ATTENTION: Ms. Virginia Leeuwenburgh, Traffic Commission
Dear Virginia:
The Board of Directors wishes to reiterate our strong
position of enforcing the parking ordinance on existing
horse trails.
We believe the safety of our riders is paramount,
especially when its adjacent to a street like Crest Road.
There should be a way to get special permission to wave
the ordinance when a residence has a social function and
parking would be difficult. A note to the City and Sheriff's
Department in advance for time and date could be obtained
for protection from citations.
In closing we want to thank the commission for enforcing the
parking ordinance. Also another thanks for moving the stop
sign next to the Cashmen home for better access.

SUBJECT: REVIEW OF PROPOSED DRIVEWAY AT 29 CREST ROAD

As requested, I have reviewed the proposal to construct a new
residential driveway at 29 Crest Road.
The proposal is acceptable from a design standpoint, in terms of
driveway width, turnaround radius, distance from nearest
intersection and sight distance. However, the following comments
are noted:
o The plan does not show the finished
terms of percent.
grades of the driveway, in
o It has been the City's policy to not allow any additional
access onto the main roads in the City, such as Crest Road, in
order to minimize potential points of conflict. Approval of
this proposal would not be consistent with that policy,
especially since there is an existing driveway to access this
property from Johns Canyon Road.
o The plan should also show all existing trees and indicate
whether any are to be removed.

held Tuesday, January 15, 1991, plans were submitted to the City

property will be constructed exiting onto Talley Hand Road, a
private drive. Plans will be available at Friday morning's meeting
and Doug McAttie of South Bay Engineering has indicated that he
will be in attendance to answer any questions Commission members
may have.

had directed the applicant to research the driveway easement in
preparation for this continued hearing. It has been affirmed by the
attachments that a road easement was granted to the Turpanjians off
of Talley Hand Road. Any new information will be reported at the
Planning Commission meeting.

A meeting of the Traffic Commission of the City of Rolling Hills
was called to order by Chairwoman Leeuwenburgh at 8:45 a.m. in the
City Council Chambers of the City Hall, 2 Portuguese Bend Road,
Rolling Hills on Friday, November 30, 1990.

Approved with corrections.
Chairwoman Leeuwenburgh stated that Mr. Sass of 46 Saddleback Road
had requested to address the Commission. There being no objection
she invited Mr. Sass to step forward.
Mr. Sass, 46 Saddleback Road, expressed his opinion and concerns
with regard to the traffic conditions adjacent to his residence.
He suggested the installation of a Stop Sign at Hillside Lane to
discourage speeding.
Following brief discussion Chairwoman Leeuwenburgh stated that she
would relay Mr. Sass' concern to the City Manager upon his return.

Mr. Roy Bayer, Architect, addressed the Commission; explained his
request stating that the subject proposal is presently being

reviewed by the Planning Commission and at their recommendation he
is now addressing the Traffic Commission. Following discussion and
review of the plans, there being no objection, CHAIRWOMAN
LEEUWENBURGH directed that this item be deferred a field inspection
at the end of the meeting. Following the field inspection the
plans were deemed unacceptable and the item was held over to the
December meeting.
Cabelleros representative Dr. Basque addressed the Commission to
express his concern with regard to a traffic sign located in the
easement adjacent to the Cashman residence at 2 Crest Road East.
He considered the sign to be a hinderance to horse riders using the
trail and requested that the City relocate the sign. CHAIRWOMAN
LEEUWENBURGH explained that this request did not appear on the
Agenda and to act upon Dr. Basque's request at this meeting would
contravene the Brown Act.
Deputy Traffic Engineer Sorrentino stated that he would look into
the matter to assess if another more appropriate location could be
recommended.
CITY WIDE STRIPING PROGRAM
Deputy Traffic Engineer Sorrentino introduced his draft report and
explained that the intent is to provide consistency with regard to
the consolidation of striping within the City, thereby resulting
in a cost savings.
During discussion COMMISSIONER WIENER pointed out that the protocol
for striping within the City has already been established. In
response, CHAIRWOMAN LEEUWENBURGH agreed that rules do exist;
however, they had not been adhered to in the past. Commissioner
Wiener recommended future insistence that the existing rules be
adhered to.
COMMISSIONER VIRTUE commented that the stop line limits were not
shown at Chuckwagon and Bowie, and on Crest at Caballeros and
Southfield.
CHAIRWOMAN LEEUWENBURGH encouraged that the street widths be
checked thoroughly before the report is finalized in order to avoid
the same mistakes that had been made in the past. She stated that
a final report would be available for review in January.

WIDE LOAD AND EXTRA LARGE VEHICLES
Deputy Traffic Engineer Sorrentino explained that the Draft
Ordinance is before the Commission in response to direction given
at the last Traffic Commission meeting. He explained that the
Ordinance establishes the authority for the City Manager to issue
permits regulating the operation of wide loads on City streets.
He stated that the City Attorney had approved the content of the
Ordinance but the format is still awaiting approval.
COMMISSIONER WIENER considered the amount of the fine ($100) to be
inadequate given the time and effort involved in enforcing the
penalty. CHAIRWOMAN LEEUWENBURGH pointed out that the fees and
penalties would be established by the City Council.
COMMISSIONER VIRTUE felt that an additional warning in the rear of
a vehicle may be desirable. Discussion followed regarding the
relative merits of various warning devices.
There being no objection CHAIRWOMAN LEEUWENBURGH directed that this
item be held over to the December Traffic Commission meeting.
CONSIDERATION OF REQUEST TO MODIFY PAVEMENT ON PORTUGUESE BEND
ROAD AT THE ENTRANCE TO CITY ADMINISTRATION FACILITY FOR
IMPROVED ACCESS TO THE UNITED STATES POST OFFICE MAILBOX
Deputy Traffic Engineer Sorrentino outlined the preliminary design
and Staff Report and stated that the cost of the said modification
would be approximately $1000.
The consensus of the Commission was that this modification could
be incorporated into the proposed remodel of the City
Administration Facility, thereby lessening the fiscal impact.
COMMISSIONER WIENER requested that a progress report be submitted
to the Traffic Commission at the April or May meeting.
MOTION: COMMISSIONER WIENER moved that the subject plan be
recommended to the City Council for approval and that a progress
report be placed upon the May Traffic Commission Agenda.
COMMISSIONER SCHMIT seconded the motion. The motion carried
unanimously.
At 9:30 a.m. the Commission adjourned to locations in the field.

The Palos Verdes Arts Center regarding a proposed Kitchen Tour of
homes in Rolling Hills. Following discussion the Commission
directed that the following concerns be communicated to, and
addressed by, the applicant:
o How many cars involved?
o Consideration of the use of a shuttle and designated parking
areas.
o The event shall be over by 4:00 p.m.
o Where are the other two homes located?
There being no objection CHAIRMAN LEEUWENBURGH directed that this
item be held over pending a reply from the applicant.
EASEMENT REPORT
There being no objection CHAIRWOMAN LEEUWENBURGH directed that this
item be held over pending receipt of a formal report from the
Caballeros Organization.
REQUEST TO DESIGNATE PARKING SPACES FOR UNLOADING ADJACENT TO
RECYCLING CONTAINERS
COMMISSIONER SCHMIT moved that the subject request be approved as
recommended. COMMISSIONER WIENER seconded the motion. The motion
carried unanimously.
MODIFIED STRIPING PLAN FOR PALOS VERDES DRIVE NORTH
CITY OF ROLLING HILLS ESTATES
Following discussion of Commission concerns with regard to the
subject plan, the consensus of the Commission was that the striping
plan would have an adverse impact upon ingress and egress to,
Rolling Hills at Portuguese Bend Road. CHAIRWOMAN LEEUWENBURGH
felt that Rolling Hills should have been given an opportunity to
review the proposal prior to review by the Rolling Hills Estates
City Council.
MOTION: COMMISSIONER SCHMIT moved that the subject striping plan
be forwarded to the City Council with the comment from the Traffic
Commission that the plan is unacceptable. COMMISSIONER VIRTUE
seconded the motion. The motion carried unanimously.

ESTABLISHING THE AUTHORITY TO ISSUE PERMITS
REGULATING THE OPERATION OF VEHICLES
EXCEEDING MAXIMUM ALLOWABLE WIDTHS ON
STREETS WITHIN THE CITY
THE CITY COUNCIL OF THE CITY OF ROLLING HILLS DOES
HEREBY ORDAIN AS FOLLOWS:
Section 1. Title 10 of the Rolling Hills Municipal
Code is amended by adding Chapter 10.70 to Title 10 to read as
follows:
"CHAPTER 10.70
OVER WIDE VEHICLES
10.70.010 Findings. The City Council finds that
there is a need to regulate the operation of vehicles
exceeding maximum allowable widths on streets within
the City. The regulation of such vehicles is deemed
necessary for the protection of vehicular and pedes-
trian traffic due to the unusually narrow, winding and
steep character of streets in the City.
10.70.020 Authority. The California Vehicle Code
establishes regulations pertaining to the maximum size,
weight, and load of vehicles operated on streets and
highways. Section 35780 of the California Vehicle Code
grants the City the authority, at its discretion upon
written application and if good cause appears, to issue
a permit authorizing the applicant to operate or move a
vehicle of a size, weight, or load exceeding the speci-
fied maximums. This is a traffic control and safety
measure.
10.70.030 Vehicle Width.
A. With the exception of the vehicles
listed in subsection B, vehicles exceeding 102" in
width shall be prohibited from operating on streets
within the City, unless authorized by a valid permit
issued by the City.
B. The following vehicles are exempt from
the permit requirement of Paragraph A of this Section
if 120" or less in width; any such vehicles exceeding
120" in width shall be prohibited from operating on

streets within the City, unless authorized by a valid
permit issued by the City:
1. Special mobile equipment.
2. Special construction or highway
maintenance equipment.
3. Motor vehicles designed for, and
used exclusively to haul feed for livestock that are
exempted from registration by the California Vehicle
Code Section 36102(c), except when operated on a
highway during darkness.
10.70.040 Application Requirements.
A. Application for a permit shall be made
in writing to the City Manager at least ten working
days prior to date of anticipated operation and shall
include, but not be limited to, the following
information:
1. Description of the vehicle to be
operated.
2. The route over which the vehicle
will operate.
3. The time period during which the
vehicle will be operated (i.e., number of hours per
day, days per month, etc.).
B. The City may suspend the application
requirements in cases of emergency.
10.70.050 Conditions of Operation.
A. The City, at its discretion and if good
cause appears, shall prescribe conditions of operation
of the vehicle, including, but not limited to, the
following:
1. Establishing time limitations
(i.e., restricting hours of operation).
2. Limiting the number of trips per
day or days per week or month.
3. Describing the specific route over
which the vehicle is allowed to operate.

B. When establishing the conditions of
operation, the City shall consider the requirements of
the applicant and the recommendations of the City
Traffic Engineer.
10.70.060 Required Warning Devices.
A. Any vehicle operating under the author-
ity of a permit issued in accordance with the provi-
sions of this ordinance shall be required to display or
provide the following warning devices:
1. Red Flags -- All permitted vehicles
shall display a square red flag or square cloth not
less than 16" at the extreme left -front and left -rear
of the vehicle or equipment.
2. Flashing Warning Lights -- All per-
mitted vehicles shall be equipped with flashing amber
warning lights to the front, sides, or rear of the
vehicle or equipment and shall display such lights when
engaged in the movement described in the permit.
3. Pilot Car -- All permitted vehicles
engaged in the movement described in the permit shall
be preceded by a pilot car equipped with flashing amber
warning lights. The pilot car shall display neat,
clean, and legible signs containing the words "OVER-
SIZE," "OVERSIZE LOAD" OR "WIDE LOAD."
10.70.070 Authority to Issue Permits. All per-
mits issued pursuant to the provisions of this ordi-
nance shall be at the discretion of the City Manager.
The decision of the City Manager may be appealed to the
City Council within 10 days by submitting a letter to
the City Clerk stating the grounds for appeal. If no
timely appeal is filed, the City Manager's decision
shall be final. The City Council's decision on appeal
is final.
10.70.080 Fees. Fees shall be established by
resolution of the City Council adopted after notice
and hearing, and shall be based on the estimated total
cost to the City for issuing permits.

10.70.090 Penalties. Any vehicle operating on
streets within the City in violation of the provisions
of this ordinance shall be subject to a fine of $100."

Our Deputy Traffic Engineer Tom Sorrentino will be prepared to
address the traffic signalization timing concerns for Commission
consideration this morning.
RECOMMENDATION
If, following receipt of this added information by the Traffic
Engineer, it is the desire of the Traffic Commission to recommend
that the City Council oppose the modified striping plan for Palos
Verdes Drive North as proposed by Rolling Hills Estates, it would
be in order to make a formal recommendation for consideration by
the City Council at their regular meeting to be held Monday,
January 28, 1991.

Subject: SIGNAL TIMING ANALYSIS FOR PALOS VERDES
DRIVE NORTH AND ROLLING HILLS ROAD
In response to your request, we have performed a traffic signal timing analysis for the
above- mentioned traffic signal location. The request was predicated on the observation of
long queues of traffic on Palos Verdes Drive North during peak periods. The traffic signal
is currently programmed to operate on a background cycle of 130 seconds from 7 a.m. to
3 p.m. and 150 seconds from 3 p.m. to 8 p.m. For the remainder of the time, the traffic
signal operates "Free," using street detection of vehicles to operate responsive to traffic
demand.
Current turning movement counts were used to simulate traffic demand. This data and
current traffic signal timing was loaded into the 1985 Highway Capacity Manual (HCM)
computer software for signalized intersections. The calculated Level of Service (LOS) for
the intersection based on existing timing was LOS "D" for the AM peak period and LOS "F'
for the PM peak period. ('The outputs for the LOS calculations are attached.)
Using the Signal Operations Analysis Package (SOAP) computer software, current traffic
volumes were entered and optimum timing parameters were calculated for both the AM and
PM peak traffic periods. The calculations were based on a 120 -second cycle. Cycle lengths
over 120 seconds usually result in long queues and excessive delay. The results of the SOAP
runs are attached. These timings are based on the traffic signal operating in the "Free"
mode utilizing detection to be fully responsive to traffic demand.
The optimised timing was then loaded into the HCM program to determine if any
improvement could be expected. The outputs show that the LOS improved to LOS "C' for
the AM peak period and LOS 'D" for the PM peak period (see the attached computer
outputs).
Field observations of the intersection showed that, during periods when the traffic signal was
operating on a background cycle of either 130 or 150 seconds, time was being wasted. We
observed several signal cycles where no traffic entered the intersection for a period of five
to ten seconds or more. This occurred even when traffic was present for opposing

movements. A check of the traffic signal hardware revealed that all of the detection was
operationaL
Based on the above analysis, we recommend letting the traffic signal run "Free" at all times.
(See attached timing sheet.) The maximum green times for each movement are set to
allow for the greatest traffic volume peak. For example, the AM peak requires 81 seconds
of green for the east/west movement, while the PM peak requires only 75 seconds of green
for the same movement. In this case, we are using 81 seconds for the maximum green time
setting. As you can see, the maximum green time (MAX I) is less than the walk time
(WALK), plus the pedestrian clearance time (PED CLEAR) for the northbound movement.
This will not affect the operation of the traffic signal or cause the pedestrian crossing time
to be shortened. When the button is pushed for a pedestrian to cross the street, the walk
and ped clearance times will override the maximum green time for the phase.

At the Regular Meeting of the Rolling Hills Planning Commission
held Tuesday, January 15, 1991, plans were submitted to the City
which indicated that the driveway access to the above mentioned
property will be constructed exiting onto Talley Hand Road, a
private drive. Plans will be available at Friday morning's meeting
and Doug McAttie of South Bay Engineering has indicated that he
will be in attendance to answer any questions Commission members
may have.

DISCUSSION
This item was referred to a field site inspection to review the
change in staking with the revised plan. The Planning Commission
had directed the applicant to research the driveway easement in
preparation for this continued hearing. It has been affirmed by the
attachments that a road easement was granted to the Turpanjians off
of Talley Hand Road. Any new information will be reported at the
Planning Commission meeting.

REVIEW OF PROPOSED DRIVEWAY AT 29 CREST ROAD
JANUARY 18, 1991
As requested, I have reviewed the proposal to construct a new
residential driveway at 29 Crest Road.
The proposal is acceptable from a design standpoint, in
driveway width, turnaround radius, distance from
intersection and sight distance. However, the following
are noted:

o It has been the City's policy to not allow any additional
access onto the main roads in the City, such as Crest Road, in
order to minimize potential points of conflict. Approval of
this proposal would not be consistent with that policy,
especially since there is an existing driveway to access this
property from Johns Canyon Road.
o The plan should also show all existing trees and indicate
whether any are to be removed.
