from the intersection of Johns Canyon Road and Chestnut Lane, on Chestnut Lane, meets
the advice and recommendation of the Deputy Traffic Engineer and Rolling Hills Traffic

At the January 17, 1992 meeting of the Traffic Commission, a field trip was conducted to
the above referenced location to consider the driveway access for the proposed single family
residence in Zoning Case No. 458. During that field inspection Commissioners, concurring
with the Deputy Traffic Engineer, recommended that the driveway approach be located on
Chestnut Lane, at least seventy-five feet (75') from the intersection of Chestnut Lane and
Johns Canyon Road.
The plans attached to this staff report show a revised driveway approach which is
approximately ninety feet (90') from the intersection. Members of the Planning Commission
adopted Resolution No. 92-15 approving this project as proposed subject to specific
conditions at their regular meeting held March 17, 1992.
During the Traffic Commission's initial field inspection, it was requested that the final plans
for this driveway approach be returned to the Commission for review. I have contacted
representatives of the City Attorney's office and they have indicated that there is no legal
necessity for Traffic Commissioners to again field trip this location since the placement of
the driveway meets the traffic safety concerns expressed at the original field inspection.

At the regular meeting of the Planning Commission held December 17, 1991, Planning
Commissioners considered a Site Plan Review application for construction of a new single
family residence and attached garage at 18 Johns Canyon Road. To accomplish this, the
applicant is proposing a driveway access to the new house from the northeast portion of the
lot off of Johns Canyon Road. A copy of that Staff Report as well as a plot map is attached
to this report.
Members of the Planning Commission will be considering this application at a continued
public hearing on Tuesday, January 21, 1992. I have requested that the Deputy Traffic
Engineer Joanne Itagaki review this application on site, prior to today's meeting. Therefore, '

I have completed a preliminary review of the proposed driveway location for Zoning
Case No. 458. The proposed driveway location is at the intersection of Johns Canyon
Road and Chestnut Lane.
The primary concern regarding this driveway location is the confusion that motorists
may experience at the intersection. Currently, Chestnut Lane is "stop" controlled at
Johns Canyon Road. The proposed driveway location is beyond this "stop" control.
Therefore, a right-of-way conflict exists between the proposed driveway and Johns
Canyon Road.
A more appropriate driveway location for this property would be on Chestnut Lane.
This driveway should be located a minimum of 75' west of Johns Canyon Road.
This location on Chestnut Lane provides better visibility and does not create
intersection conflicts with the proposed driveway location.

I have reviewed the subject application and plans and
am concerned about some aspects of the proposed development.
My concerns are detailed in this letter because I am unable
to attend the Planning Commission meetings.
1. Driveway Location:
I object to the proposed location of the driveway
at the intersection of Johns Canyon Road and Chestnut Lane.
This seems to be a potentially dangerous location as it
impacts traffic safety. If at all possible, relocating the
driveway to Chestnut Lane would seem safer. If relocating
is impossible, then I hope that appropriate measures can be
taken to insure traffic safety.
2. Water Run -Off:
If the proposed driveway location is not changed,
then i am also concerned about potential water run-off from
the property down the driveway. Specifically, the ability
of the existing road configuration to direct increased water
run-off away from the properties on Johns Canyon Road (19
and /10).
3. Waste Water Disposal:
Consider requiring connection to the privately
funded sewer line which will soon be built to service the
four properties on the north side of Chestnut Lane and the
three additional properties at the intersection of Johns
Canyon Road and Morgan Lane. The sewer line will end at the
intersection of Johns Canyon Road and Morgan Lane. It does
not seem unreasonable to require connection to this sewer
because of the proximity of the sewer line to Mr. Colyear's
property. Furthermore, this would be of great benefit in
assuring geologic stability of his hillside and adjacent
properties, would further the City's interests in expanding
sewer use through the city, and would probably not be that
much more expensive than an on site waste disposal system.
If it is not possible to require sanitary sewer
connection, then I hope that the City will insure that the
placement and construction of any on site waste disposal
systems will be such that stability of the hillside and
adjacent properties will not be compromised.
4. Lot Coverage:
I am concerned that so much of the proposed
improvements is driveway hardscape that it will make
possible future residence additions impossible because of
lot coverage limitations. This may not be important to the
developer, however it should be important to the City
because future owners will surely appeal to the City for
exemptions ("hardship exemptions") to lot coverage
limitations to enable the residence to be brought into
closer conformity with neighboring residences. This could
be a difficult situation for all concerned, and can be
prevented with appropriateplanning requirements (increase
proposed residence size, provide potential space for future
addition, etc.).

The Planning Commission viewed a silhouette of the proposed
project at a field trip on December 7, 1991. There was
discussion at the site about the possible relocation of the
residence but the applicant has made no indication to change
the original proposal.
2. The applicant is requesting a Site Plan Review to construct a
new 1,674 square foot single family residence, a 350 square
foot attached garage, a 450 square foot future stable and a 96
square foot service yard.

4. The soils report states, "The proposed residential structure

Due to the depths of firm bedrock and the steepness of the
adjacent descending slopes, deep foundations, such as caissons,
will be required for portions of the proposed structures."
5. The structural lot coverage proposed is 2,570 square feet or
2.9% (20% permitted) and the total lot coverage proposed is
11,470 square feet or 13.2% (35% permitted).

checked by Planning and found to be different from the

The Commission disapproved of the proposed driveway location and concurred that should
a driveway be required, it be at least seventy-five feet (75') westerly of Johns Canyon Road
on Chestnut Road; that the driveway meet all Fire Department requirements in terms of
grade; that any proposed driveway be reviewed by the Fire Department and approved by
the Planning Commission and that the driveway contain a wide threshold and be angled in
a manner to face Johns Canyon Road. Further, the threshold should be roughened to assist
equestrian crossing.
The Commission requested that final plans for this project, should it be approved, be
returned to the Traffic Commission for their final review.
There being no further discussion Chairwoman Leeuwenburgh adjourned the meeting at
11:40 a.m. to February 21, 1992 at 8:30 a.m.

the Fire Department inspect the revised driveway plan to ensure that it meets all Fire
Department grade and width requirements. A wide threshold to be roughened to assist
equestrian passage across the driveway apron was recommended. The driveway should be
angled to deliver traffic onto Chestnut Lane toward Johns Canyon Road.
Commissioners requested that, should this project be approved, plans be returned to the
Traffic Commission for final review. A copy of the Staff Report which was presented to the
Traffic Commission is attached to this Memorandum.

The applicant requests a Site Plan Review to permit the
construction of a proposed new single family residence and an
attached garage.
BACKGROUND
The Planning Commission viewed a silhouette of the proposed
project at a field trip on December 7, 1991. There was
discussion at the site about the possible relocation of the
residence but the applicant has made no indication to change
the original proposal.
2. The applicant is requesting a Site Plan Review to construct a
new 1,674 square foot single family 'residence, a 350 square
foot attached garage, a 450 square foot future stable and a 96
square foot service yard.
3. Access to the proposed building site will be from the northeast
portion of the lot off Johns Canyon Road.
3. Grading for the project site will require 3,700 cubic yards of
cut and 3,700 cubic yards of fill.
4. The soils report states, "The proposed residential structure
shall be supported by foundations embedded entirely in firm
bedrock or entirely in compacted fill placed on firm bedrock.
Due to the depths of firm bedrock and the steepness of the
adjacent descending slopes, deep foundations, such as caissons,
will be required for portions of the proposed structures."
5. The structural lot coverage proposed is 2,570 square feet or
2.9% (20% permitted) and the total lot coverage proposed is
11,470 square feet or 13.2% (35% permitted).

6. Coverage on the 12,000 square foot building pad proposed is
17:7%. (This calculation and the total lot coverage were
checked by Planning and found to be different from the
submitted blueprint).
7. The project has been determined tc be categorically exempt
pursuant to the California Environmental Quality Act (CEQA).
RECOMMENDATION
It is recommended that the Planning Commission review the proposed
plans and take public testimony.

RE: Zoning Case 458, Mr. Richard Colyear
Dear Ms. Ungar and Planning Commission,
I have reviewed the subject application and plans and
am concerned about some aspects of the proposed development.
My concerns are detailed in this letter because I am unable
to attend the Planning Commission meetings.
1. Driveway Location:
I•object to the proposed location of the driveway
at the intersection of Johns Canyon Road and Chestnut Lane.
This seems to be a potentially dangerous location as it
impacts traffic safety. If at all possible, relocating the
driveway to Chestnut Lane would seem safer. If relocating
is impossible, then I hope that appropriate measures can be
taken to insure traffic safety.
2. Water Run -Off:
If the proposed driveway location is not changed,
then I am also concerned about potential water run-off from
the property.down the driveway.. Specifically, the ability
of the existing road configuration to direct increased water
run-off away from the properties on Johns Canyon Road (19
and 110) .
3. Waste Water Disposal:
Consider requiring connection to the privately
funded sewer line which will soon be built to service the
four properties on the north side of Chestnut Lane and the
three additional properties at the intersection of Johns
Canyon Road and Morgan Lane. The sewer line will end at the
intersection of Johns Canyon Road and Morgan Lane. It does
not seem unreasonable to require connection to this sewer
because of the proximity of the sewer line to Mr. Colyear's
property. Furthermore, this would be of great benefit in
assuring geologic stability of his hillside and adjacent
properties, would further the City's interests in expanding
sewer use through the city, and would probably not be that
much more expensive than an on site waste disposal system.
If it is not possible to require sanitary sewer
connection, then I hope that the City will insure that the
placement and construction of any on site waste disposal
systems will be such that stability of the hillside and
adjacent properties will not be compromised.
4. Lot Coverage:
I am concerned that so much of the proposed
improvements is driveway hardscape that it will make
possible future residence additions impossible because of
lot coverage limitations. This may not be important tb the
developer, however it should be important to the City
because future owners will surely appeal to the City for
exemptions ("hardship exemptions") to lot coverage
limitations to enable the residence to be brought into
closer conformity with neighboring residences. This could
be a difficult situation for all concerned, and can be
prevented with appropriate planning requirements (increase
proposed residence size, provide potential space for future
addition, etc.).
