page 2 of 2 DRAFT Agenda Item No: 3-A Meeting Date: 07/27/17 MINUTES OF A REGULAR MEETING OF THE TRAFFIC COMMISSION OF THE CITY OF ROLLING HILLS THURSDAY, MAY 25, 2017 CALL TO ORDER A regular meeting of the Traffic Commission of the City of Rolling Hills was called to order by Chairman Wilson at 8:30 a.m. on Thursday, May 25, 2017, in the City Council Chamber, at City Hall, 2 Portuguese Bend Road,Rolling Hills, California. Ricky Osburn, Los Angeles County Sheriff's Dept. APPROVAL OF MINUTES MINUTES OF MARCH 23, 2017. Commissioner Margeta moved that the Traffic Commission approve the minutes of the regular meeting of the Traffic Commission held on March 23, 2017. Commissioner Hawkins seconded the motion, which carried with Vice Chairperson Virtue abstaining due to an excused absence from the last meeting. While waiting for Sheriff's Dept. personnel to arrive, City Manager Cruz reported on staff's efforts in coordinating with the City of Rancho Palos Verdes to address the parking issues on Crest Road West (just outside the Crest Gate) resulting from the increased use of the Land Conservancy trail system by hikers. Staff was directed to agendize a more detailed report for the next Traffic Commission meeting.. Chairman Wilson inquired as to who is responsible for maintaining and striping the access road off of Crest Road West that serves Rancho Del Mar High School. Staff was directed to agenize a discussion on the matter at the next Traffic Commission meeting. Brief discussion ensued concerning the new traffic signal at Palos Verdes Drive North and Portuguese Bend Road/Rolling Hills Road with Commissioner Virtue inquiring as to what triggers the green arrow. Chairman Wilson commented that there is a loop to trigger the green arrow when a vehicle is in the cue. DRAFT PRESENTATION • • PRESENTATION BY REPRESENTATIVES OF THE LOS ANGELES COUNTY SHERIFF'S DEPARTMENT, LOMITA STATION, ON TRAFFIC STATISTICS FOR THE CITY OF ROLLING HILLS. Sgt. Osburn reviewed the traffic statistics for the first quarter of 2017 noting that there was one injury traffic collision in April involving a run away truck that ultimately culminated on Rolling Hills Road in Rolling Hills Estates. He also reviewed the traffic enforcement statistics for the month of April 2017. Brief discussion ensued concerning the traffic statistics and an error was noted on the report. Sgt. Osburn was asked to provide an updated report to the City Manager. In response to Commissioner Hawkins, Sgt. Osburn explained the process for scheduling the supplemental traffic enforcement program. Discussion ensued concerning traffic enforcement and the new motor deputy. Staff was asked to work with the Sheriff's Dept. to deploy a decoy car as a speed deterrent. OLD BUSINESS None. NEW BUSINESS DISCUSSION AND CONSIDERATION OF THE FY 2017-18 SUPPLEMENTAL TRAFFIC ENFORCEMENT PROPOSAL. Chairman Wilson introduced the item and asked for staff's comments. City Manager Cruz reviewed the recent history of the Supplemental Traffic Enforcement meeting commenting that the hours were cut from 350 to 175 during the FY 15-16 budget process and subsequently increased to 275 hours for FY 16-17 upon a recommendation from the Traffic Commission. He reviewed the FY 17-18 proposal stating that 275 hours are proposed. Chairman Wilson commented that he is supportive of the proposal for 275 hours of supplemental traffic enforcement for FY 17-18. Following brief discussion, Commissioner Margeta moved that the Traffic Commission recommend approval of the FY 2017-18 Supplemental Traffic Enforcement Proposal to include 275 hours of enforcement. Vice Chairperson Virtue seconded the motion, which carried without objection. Brief discussion ensued concerning deployment and reporting. Sgt. Osburn was asked to include vehicle speed in the report on citations issued. OPEN AGENDA - COMMENTS FROM PUBLIC ON ITEMS NOT ON THE AGENDA None. Minutes Traffic Commission Meeting 05-25-17 DRAFT Commissioner Hawkins noted that there is a Fire Dept. sign on Crest Road that is blocked by vegetation and suggested that the vegetation be trimmed back to enable the sign to be seen. City Clerk Luce stated that the minutes were amended, at the request of Commissioner Hawkins, to better reflect his comments during the discussion regarding using a tracking system on the Sheriff's Dept. vehicles and the revised minutes have been placed on the dais. Following brief discussion, Commissioner Raine moved that the Traffic Commission approve the minutes of the regular meeting of the Traffic Commission held on January 26, 2017 as amended. Chairman Wilson seconded the motion, which carried without objection. PRESENTATION PRESENTATION BY REPRESENTATIVES OF THE LOS ANGELES COUNTY SHERIFF'S DEPARTMENT, LOMITA STATION, ON TRAFFIC STATISTICS FOR THE CITY OF ROLLING HILLS. DRAFT Sgt. Osbum introduced Deputy Governor Davis, the new motor deputy assigned to the Lomita Station. He further reviewed the supplemental traffic enforcement statistics for February stating that citations were issued for speeding and stop sign violations. OLD BUSINESS None. NEW BUSINESS CONSIDERATION OF A REQUEST FROM THE PALOS VERDES ART CENTER FOR A HOMES TOUR ON APRIL 28 AND 29, 2017 TO FEATURE TWO ROLLING HILLS HOMES AND ONE ROLLING HILLS GARDEN LOCATED AT 2 JOHNS CANYON ROAD, 7 JOHNS CANYON ROAD AND 35 CREST ROAD WEST. City Manager Cruz reviewed the Palos Verdes Art Center's request to include two Rolling Hills' homes and one garden in its Homes Tour on April 28-29, 2017. He stated that the participants will park outside the City and shuttle vehicles will be used to transport the participants to the sites in the City. Following brief discussion, Commissioner Raine moved that the Traffic Commission recommend approval of the Palos Verdes Art Center's request to include two Rolling Hills' homes and one garden in its 2017 Homes Tour scheduled for April 28-29, 2017. Commissioner Margeta seconded the motion, which carried without objection. CONSIDERATION OF A TWO NEW DRIVEWAY APRONS AT 5 PINE TREE LANE (SHARNG). City Manager Cruz reviewed the applicant's request for two new driveway aprons proposed at 5 Pine Tree Lane in conjunction with a development project being considered by the Planning Commission. He stated that the applicant proposes to retain the existing driveway apron, which currently serves the existing garage on this property and another property at 3 Pine Tree Lane; and to construct a new second driveway apron to serve the proposed new house and garage as well as a pathway apron to serve the proposed stable. He stated that the Traffic Engineer has reviewed the request and does not have any objections to the new second driveway apron serving the house, but did express concern regarding sight visibility for the stable pathway apron. Traffic Engineer Munoz stated that she reviewed both of the proposed aprons and both of the proposed aisles and widths are acceptable. She further stated that the driveway apron has acceptable sight distance both left and right, but the sight distance to the left for the proposed stable pathway apron is not sufficient at only 100 ft., when 175 ft. is the preferred minimum sight distance. Discussion ensued concerning adjusting the location of the stable pathway apron to achieve the minimum sight distance. Tavisha Nicholson, Bolton Engineering addressed the Traffic Commission stating that she believes the stable pathway location can be revised to provide better sight distance. She reviewed a proposed option to move the pathway apron further to the south and the Traffic Engineer indicated that she believes doing so would provide better sight distance. Ms. Nicholson asked if the Traffic Commission would consider recommending approval of the proposal subject the Traffic Engineer's approval of a revised proposal. Minutes Traffic Commission Meeting 03-23-17 1 DRAFT William Hassoldt, 10 Pine Tree Lane addressed the Traffic Commission to express concern regarding the proximity of the proposed driveway to the existing fire hydrant and the ability of Fire Dept. vehicles pass; and regarding the location of the stable access pathway. Chairman Wilson acknowledged Mr. Hassoldt's concern stating that the issue regarding the fire hydrant is not under the Traffic Commission's purview and would be better addressed by the Fire Dept. He further stated that the applicant will address the issue regarding the location of the stable access pathway as discussed previously. Following discussion, Commissioner Raine moved that the Traffic Commission recommend approval of the applicant's request for a new second driveway apron and a stable pathway apron at 5 Pine Tree Lane with the condition that the pathway apron serving the stable be moved further south to the Traffic Engineer's satisfaction in order to address the concerns raised regarding sight visibility. Commissioner Margeta seconded the motion, which carried without objection. CONSIDERATION OF A NEW DRIVEWAY APRON AND WIDENING OF AN EXTING DRIVEWAY APRON AT 1 MIDDLERIDGE LANE NORTH (CIPOLLA). City Manager Cruz reviewed the applicant's request for a new driveway apron to serve a proposed stable and to widen an existing driveway apron at 1 Middleridge Lane North being proposed in conjunction with a development project being considered by the Planning Commission. He stated that the applicant proposes to retain the existing circular driveway and widen the apron at the east end of the circular driveway from 18.5 ft. to 31 ft. to better serve the garage. He stated that the applicant also proposes a new 37.5 ft. driveway apron for a fully paved driveway to serve a proposed stable. He stated that the Traffic Engineer reviewed both requests and does not have any objections to the widening of the existing apron, but did express concem regarding the new apron serving the stable due to its proximity to the stop sign. Traffic Engineer Munoz stated that the proposed location of the apron to serve the stable is problematic because it creates a situation where it essentially becomes a fourth leg to an intersection creating a four-way intersection and the sight visibility coming out of the driveway is not sufficient. The Traffic Commissioners commented that they visited the site individually and recognize the concerns raised. Tavisha Nicholson, Bolton Engineering addressed the Traffic Commission to further explain the request. She stated that since the request was submitted, the Planning Commission has reviewed the project and due to concerns raised regarding the stable, that portions of the application is being withdrawn and will be resubmitted at a later date; and as such, the stable access driveway apron can also be resubmitted to address the location and sight visibility issues. Following discussion, Commissioner Margeta moved that the Traffic Commission recommend approval of the applicant's request for widening the existing driveway apron on the circular driveway at 1 Middleridge Lane North. Commissioner Raine seconded the motion, which carried without objection. The new second driveway apron serving the stable was not approved. The applicant was asked to return with revised plans to address the sight visibility issues raised regarding that portion of the project. MATTERS FROM MEMBERS OF THE TRAFFIC COMMISSION None. Commissioner Hawkins moved that the Traffic Commission approve the minutes of an adjourned regular meeting of the Traffic Commission held on November 17, 2016 as presented. Vice Chairperson Virtue seconded the motion, which carried without objection. PRESENTATION PRESENTATION BY REPRESENTATIVES OF THE LOS ANGELES COUNTY SHERIFF'S DEPARTMENT, LOMITA STATION, ON TRAFFIC STATISTICS FOR THE CITY OF ROLLING HILLS. Sgt. Osburn reviewed the traffic statistics and supplemental traffic enforcement data for December 2016. He stated that there were 26 citations issued during regular traffic patrol; 15 citations and two warnings issued as a result of the supplemental traffic enforcement program and there were no traffic accidents. Commissioner Hawkins expressed concem that there were so few violations issued for speed. He expressed continued concern regarding vehicles speeding on Crest Road specifically. The Sheriff's Dept. was asked to continue to use its best judgment with regard to issuing citations and determining what areas to patrol for enforcement. OLD BUSINESS None. NEW BUSINESS CONSIDERATION OF A NEW DRIVEWAY APRON AT 11 UPPER BLACKWATER CANYON ROAD (AUTHOR HOMES, LLC). Chairman Wilson introduced the item and asked for staff's comments. City Manager Cruz presented the staff report stating that the applicant is requesting a new 27 ft. wide driveway to be located 10f ft. north of the existing driveway apron at 11 Upper Blackwater Canyon Road to replace the existing driveway apron as part of a proposed development application before the Planning Commission. He stated that the Traffic Engineer visited the site and found it to be an improvement to the existing condition recognizing that it is wider, provides similar sight visibility and is further away from the intersection at Sagebrush Lane. He further stated that she did note that proposed location of the new driveway apron is directly across the street from the driveway on the other side of the roadway, which is an unusual condition in Rolling Hills; however, she does not feel that condition is problematic. Traffic Engineer Munoz commented that she visited the site and found width, sight visibility and location of the proposed driveway apron to be acceptable. Chairman Wilson called for public comment. Jessica Farinacci, Tomaro Design Group addressed the Traffic Commission on behalf of the applicant offering to answer any questions. Brief discussion ensued concerning the location of the driveway apron and its proximity to the driveway across the street. The Traffic Commission concurred that the location as proposed would not likely be problematic. Commissioner Hawkins moved that the Traffic Commission recommend approval of the applicant's request for a new driveway apron at 11 Upper Blackwater Canyon Road. (ORAL — HAWKINS) Minutes Traffic Commission Meeting 01-27-16 DRAFT Commissioner Hawkins suggested that the Traffic Commission consider implementing a tracking system or using transponders whereby the City could confirm the hours that the Sheriff's Deputies spend in the City in order to design an optimal traffic enforcement program to ensure that Sheriff's deputies are in the City during the peak traffic hours. Captain Beringer addressed the Traffic Commission stating that the Sheriff's Dept. is willing to work with the City to determine the peak traffic times to ensure that deputies are in the City at the appropriate times, but it would prove problematic logistically to affix a transponder to the Sheriff's Dept vehicles and the ALPR cameras can not be used for that type of purpose for privacy concerns. Discussion ensued concerning the supplemental traffic enforcement program and ways to optimize traffic enforcement. Following further discussion, the Traffic Commission asked the Sheriff's Dept. to report additional information with regard to the time and location of issuance for citations issued during the City's supplemental traffic enforcement hours. No further action was taken. MATTERS FROM STAFF STATUS REPORT ON ROADWAY EASEMENT PARKING ALLOWED ON CREST ROAD. (ORAL REPORT) City Manager Cruz reported that City staff is working with the contractors to address the parking issues on Crest Road. He stated that staff specifically dealt with the parking issues related to a project on Crest Road West by requiring that the construction vehicles park on one side of the roadway only. The Traffic Commission expressed continued concern regarding parking on Crest Road specifically related to parking at construction sites. Following discussion, City staff was asked to research the feasibility of adding a condition to the approval of development projects to address the parking issues. No further action was taken. Commissioner Hawkins moved that the Traffic Commission approve the minutes of a regular meeting of the Traffic Commission held on July 28, 2016 as presented. Commissioner Raine seconded the motion, which carried without objection. PRESENTATION PRESENTATION BY REPRESENTATIVES OF THE LOS ANGELES COUNTY SHERIFF'S DEPARTMENT, LOMITA STATION; ON TRAFFIC STATISTICS FOR THE CITY OF ROLLING HILLS. Sgt. Ricky Osbum introduced himself to the Traffic Commission and stated that he was recently promoted and his new responsibility includes traffic. Sgt. Osbum reviewed the traffic statistics for January through October 2016 stating that there was one traffic collision in September. Commissioner Hawkins expressed continued concern regarding vehicles speeding on Crest Road and regarding vehicles parking on bridle trails. Vice Chairman Virtue commented that many of the parking problems are the result of construction projects and the City shouldn't rush to change its parking rules but rather, address the issue with contractors. Following brief discussion, staff was directed to agenize the parking issue for discussion at the next Traffic Commission meeting. The Traffic Commission also asked Sgt. Osburn to report back to the Commission with recommendations for strategies to slow traffic down. N. OLD BUSINESS None. NEW BUSINESS None. MATTERS FROM MEMBERS OF THE TRAFFIC COMMISSION Commissioner Hawkins reported that the Rolling Hills Community Association, although it was not voted on, expressed a general disinterest in placing signage at the gates warning that traffic laws are strictly enforced and using sign boards as a speed deterrent. MATTERS FROM STAFF UPDATE ON THE STATUS OF FY 2016/17 TRAFFIC STRIPING PROJECT. (ORAL) City Manager Cruz reported that the FY 16/17 traffic striping assessment identified 23 streets that require striping, including four streets that were recently repaved. He stated that the City issued a request for bids for the project and it is anticipated that the bid will be awarded to Chrisp Company at the November 28`h meeting of the City Council with the work to commence shortly thereafter. City Manager Cruz further reported that the traffic signal improvement project at Palos Verdes Drive North and Portuguese Bend Road/Rolling Hills Road is nearing completion and the left turn signals should be operational in early December. In response to Commissioner Raine regarding the length of the green light coming south on Rolling Hills Road, Ms. Munoz stated that once the project is complete, a new timing chart will be implemented for the entire intersection and it will be monitored to be sure it is responsive to the traffic patterns.
