We share your concerns. Members of the Rolling Hills Traffic Commission have been reviewing this situation. Presently, Traffic Commission members are considering an Ordinance which would require the wearing of reflective devices by joggers when utilizing roadways within the City during hours of darkness. Rolling Hills Municipal Code Section 10.40.051 requires that all persons pinning on roadways shall run in single file as closely as possible to the left hand side of the roadway. Local Los Angeles County Sheriffs Department Deputies have been alerted to this Municipal Code Section and are approaching persons currently violating this Ordinance. 1 will forward your letter to members of the Rolling Hills Traffic Commission for review at their next meeting. Every morning eri route on Crest Road to my office I am becoming increasingly concerned of the danger to joggers, walkers, etc. Many of than are not on the opposite side of traffic and some are jogging or walking in the middle of the road and not in single file as was mentioned in the news letter. Very few wear illuminating markers on their clothing especially at night and in the morning fog. I certainly do not want to convey to you that the joggers and walkers in question should not be able to exercise, but I am concerned and I'm sure you are aware of the dangers to them and the legal consequences to Rolling Hills.
