The Commission approved the conceptual plan of the new driveway access at the subject
location as proposed, however, determined that the driveway should be at a ninety degree
angle to the roadway; the driveway entrance should be roughened to assist equestrian
crossing; the applicant shall trim back growth uphill of the driveway to improve sight
distance and that the apron should be a minimum of twenty-four feet (24') in width.
Further, the property owner shall remove the existing driveway and return it to its natural
state.

As you are aware, your Variance, Conditional Use Permit and Site
Plan Review Application is currently pending before the Rolling
Hills Planning Commission. A portion of this application proposes
to close two existing driveways and relocate access to the property
to the northwest portion of the lot from Portuguese Bend Road.
As your application involves vehicular access to a roadway within
the city, members of the Rolling Hills Traffic Commission will
conduct a field trip to your property on Friday, January 17, 1992.
Although the Rolling Hills Traffic Commission meeting is scheduled
to begin at 8:30 AM, it is anticipated that the field trip will
take place after 8:30 AM, but certainly before 11:00 AM.
Please take appropriate action to stake the proposed new driveway
access where it meets Portuguese Bend Road. This will enable the
Traffic Commission to adequately evaluate your proposal.

Members of the Traffic Commission conducted a field trip to the subject location on Friday,
January 17, 1992. Commissioners took action to approve the driveway, as proposed,
provided that it meet the following conditions:
o That the driveway approach be at a ninety degree angle from the roadway.
o That the driveway entrances be roughened to assist equestrian travel across the
driveway.
o That the property owner trim back the growth uphill from the driveway access to
improve site distance.
o That the apron be a minimum of twenty-four feet (24') wide.

Attached to this Staff Report is a report which was presented to the Planning Commission
on December 17, 1991 for consideration of various applications at 20 Portuguese Bend
Road. Included in those applications is a proposal to close two existing driveways and
relocate access to the property to the north west portion of the lot from Portuguese Bend
Road. A new driveway is proposed. Copies of the plot map are included with this Staff
Report.
I have requested that Deputy Traffic Engineer Joanne Itagaki review this application on site
prior to today's meeting. Members of the Planning Commission will be considering this
request at their continued public hearing scheduled for Tuesday, January 21, 1992.
Therefore, it would be in order for members of the Traffic Commission to conduct a field
trip regarding this issue today so that I can communicate any Traffic Commission concerns
to the Planning Commission on Tuesday, January 21, 1992.

In reviewing the applicant's request under Title 17 (Zoning), staff
would identify the following issues for evaluation:
1. The applicants are requesting a Variance to permit the
construction of a recreation/exercise room that will encroach
up to 31 feet into the 50 foot front yard setback in line with
a preexisting encroachment into the front yard setback of up to
26 feet, requesting a Conditional Use Permit to construct a new
detached 1,023 square foot garage and, request Site Plan Review
for the construction of 1.769 square feet to be added to the
existing 4,231 square foot residence.
2. The applicants propose to remove a 483 square foot workshop and

intervening years was remodelled periodically. In 1958, a 300
square foot guest house was added to a 908 square foot garage
that had been built in 1951, and then 189 square feet was added
to the guest house in 1976. A new 528 square foot stable was

constructed in 1961 and in :976, a 693 square foot garage
was built (apparently attached to the stable).
5. No grading will be required for the residential additions.
6. The structural lot coverage proposed is 11,559 square feet or
5.8% (20% permitted) and the total lot coverage proposed is
25,359 square feet or 13.5% (35% permitted).
7. The building pad coverage proposed is 18%.
8. The project has been determined to be categorically exempt
pursuant to the'California Environmental Quality Act (CEQA).
