BACKGROUND
Following concern expressed by the Traffic Commission regarding
the condition of the striping on several roadways within the City,
as directed, Staff has developed the attached proposal for a City
Wide Striping Program.
RECOMMENDATION
It is recommended that the Traffic Commission approve the City Wide
Striping Program and direct Staff to take appropriate action.

Subject: CITY-WIDE STRIPING PROGRAM
BACKGROUND
The Traffic Commission expressed concern that the striping on several roadways
within the City is in need of repainting prior to the winter season. Staff suggested
that the City consider developing a City-wide striping program, whereby all streets
within the City are restriped on a regular schedule to assure optimum visibility and
safety throughout the year. Scheduling all streets for repainting at the same time is
also more cost effective, minimizing set-up and operations costs, as well as
administrative efforts.
DISCUSSION
Attached for the Commission's review is a draft City-wide roadway striping and
pavement marking inventory. The report identifies all existing striping and pavement
markings in the City, indicating the types and quantities of each. Extensive field
surveys were conducted to assure accuracy and completeness with special emphasis
on the smaller side streets.
Traffic Operations, Inc., has been providing the City with signing and striping services
for the past several years. Typically, repainting of striping and markings has been on
an "as -requested" basis. Based on the company's experience, it is recommended that
all striping and markings be repainted on an annual basis, at a minimum, to assure
optimum visibility and safety enhancement.
It is recommended that the repainting be completed in the fall, prior to the start of
the winter season, due to the frequent occurrence of heavy fog. Also, the repainting
program should be coordinated with the annual pavement maintenance program to
avoid duplication of painting on streets scheduled for repaving.
Traffic Operations, Inc., will provide an estimate to complete the City-wide
repainting program. The amount will be presented at the Commission meeting. The

City may also wish to solicit estimates from other firms to obtain several proposals.
Regarding the schedule, Traffic Operations Inc., has been requested to begin
repainting of the major streets within the next two weeks and complete the entire
striping program in approximately three to four weeks.
RECOMMENDATION
That the Traffic Commission receive the City -Wide Roadway Striping and Pavement
Marking report and direct staff to coordinate the necessary services.

FOR THE
CITY OF ROLLING HILLS
NOVEMBER 1990
INTRODUCTION
A complete inventory of all existing roadway striping and pavement markings or
streets within the City of Rolling Hills was compiled in October 1990. The purpose
of the inventory is to provide a complete and accurate record of all roadway
markings that can be used as a resource to develop an annual repainting program.
The inventory identified roadway striping and pavement markings on 43 streets. The

BACKGROUND
At the Traffic Commission meeting of October 19, 1990, upon
direction from the City Attorney's office, Staff was directed to
formulate an Ordinance regarding the issuance of permits -regulating
the operation of wide loads on City streets. A draft Ordinance is
attached together with a Memorandum from Deputy Traffic Engineer,
Tom Sorrentino.
RECOMMENDATION
Following review of the attached material, that the Traffic
Commission recommend to the City Council adoption of the subject
Ordinance authorizing the City Manager to issue permits regulating
the operation of vehicles exceeding maximum allowable widths on
City streets.

REQUEST
The Traffic Commission directed staff to prepare the necessary ordinance for
establishing the authority for the City Manager to issue permits regulating the
operation of wide loads on City streets.
BACKGROUND
At the May 9, 1990 Traffic Commission meeting, staff presented a report regarding
the City's authority to establish regulations pertaining to the operation of vehicles
exceeding maximum allowable widths on City streets. The City has the authority to
issue permits for the operation of vehicles exceeding 102" in width. The permit may
specify certain conditions of operation and require the use of certain warning signs
or devices. The Commission also requested that staff solicit input from the City
Attorney regarding this matter.
The City Attorney indicated that the authority to issue the permits must be
established by ordinance and must be delegated to a City department designated by
the City Council.
DISCUSSION
Attached for the Commission's consideration is a draft ordinance authorizing the City
Manager to issue permits regulating the operation of vehicles exceeding the
maximum allowable widths on City streets.
The ordinance includes requirements for specific warning devices and signs, as
provided by the California Vehicle Code (CVC). They are as follows:

• Red Flags - Any vehicle wider than permitted under Section Nos. 35100 to
35108, inclusive, shall display a red flag or cloth not less than 16" square at
the extreme left front and left rear of the vehicle or equipment. CVC Section
No. 25104.
• Warning Lights - Any pilot car required by permit under Section No. 35780
shall be equipped with flashing amber warning lights to the front, sides or
rear. The pilot car and any vehicle required by the permit to have flashing
amber warning lights, shall display such lights when engaged in the movement
described in the permit. CVC Section No. 25270.
• Required Signing - A pilot car shall display neat, clean, and legible signs
containing the words, "OVERSIZE," "OVERSIZE LOAD," or "WIDE
LOAD." CVC Section No. 27904.5.
In addition, the permit will include a description of the vehicle to be operated, the
route over which the vehicle will operate, and whether the permit is for a single trip
or continuous operation.
RECOMMENDATION
That the Traffic Commission recommend to the City Council to adopt the ordinance
authorizing the City Manager to issue permits regulating the operation of vehicles
exceeding maximum allowable widths on City streets.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ROLLING HILLS, CALIFORNIA, ESTABLISHING THE
AUTHORITY TO ISSUE PERMITS REGULATING THE
OPERATION OF VEHICLES EXCEEDING MAXIMUM
ALLOWABLE WIDTHS ON CITY STREETS
WHEREAS, the City has identified a need to regulate the operation of vehicles
exceeding maximum allowable widths on City streets; and
WHEREAS, regulation of such vehicles is deemed necessary to protect the streets
from damage and to provide indemnity for any injury resulting from the operation
of the vehicle; and
WHEREAS, the California Vehicle Code (CVC) establishes regulations pertaining
to the size, weight, and load of vehicles operated on streets and highways; and
WHEREAS, CVC Section 35780, Permits for Variances, grants the City the authority
to, at its discretion upon written application and if good cause appears, issue a permit
authorizing the applicant to operate or move a vehicle of a size, weight, or load
exceeding the specified maximums.
NOW, THEREFORE, be it resolved that the City Council of the City of Rolling
Hills does hereby establish the following requirements for the issuance of permits
authorizing the operation on City streets of vehicles exceeding the maximum
allowable width:
I. APPLICATION REOUIREMENTS
A. Vehicles exceeding 102" in width shall be prohibited from operating on
streets within the City, unless authorized by a valid permit issued by
the City.
B. Application for a permit shall be made in writing to the City Manager
at least ten working days prior to date of anticipated operation and
shall include, but not be limited to, the following information:
1. Description of the vehicle to be operated.
2. The route over which the vehicle will operate.
3. The time period in which the operation will occur (i.e., number
of hours per day, days per month, etc.).
II. CONDITIONS OF OPERATION
A. The City shall, at its discretion and if good cause appears, prescribe
conditions of operation of the vehicle, including, but not limited to, the
following:
1. Establishing time limitations (i.e., restricting hours of
operation).
2. Limiting the number of trips per day or days per week/month.
3. Describing the specific route over which the vehicle is allowed
to operate.
B. The conditions of operation shall be established, considering the
requirements of the applicant and as determined by the City Traffic
Engineer.
III. REOUIRED WARNING DEVICES
A. Any vehicle operating under the authority of a permit issued in
accordance with the provisions of this ordinance shall be required to
display or provide the following warning devices:
1. Red Flags - All permitted vehicles shall display a square red
flag or square cloth not less than 16" at the extreme left -front
and left -rear of the vehicle or equipment.
2. Flashing Warning Lights - All permitted vehicles shall be
equipped with flashing amber warning lights to the front, sides,
or rear of the vehicle or equipment and shall display such lights
when engaged in the movement described in the permit.
3. Pilot Car - All permitted vehicles engaged in the movement
described in the permit shall be preceded by a pilot car
equipped with flashing amber warning lights. The pilot car
shall display neat, clean, and legible signs containing the words
"OVERSIZE," "OVERSIZE LOAD," or "WIDE LOAD."
IV. AUTHORITY TO ISSUE PERMITS
All permits issued pursuant to the provisions of this ordinance shall be at the
discretion of the City Manager.

V. FEES
The fee for a permit to operate on City streets shall be $. -
VI. PENALTIES
Any vehicle operating on streets within the City in violation of the provisions
of this ordinance shall be subject to a fine of $100.
The City Clerk shall certify the adoption of this ordinance.

REQUEST
The Traffic Commission directed staff to prepare the preliminary design plans for the
modification of the asphalt pavement along the easterly edge of Portuguese Bend
Road adjacent to the mailbox near the City Hall driveway.
DISCUSSION
Field review of the location was conducted to determine the extent of the
modification of the pavement that is possible. See attached map for proposed edge
of pavement. Cost of construction is estimated to be approximately $1,000.
RECOMMENDATION
It is recommended that the Traffic Commission receive the proposed pavement
modification preliminary design plans and take appropriate action.

The City requested that two parking spaces in the City Hall parking lot be designated
for use as unloading areas adjacent to the newly installed recycling containers.
DISCUSSION
Several large containers to be used for the collection of recyclable materials have
been placed at the north end of the City Hall parking lot. It has been requested that
two parking spaces be reserved adjacent to the containers for use by residents to
unload the materials. It is recommended that one space on either side of and
immediately adjacent to the containers be designated for this purpose. This will
allow ease of unloading at the containers and minimize any impact on use of the
parking lot for City Hall business.
RECOMMENDATIONS
It is recommended that the two spaces immediately adjacent to the recycling
containers (one on either side,) be designated as unloading areas only.
