Meeting Date: 9/18/92
TO: HONORABLE CHAIR AND MEMBERS OF THE TRAFFIC
COMMISSION
FROM: CRAIG R. NEALIS, CITY MANAGER
SUBJECT: CONSIDERATION OF EXISTING STRIPING ON MIDDLERIDGE LANE
NORTH.
DATE: SEPTEMBER 18, 1992
BACKGROUND
Members of the Traffic Commission have expressed concern over existing roadway striping
on Middleridge Lane North. Middleridge Lane North contains 1,760 feet of 4 inch skip
yellow centerline striping.
A memorandum is attached to the staff report from Deputy Traffic Engineer Mike Evans
describing the roadway conditions on Middleridge Lane North. Further, the Caltrans Traffic
Manual is quoted stating that "centerlines should be used in rural areas on 2 lane pavements
16 feet or greater in width with speed zones of 35 miles per hour". Middleridge Lane North
does not meet this standard.
RECOMMENDATION
It is recommended that members of the Traffic Commission direct staff to provide an
amendment memorandum to the City-wide Roadway Striping and Pavement Marking
Inventory indicating that Middleridge Lane' North should not be striped with centerline
markings in the future.

MEMORANDUM
To: Craig Nealis
City Manager
From: Mike Evans
Deputy Traffic Engineer
Date: August 10, 1992
Subject: STRIPING ON POPPY TRAIL AND
ON MIDDLERIDGE LANE NORTH
REQUEST
•
As requested by the Traffic Commission at its August 7, 1992 meeting, staff has
investigated the striping on Poppy Trail and on Middleridge Lane North for
appropriateness.
DISCUSSION
Both Poppy Trail and Middleridge Lane North are striped with a centerline conforming to
Calrans Standard Detail 2, which is a broken yellow line with reflective pavement markers.
Both streets vary in width from 14' to 16' and are residential rural two-lane roadways.
The Caltrans Traffic Manual states that centerlines should be used "... in rural areas on
two-lane pavements 16' or greater in width with speed zones of 35 MPH or more," or
". . . at other locations where an engineering study indicates a need for them." Staff has
reviewed the locations and determined that there is no real need for the striping.
However, due to the cost of removal, the striping should remain.
RECOMMENDATION
Staff recommends that the centerline striping on Poppy Trail and on Middleridge Lane
North remain as is but be allowed to fade with no repainting in the future.
