Subject: SIGNAL TIMING ANALYSIS FOR PALOS VERDES
DRIVE NORTH AND ROLLING HILLS ROAD
In response to your request, we have performed a traffic signal timing analysis for the
above- mentioned traffic signal location. The request was predicated on the observation of
long queues of traffic on Palos Verdes Drive North during peak periods. The traffic signal
is currently programmed to operate on a background cycle of 130 seconds from 7 a.m. to
3 p.m. and 150 seconds from 3 p.m. to 8 p.m. For the remainder of the time, the traffic
signal operates "Free," using street detection of vehicles to operate responsive to traffic
demand.
Current turning movement counts were used to simulate traffic demand. This data and
current traffic signal timing was loaded into the 1985 Highway Capacity Manual (HCM)
computer software for signalized intersections. The calculated Level of Service (LOS) for
the intersection based on existing timing was LOS "D" for the AM peak period and LOS "F"
for the PM peak period. (The outputs for the LOS calculations are attached.)
Using the Signal Operations Analysis Package (SOAP) computer software, current traffic
volumes were entered and optimum timing parameters were calculated for both the AM and
PM peak traffic periods. The calculations were based on a 120 -second cycle. Cycle lengths
over 120 seconds usually result in long queues and excessive delay. The results of the SOAP
runs are attached. These timings are based on the traffic signal operating in the "Free"
mode utilizing detection to be fully responsive to trgffic demand.
The optimised timing was then loaded into the HCM program to determine if any
improvement could be expected. The outputs show that the LOS improved to LOS "C' for
the AM peak period and LOS "D" for the PM peak period (see the attached computer
outputs).
Field observations of the intersection showed that, during periods when the traffic signal was
operating on a background cycle of either 130 or 150 seconds, time was being wasted. We
observed several signal cycles where no traffic entered the intersection for a period of five
to ten seconds or more. This occurred even when traffic was present for opposing

movements. A check of the traffic signal hardware revealed that all of the detection was
operational.
Based on the above analysis, we recommend letting the traffic signal run "Free" at all times.
(See attached timing sheet.) The maximum green times for each movement are set to
allow for the greatest traffic volume peak. For example, the AM pealc requires 81 seconds
of green for the east/west movement, while the PM peak requires only 75 seconds of green
for the same movement. In this case, we are using 81 seconds for the maximum green time
setting. As you can see, the maximum green time (MAX I) is less than the walk time
(WALK), plus the pedestrian clearance time (PED CLEAR) for the northbound movement.
This will not affect the operation of the traffic signal or cause the pedestrian crossing time
to be shortened. When the button is pushed for a pedestrian to cross the street, the walk
and ped clearance times will override the maximum green time for the phase.

At the regular meeting of the Rolling Hills Traffic Commission held
Friday, November 30, 1990, the Palos Verdes Art Center "The Year of
The Remodeled Kitchen" Tour scheduled for Wednesday, February 27,
1991 was brought to the attention of the Commission. This item has
been placed on the Agenda for Commission consideration.
Ms. Delphine Hawthorne, Home Selection Committee Member, has
contacted the City Manager's office and indicated a willingness to
reduce the hours of the tour. This tour was previously scheduled
for the hours of 10:00 a.m. to 8:00 p.m.
Additionally, according to Ms. Hawthorne, tour participants will
only utilize the Crest Road Gate.
Members of the Traffic Commission have expressed concern regarding
the number of vehicles that will be visiting the two locations
within the City of Rolling Hills as part of this tour. A letter is
attached to this Staff Report indicating that the City would desire
to reduce the flow of traffic generated by those participating in
the tour and is urging the use of multi -passenger shuttle type van
or small bus vehicles to alleviate this concern. Additional
information is also attached.
Representatives of the Palos Verdes Art Center Home Selection
Committee have indicated that they will be attending today's
meeting to discuss this matter with members of the Commission.

Members of the Rolling Hills Traffic Commission discussed the Palos
Verdes Art Center "The Year of the Remodeled Kitchen" Tour
scheduled for Wednesday, February 27, 1991.
During discussion regarding this Open House, Commission members
took action to require the Palos Verdes Art Center to obtain multi -
passenger vehicles to provide transportation to those attending the
tour on February 27.
Out intent is to reduce the flow of traffic generated by those
participating in the tour of the four homes. Use of multi -
passenger shuttle type van or small bus vehicles will alleviate any
concerns regarding increased vehicular traffic.
In addition to the aformentioned issue, the Commission has
significant concerns with regard to the stated hours; the location
of the other two homes, and proposed ingress and egress to and from
the City.

Dear Commissioner Leeuwenburg,
As you probably know, the Palos Verdes Art Center at Crenshaw
and Crestridge Road provides facilities and many services
that add to the value and enjoyment of living on the Palos
Verdes Peninsula. It provides exhibitions,classes, guest
lecturers, artists and social functions. The Center enjoys '
the reputation of maintaining the highest standards for its
activities. Many of the residences of Rolling Hills are mem-
bers, Patrons and volunteers of the Art Center.
The prime source of funds to maintain and operate the Art
Center come from fund raisers conducted by committees consist-
ing of volunteers. One of the important fund raising support
groups is the Circle and one of its feature fund raisers is
the a tour of distinctive kitchens. This event takes place
about every two or three years.
The theme of the tour this year is "The Year of the Remodel-
ed Kitchen". Selection of the homes was made by a special
committee who visited eachhome and the selection was influ-
enced by the following:
* Kitchen remodeling, its design, work done when
and by whom
* Homes selected are located in the cluster area
easily accessable to the Art Center where food
and beverages will be served
* Homes located so that traffic movement and parking
would least effect normal traffic flow
* Located in a peninsula city that supports and co-
operates with the Art Center and its fund-raising
efforts; Rolling Hills residents have historically
done this
* The home owners cooperation and agreement to use
their homes
This year's tour will feature only four (4) homes, two of
which are located in Rolling Hills. They are the homes of:

* Geraldine and Philip Belleville
8 East Crest Road
* Tinka and Peyton Cramer
11 Georgeff Rd.
The date of the tour is Wednesday, February 27, 1991. Hours
are from 10:00 AM - 8:00 PM. Tickets are $25.00. There
will be no busses used. The neighbors near the homes have
been contacted or are in the process. Joan Saffo has gra-
ciously agreed for people to park in front of her house, in
her driveway and on her Portuguese Bend property.
Hours have been scheduled to spread out the flow of visi-
tors and provide more parking convenience.
Your continued cooperation with the Art Center and your
concurrence to the above tour will greatly aid our fund-
raising efforts.

During discussion regarding this Open House, Commission members
took action to require the Palos Verdes Art Center to obtain multi -
passenger vehicles to provide transportation to those attending the
tour on February 27.
Out intent is to reduce the flow of traffic generated by those
participating in the tour of the four homes. Use of multi -
passenger shuttle type van or small bus vehicles will alleviate any
concerns regarding increased vehicular traffic.
In addition to the aformentioned issue, the Commission has
significant concerns with regard to the stated hours; the location
of the other two homes, and proposed ingress and egress to and from
the City.

is scheduled for Friday, December 14, at 8:30 a.m.; however, I

Dear Commissioner Leeuwenburg,
As you probably know, the Palos Verdes Art Center at Crenshaw
and Crestridge Road provides facilities and many services
that add to the value and enjoyment of living on the Palos
Verdes Peninsula. It provides exhibitions,classes, guest
lecturers, artists and social functions. The Center enjoys
the reputation of maintaining the highest standards for its
activities. Many of the residences of Rolling Hills are mem-
bers, Patrons and volunteers of the Art Center.
The prime source of funds to maintain and operate the Art
Center come from fund raisers conducted by committees consist-
ing of volunteers. One of the important fund raising support
groups is the Circle and one of its feature fund raisers is
the a tour of 'distinctive kitchens. This event takes place
about every two or three years.
The theme of the tour this year is "The Year of the Remodel-
ed Kitchen". Selection of the homes was made by a special
committee who visited eachhome and the selection was influ-
enced by the following:
* Kitchen remodeling, its design, work done when
and by whom
* Homes selected are located in the cluster area
easily accessable to the Art Center where food
and beverages will be served
* Homes located so that traffic movement and parking
would least effect normal traffic flow
* Located in a peninsula city that supports and co-
operates with the Art Center and its fund-raising
efforts; Rolling Hills residents have historically
done this
* The home owners cooperation and agreement to use
their homes
This year's tour will feature only four (4) homes, two of
which are located in Rolling Hills. They are the homes of:

* Tinka and Peyton Cramer
11 Georgeff Rd.
The date of the tour is Wednesday, February 27, 1991. Hours
are from 10:00 AM - 8:00 PM. Tickets are $25.00. There
will be no busses used. The neighbors near the homes have
been contacted or are in the process. Joan Saffo has gra-
ciously agreed for people to park in front of her house, in
her driveway and on her Portuguese Bend property.
Hours have been scheduled to spread out the flow of visi-
tors and provide more parking convenience.
Your continued cooperation with the Art Center and your
concurrence to the above tour will greatly aid our fund-
raising efforts.
