CALL TO ORDER
A special meeting of the Traffic Commission of the City of Rolling Hills was called to order
by Chair Hill at 8:30 a.m., on Wednesday, March 6, 1996, in the City Council Chambers, at
City Hall, 2 Portuguese Bend Road, Rolling Hills, California.

APPROVAL OF MINUTES
MINUTES OF NOVEMBER 30, 1996.
Commissioner Henke moved that the Commission approve the minutes of the
adjourned regular meeting of the Traffic Commission held on November 30, 1995.
Commissioner Virtue seconded the motion which carried unanimously.

NEW BUSINESS
CONSIDERATION OF PALOS VERDES SYMPHONY FRIENDS BENEFIT,
SATURDAY, MAY 18, 1996, AT 35 CREST ROAD WEST (COLYEAR).
City Manager Nealis presented the staff report outlining the Palos Verdes Symphony
Friends' request and the standard requirements that are usually imposed by the ,
Commission for this type of event.
Mrs. Carolyn Hyde, Palos Verdes Symphony Friends, reported on plans to reserve
spaces on the site for handicapped persons. She also reported that they have contacted
their insurance company to name the City and the RHCA as additional insured.
In response to Commissioner Margeta, City Manager Nealis explained that there may be
minor congestion at the Crest Gate, however limiting access to the gate closest to the event
may prevent people from becoming lost or venturing into other areas of the City.
Chairman Hill stated that the RHCA prefers the entrance that offers the least amount of
travel on roadways.

Commissioners discussed the impact that the parked vehicles may have on equestrians
and pedestrians using Crest Road during this event. City Manager Nealis stated that he
will alert the Sheriff s Department to the event and that vehicles must park in a manner
to not exclude equestrian or pedestrian activities in the area.
In response to Commissioner Henke, Mrs. Hyde stated that seventy vehicles is a very
generous estimate. Chair Hill suggested that the attendees be directed to park inside the
white line roadway edge marking on the south side to allow for equestrian and pedestrian
use of the easement. Sgt. Graff, Los Angeles County Sheriff's Department stated that he
will have a deputy in that area on the day of the event. Sgt. Graff suggested that if the first
few cars to arrive are directed to park in the manner suggested by the Commission, that the
others may naturally follow this example.
Discussion ensured regarding the time of the event, from 4:00 p.m. to 8:00 p.m.
Commissioner Virtue suggested that the organization be directed to notify the neighboring
property owners about the event to make them aware of the influx of traffic and parking in
the area. City Manager Nealis stated that staff could provide the organization with the
names and addresses of the property owners from Portuguese Bend Road to the Crest Gate.
Mrs. Hyde stated that they would be glad to provide this notice to the neighbors.
Chair Hill wished the group success in their fundraising efforts and suggested that the
group may wish to consider using off duty Rolling Hills gate guards as parking attendants.
Commissioner Virtue moved that the Traffic Commission recommend that the City
Council approve this event with the following conditions:
That the Palos Verdes Symphony Friends provide a written notice to property owners
on Crest Road, between Portuguese Bend Road and the Crest Gate, indicating that there
will be vehicles parking in the area during this event.
• That an insurance certificate, naming the City and the RHCA as additional insured, be
provided within fifteen days of the event.
• That access to the City (event) will be limited to the Crest Road Gate only, and that this
be printed on all tickets.
That the Palos Verdes Symphony Friends provide a minimum of two parking
attendants to assist with parking. These attendants must wear brightly colored vests or
other jackets that will indicate their function.
Commissioner Henke seconded the motion which carried unanimously.
City Manager Nealis reported that the City Council will be consider this Commission
recommendation at their meeting on Monday, March 11, 1996 beginning at 7:30 p.m.
OPEN AGENDA - COMMENTS FROM THE PUBLIC ON ITEMS NOT ON THE AGENDA

MATTERS FROM MEMBERS OF THE TRAFFIC COMMISSION
Commissioner Virtue commented on the Commission's recommendation on a
driveway at 20 Portuguese Bend Road. City Manager Nealis explained that the
Resolution adopted by the Planning Commission included a condition that the old
driveway location must be returned to a natural state.
Commissioner Margeta commented on vehicle parking practices at parties he has
observed in the City. City Manager Nealis explained the "Parking for Party Guests"
form utilized by the City and the RI-ICA for property owners who wish to invite a
number of guests to their home. He explained that from time -to -time an article is

placed in th ywide Newsletter encouraging resident ioluntarily use this form
when they are planning to entertain a number of guests. City Manager Nealis also .
explained the Traffic Commission's role in reviewing parking plans for fundraising
events such as the one the Commission reviewed today.
Commissioner Henke requested that staff place another article in the Citywide
Newsletter regarding motorized vehicles or bicycles not being permitted on the trails in
the City.
Councilmember Hill commented on the protective fence installed at Portuguese Bend
Road/Poppy Trail. He stated that the RHCA did a great job installing this fence.

8:55 a.m. to the next regularly scheduled meeting of the Traffic Commission to be held on
Thursday, March 28, 1996.

CALL TO ORDER
An adjourned regular meeting of the Traffic Commission of the City of Rolling Hills was
called to order by Chair Hill at 8:35 a.m., on Thursday, November 30, 1995, in the City
Council Chambers, at City Hall, 2 Portuguese Bend Road, Rolling Hills, California.
City Manager Nealis introduced Mr. John Margeta who was recently appointed to the
Commission and administered the oath of office.

APPROVAL OF MINUTES
A. MINUTES OF SEPTEMBER 28, 1995.
Commissioner Henke stated that during Traffic Commission discussions relative to the
Citywide Traffic Signing, Striping, and Pavement Marking Inventory that comments were
made regarding the Commissions desire to gain some uniformity in the way in which
cross walks are marked within the City. City Manager Nealis reported that this would be
part of the inventory. City Manager Nealis reported that this project is on hold due to the
City Council's concerns regarding the costs relating to the computer data base for this
project. He stated that staff is investigating with the City's computer consultant and.
Willdan to ascertain whether this database can be created in-house in conjunction with the
GIS information being gathered for the Planning Department Property Profile System.

Commissioner Henke moved approval of the minutes of a regular meeting of the Traffic
Commissioner held on September 28, 1995. Commissioner Virtue seconded the motion
which passed unanimously (Commissioner Margeta abstained).

SPECIAL PRESENTATION
SPECIAL PRESENTATION BY SGT. DENNIS GRAFF, LOS ANGELES COUNTY
SHERIFF'S DEPARTMENT, LOMITA STATION, ON QUARTERLY TRAFFIC
STATISTICS FOR THE CITY OF ROLLING HILLS.
Chair Hill called upon Deputy John Nakaji from the Los Angeles County Sheriff's
Department, Lomita Station. City Manager Nealis explained that the City participates with
Rancho Palos Verdes and Rolling Hills Estates for regional law enforcement deployment.
He reported that every quarter two members from each of the City Councils meet as a
Regional Law Enforcement Committee to discuss law enforcement issues and that the
traffic statistics are a component of the report that is presented. He stated that the City's
representatives on the Regional Law Enforcement Committee felt that it would be
beneficial for the Traffic Commission to hear the report as presented to the Regional Law
Enforcement Committee.
Deputy John Nakaji, Traffic Investigator for the Los Angeles County Sheriffs Department,
Lomita Station, stated that he is filling in for Sergeant Dennis Graff and presented the
quarterly traffic statistics highlighting that hazardous citations have increased in the City of
Rolling Hills . Deputy Nakaji pointed out on a map of the City the areas where the
heaviest concentration of hazardous citations are issued.
Commissioners discussed the statistics. They pointed out to Deputy Nakaji areas in the
City which the Commission feels that the Deputies could also concentrate traffic
enforcement efforts. Chair Hill suggested that the Sheriff's Department patrol some of the
dead-end streets in the City as well as the main thoroughfares.
Deputy Nakaji reported on the excellent interaction between the Sheriff's Department, City
Staff and the citizens of Rolling Hills. He reported on instances when a habitual offender
has been identified, that a personal visit from a Deputy has been very effective.
Discussion ensued regarding the effectiveness of traffic schools. Commissioners also
discussed injury accidents, the use of seat belts and airbags.
In response to City Manager Nealis, Commissioners concurred that it would be helpful to
have the quarterly traffic statistics presented in this manner at future Traffic Commission
meetings. Hearing no further discussion, Chair Hill thanked Deputy Nakaji for his report.

OLD BUSINESS
CONSIDERATION OF A REPORT FROM THE TRAFFIC ENGINEER RELATIVE TO
A COMPARISON OF PAVEMENT MARKING MATERIALS.
Chair Hill stated that at a previous Traffic Commission meeting, the Traffic Engineer was
requested to prepare a report regarding alternative pavement marking materials. Traffic
Engineer Jerry Gonzalez presented his report dated September 21, 1995, outlining the
comparison between regular pavement marking paint and thermoplastic materials.
Commissioners discussed the cost comparison and longevity of pavement marking paint
and thermoplastic material. Traffic Engineer Gonzalez reported that thermoplastic paint
has been known to last at least seven years.
City Manager Nealis suggested that when the Commission considers the RFP for striping
and pavement marking in FY 96/97, that companies bid the work using thermoplastic
material as well as paint to determine the difference in costs. Chair Hill stated that he
feels that the Commission should consider using the thermoplastic material on a sample
area to test its durability. He suggested that Portuguese Bend Road from Palos Verdes
Drive North to the intersection of Saddleback Road be considered for a test area due to
heavy vehicular travel.
Traffic Engineer Gonzalez explained the process that is used to manufacture thermoplastic
paint and how its reflectability is maintained. He also reported that this material is used
Countywide and that the County did not mention any cases where horses have slipped on
this material.
Discussion ensued regarding the expense in using thermoplastic material as compared to
regular paint. Commissioners concurred that since the durability of thermoplastic
material is estimated at seven years, it might be more cost effective. Commissioners also
discussed the use of thermoplastic material and the RHCA roadway repaving schedule.
City Manager Nealis stated that the use of this material must be coordinated with the
RHCA. RHCA Architectural Inspector Roger Vink reported that the roadways are
repaved approximately every seven to ten years. In response to Chair Hill, Mr. Vink
stated that he did not feel the RHCA Board of Directors would object to the use of
thermoplastic material in the test area.
Commissioner Henke expressed concern for the cost of using thermoplastic material,
however he stated that he does not object to trying it in a small area.
Hearing no objection, Chair Hill requested that staff amend the request for proposal for
the FY 96/97 Striping and Marking of Main Thoroughfares Project, that the Traffic
Commission will be recommending to the City Council for approval, to reflect that
thermoplastic material be used for traffic striping and marking from Palos Verdes Drive
North to the intersection at Saddleback Road.

NEW BUSINESS
CONSIDERATION OF THE RELOCATION OF A DRIVEWAY ACCESS AT 20
PORTUGUESE BEND ROAD (ROGERS).
City Manager Nealis presented the staff report outlining the request for the relocation of
the driveway access at 20 Portuguese Bend Road.
• Mr. Richard Linde, Architect, explained the proposed 24 foot wide driveway entrance
and stated that he feels it actually improves sight distance.
Mr. Linde also commented on the thermoplastic paint for roadway striping and stated
that a rough surface is required for equestrian crossing.
Hearing no objection, Chair Hill continued this item for consideration in the field after the
regular business on the agenda.
CONSIDERATION OF A REQUEST FROM THE ROLLING HILLS COMMUNITY
ASSOCIATION FOR TRAFFIC COMMISSION REVIEW RELATIVE TO A
PROTECTIVE FENCE ON PORTUGUESE BEND ROAD/POPPY TRAIL AREA FOR
HORSE PROTECTION.
Chair Hill introduced Ms. Carol Hoffman who brought this item before the RHCA Board
of Directors.
• Ms. Hoffman explained her request and concern for rider safety in the area of
Portuguese Bend Road and Poppy Trail. She stated that Caballeros also shares her
concern.
Commissioners discussed the request. City Manager Nealis reported that this item is
under the purview of the RHCA Board of Directors and that they are in favor•of this idea.
He stated that the Traffic Commission has been requested by the RHCA to review this
matter from a traffic engineering and safety perspective. Mr. Roger Vink expressed
concern for this project as he feels that there are several other areas in the City that exhibit
this same situation. Commissioner Virtue commented on the narrowness of the
easement in the area and how that will affect the placement of the fence as it relates to the
roadway.
Commissioner Henke stated that traffic enforcement may also assist in alleviating
problems in the area.
Hearing no objection, Chair Hill continued this item for consideration in the field after the
regular business on the agenda.

• Commissioner Henke commented on the report prepared by Traffic Engineer Gonzalez
regarding the comparison of regular striping paint and thermoplastic material. He
commended the Traffic Engineer for his efforts.
MATTERS FROM STAFF
• City Manager Nealis reminded Commissioners Virtue and Margeta that their terms
will expire in January, 1996 and requested that they submit letters indicating if they
would like to be re -appointed. He reported that the City Council will be considering
these re -appointment at their January 8, 1996 meeting.
FIELD TRIP
CONSIDERATION OF A REQUEST FROM THE ROLLING HILLS COMMUNITY
ASSOCIATION FOR TRAFFIC COMMISSION REVIEW RELATIVE TO A
PROTECTIVE FENCE ON PORTUGUESE BEND ROAD/POPPY TRAIL AREA FOR
HORSE PROTECTION.
The Commission reconvened the meeting at 9:42 a.m. in the vicinity of Portuguese Bend
Road and Saddleback Road to consider the above request from the RHCA. Following
discussion, a motion was made by Commissioner Henke, which was seconded by
Commissioner Virtue, to recommend that the City Council approve the recommendation
of the Traffic Commission, as requested by the RHCA, relative to traffic safety of the
proposed fence. Conditions of approval to include:
• That the fence be constructed from the point at which the trail reaches the grade at
Portuguese Bend Road in a southerly direction to a point approximately eight to ten
feet south of the curve of Portuguese Bend Road as it bends toward Saddleback Road.
• That the fence be constructed at least twenty-four inches off of the pavement.
• That the fence include reflectorized devices to alert motorists to its location.
The Traffic Engineer was directed to prepare a design map depicting this fence which will
be presented with this recommendation to the City Council on January 8, 1996. Staff was
directed to prepare a memorandum regarding this action to the RIICA.

CONSIDERATION OF THE RELOCATION OF A DRIVEWAY ACCESS AT 20

Following field review, Commissioners recommended that the new driveway access to 20
Portuguese Bend Road be approved and that the following conditions be incorporated into
the Planning Commission Resolution of Approval:
• That the driveway apron be at least twenty-five feet in width.
• That the driveway apron be scored to accommodate equestrian activity.
• That the applicant manage the growth on the same side of the road as the driveway in a
northerly direction to maintain sight distance.

Attached to this staff report is correspondence from Peninsula Symphony Friends
event Chair Caroline Hyde. The Peninsula Symphony Friends are proposing to host
a charitable non-profit fund raiser benefit at 35 Crest Road West on Saturday, May
18, 1996.
Historically, the Traffic Commission reviews these requests to determine if there are
any issues of traffic safety which need to be addressed.
The last request to conduct an event at 35 Crest Road West occurred in January, 1995.
On January 25, 1995, the Rolling Hills Traffic Commission approved the Palos
Verdes Women's Club Tour at this location.
The program under consideration today is an afternoon/early evening event and
proposes approximately 200 guests. They have requested on -site parking for 20
vehicles and street parking for approximately 30-70 vehicles. Vehicles will be
parked for the duration of the event and not be "coming and going" as in a homes
tour.
Requirements for events at this location previously have included that only the
Crest Road gate access be utilized and that an endorsement showing the City and the
Community Association as additionally insured be provided by the organization
within 15 days prior to the scheduled date of the event.
Chair Caroline Hyde from the Peninsula Symphony Friends is in attendance this
morning to address specific concerns of the Commission.
RECOMMENDATION
It is recommended that members of the Traffic Commission consider the request by
the Peninsula Symphony Friends and direct staff to take appropriate action.
