First, the City Council adopted Resolution No. 652 which authorizes Staff to request proposals for citywide street restriping and related work. It is hoped that soliciting bids for restriping and remarking the entire City will enable the City to realize improved traffic safety at a lower cost. This item was recommended to the City Council by the Traffic Commission. In another item, the City Council concurred with Traffic Commission Resolution No. TC-91- 1 which establishes a "no parking/tow away" zone between properties at 6 and 18 Cinchring Road. I will be contacting our Deputy Traffic Engineer to arrange for appropriate signage at this location. WHEREAS, members of the Rolling Hills 'Community Association have requested a "no parking/tow away" zone between 6 Cinchring and 18 Cinchring in the City of Rolling Hills; and WHEREAS, members of the Rolling Hills Traffic Commission inspected this location on Friday, August 16, 1991; and WHEREAS, there are no safe locations on either side of Cinchring Road between property number 6 and property number 18 to park vehicles. NOW, THEREFORE, the Traffic Commission of the City of Rolling Hills does hereby resolve as follows: SECTION 1. That members of the Rolling Hills Traffic Commission hereby establish a "no parking/tow away" zone between property number 6 and property number 18 Cinchring Road, Rolling Hills. SECTION 2. That the City Manager, or designee, is hereby directed to forward copies of this Resolution to property owners on Cinchring Road. SECTION 3. That the City Manager, or designee, is hereby directed to cause "no parking/tow away" signs to be erected between property number 6 and property number 18, Cinchring Road, Rolling Hills. SECTION 4. That the City Clerk, or duly authorized Deputy, is directed to forward signed copies of this Resolution to Los Angeles County Sheriff's Department, Los Angeles County Fire Department and the Rolling Hills Community Association. BACKGROUND Members of the Traffic Commission inspected this property during the regular meeting held Friday, August 16 and directed that the attached Resolution be prepared. Correspondence has been sent to all property owners on Cinchring Road requesting their written or oral comments regarding this proposal. Correspondence is attached dated September 16 from Dr. A.S. Zimmerman, 12 Cinchring Road, opposing the proposed action. Attached to this Staff Report is a Resolution authorizing the establishment of a "no parking/tow away" zone between property number 6 and property number 18 Cinchring Road. CN:ds RESOLUTION NO. I've lived on Cinchring Road since 1971 and parking on the easements has never been a safety problem. Recently the roads were repaved and widened, taking an additional 18 inches of our easement. This in itself if anything has made the area more unsafe, especially since the widened portion of the road is not reinforced and crumbles very easily. I think that prohibiting parking on the easements, places an undue hardship on the residents and does not make the street any safer for the traffic. Traffic Commission members conducted a field trip to Cinchring Road properties numbered 6 through 18 relative to a request by the Rolling Hills Community Association to erect "no parking" signs on both sides of the street. Following brief discussion, Deputy Traffic Engineer Tom Sorrentino was authorized to investigate the situation and provide recommendations. Staff was directed to hold this item on the Agenda and provide adequate time for a field trip at the next meeting. Sergeant Thoms explained the necessity to post 'No Parking - Tow Away Zone' should the City desire to have vehicles towed from that location.
