BACKGROUND
At the regular meeting of the Rolling Hills Traffic Commission held Friday, August 7, 1992,
Traffic Commission members recommended that the City Council award a bid to BSI
Consultants, Inc. for completion of the city-wide speed zone survey at a cost of $1,890.
A speed zone survey must be completed every five years to validate the use of radar for
traffic enforcement on city streets. The existing speed zone survey was completed in 1987.
Previously, an estimate had been provided from Willdan Associates to complete the City's
speed zone survey at a cost of $5,000. When this information was forwarded from the
Commission to the City Council, the City Council referred this item back to the Traffic
Commission to gather informal bids. One other bid was received from Traffic Safety
Engineers with an estimated cost of $3,000 to complete the survey.
A copy of the staff report which was presented to the Traffic Commission is attached for
your review. Additionally, a draft letter agreement is also attached.

I have discussed this letter of agreement with members of the Traffic Commission and the
City Attorney. It is their opinion that additional insurance as well as a hold harmless and
indemnity clause be provided by BSI Consultants. At the time of the writing of this report,
it is unlikely that the language will be present in the agreement at the Monday, August 24,
1992 City Council Meeting. Therefore, it is the recommendation of staff that should the
City Council desire to award the bid to BSI Consultants, that staff be directed to work with
the City Attorney's office to prepare appropriate language, execute the agreement and
proceed with the city-wide speed zone survey.

BACKGROUND
Members of the City Council received the recommendation of the Traffic Commission
relating to hiring Willdan Associates to complete the City's Speed Zone Survey. The cost
for this service had been estimated at $5,000.
Members of the City Council referred this item back to the Traffic Commission to research
the costs associated with completing this necessary survey by a alternative company.
Staff has contacted BSI Consultants Inc., and Traffic Safety Engineers Incorporated. Traffic
Safety Engineers have estimated a cost of $3,000 to complete the survey as described for the
City. BSI Consultants estimates that it will cost 51,200.
Staff will be attempting to contact references on these companies' performance. More
detailed information will be provided at this morning's meeting.

Dear Mr. Neales:
Thank you for selecting BSI Consultants, Inc. to perform the subject speed study and traffic
count program. As I indicated duringour earlier conversations, you indeed will receive a
quality product to both verify or change existing speed limits and also to document changes in
pre-existing traffic volumes.
Briefly, our two letters dated July 16, 1992 and August 6, 1992 described/presented our cost and
submittal product for a radar speed survey at eight locations. The stipulated cost was $1,200
(One thousand two hundred dollars). Our August 6 letter memorialized our cost estimate to
expand on the above with daily 24 -hour traffic counts at the above locations. That individual
cost of $690 (Six hundred and ninety dollars), when combined with the above, totaled a
radar/volume package estimate of $1,890 (One thousand eight hundred and ninety dollars).
Please note that should you desire, we could provide you and other members of the City staff
with a "Traffic Flow Map". I have attached a similar chart from the City of Tustin for your
review. Note the historical traffic growth information on the reverse.
This letter therefore responds to your request from yesterday to prepare a letter agreement to
perform the required services. The necessary information and signature blocks are provided
below.

measurements shall include observation of at least 550 vehicles in each direction.
Field tally sheets shall include engineering calculations of the average speed, 85th
percentile speed, and the 10 mile per hour pace speed.

o Speed measurements shall be analyzed and a visual inspection and assessment of
each street segment shall be conducted to determine conditions that are not readily
apparent to motorists. Additionally, for each street segment, accident records shall
be reviewed and summarized for the most recent 3 -year period.
o Accident rates for each street segment shall be calculated, summarized on the survey
sheets, and compared with anticipated accident rates developed by the Los Angeles
County Department of Public Works, so that preliminary speed zoning requirements
can be developed.
o Ten draft copies of the engineering and traffic survey report shall then be prepared
and delivered to the City for review by the Traffic Commission. The report shall
document the methodology and procedures used for the survey and shall include a
summary of recommended speed limits, as well as the survey sheets for each roadway
segment. Following review of the Traffic Commission, ten final draft copies of the
report shall be prepared and delivered to the City for consideration by the City
Council. Following review by the City Council, ten bound copies of the approved
final report shall be delivered to the City.
