SUBJECT: TRAFFIC RELATED ISSUES
DATE: OCTOBER 29, 1991
During the regular City Council meeting held Monday, October 28, 1991, members of the
City Council took action regarding specific traffic related issues.
First, the City Council adopted Resolution No. 652 which authorizes Staff to request
proposals for citywide street restriping and related work. It is hoped that soliciting bids for
restriping and remarking the entire City will enable the City to realize improved traffic
safety at a lower cost. This item was recommended to the City Council by the Traffic
Commission.
In another item, the City Council concurred with Traffic Commission Resolution No. TC-91-
1 which establishes a "no parking/tow away" zone between properties at 6 and 18 Cinchring
Road. I will be contacting our Deputy Traffic Engineer to arrange for appropriate signage
at this location.
Should you have any specific requirements which you may wish to express regarding sign
placement, please feel free to discuss this with me.
Thank you for your cooperation.

Gentlemen:
September

This letter is to speak against a proposal to make Cinchring Road a no
parking "tow away zone", area.
I've lived on Cinchring Road since 1971 and parking on the easements has
never been a safety problem.
Recently the roads were repaved and widened, taking an additional 18 inches
of our easement. This in itself if anything has made the area more unsafe,
especially since the widened portion of the road is not reinforced and crumbles
very easily.
I think that prohibiting parking on the easements, places an undue hardship
on the residents and does not make the street any safer for the traffic.
Most of the unsafe additions that exist on the street are secondary to drivers
who are usually going too fast or are driving on the'wrong side of the road
and not because any vehicles may be parked in the easement.

MEMORANDUM FROM ROLLING HILLS COMMUNITY ASSOCIATION REGARDING
'NO PARKING' SIGNS FOR CINCHRING ROAD
Community Association Manager Peggy Minor indicated that recent
parties at a Cinchring residence had caused the entire road to be
blocked preventing vehicle access on Cinchring.
Following brief discussion, Deputy Traffic Engineer Tom Sorrentino
was authorized to investigate the situation and provide
recommendations. Staff was directed to hold this item on the
Agenda and provide adequate time for a field trip at the next
meeting.
Sergeant Thoms explained the necessity to post 'No Parking - Tow
Away Zone' should the City desire to have vehicles towed from that
location.
Following discussion, City Manager Nealis was directed to prepare
a.form which could be filled out, signed by the City, initialed by
the Association and forwarded to the Sheriff's Department
describing when and where parties are going to occur within the
City to help alleviate unsafe parking conditions.
