Vehicular Access to Turpanjian Property Portuguese Bend Rd TC-4MEMORANDUM REGARDI-NG VEHICULAR ACCESS TO PROPERTY OWNED BY MR. & MRS. GERALD TURPANJIAN, PORTUGUESE BEND ROAD (LOT 88-2- RH) City Manager Nealis introduced the subject item stating that plans were submitted to the Planning Commission at their meeting of January 15, 1991, which proposed that the driveway access to the property be constructed exiting onto Tally Hand Road. Mr. Doug McHattie, South Bay Engineering, addressed the Commission stating that the owners of the property have the right for an entrance on Tally Hand Road and that the intersection had been revised to reflect the Planning and Traffic Commissions' desires. Following the Commission's review of the plans, Deputy Traffic Engineer Tom Sorrentino stated that previously expressed concerns had been addressed. Motion: COMMISSIONER WIENER moved that the Commission accept and approve the amended plans as presented. COMMISSIONER SCHMIT seconded the motion which carried unanimously. There followed brief discussion regarding responsibility for the trimming of obstructive foliage on Portuguese Bend Road. Rolling Hills Community Association Manager, Peggy Minor, stated that since the foliage is located in the easement the Association can conduct the trimming. k-k\\SS\o�1 \�v DES ,\,glcl1 1< CONSIDERATION OF DRIVEWAY ACCESS TO PORTUGUESE BEND ROAD FROM LOT 88-2-RH IN CONJUNCTION WITH THE CONSTRUCTION OF A PROPOSED NEW RESIDENCE. Mr. Roy Bayer, Architect, addressed the Commission; explained his request stating that the subject proposal is presently being reviewed by the Planning Commission and at their recommendation he is now addressing the Traffic Commission. Following discussion and review of the plans, there being no objection, CHAIRWOMAN LEEUWENBURGH directed that this item be deferred a field inspection at the end of the meeting. Following the field inspection the plans were deemed unacceptable and the item was held over to the December meeting. Cabelleros representative Dr. Basque addressed the Commission to express his concern with regard to a traffic sign located in the easement adjacent to the Cashman residence at 2 Crest Road East. He considered the sign to be a hinderance to horse riders using the trail and requested that the City relocate the sign. CHAIRWOMAN LEEUWENBURGH explained that this request did not appear on the Agenda and to act upon Dr. Basque's request at this meeting would contravene the Brown Act.
