NEALIS, CITY MANAGER MAY 11, 1992 CONSIDERATION OF RECOMMENDATION REGARDING MODIFICATIONS TO THE MAIN GATE VISITORS ENTRANCE Attached this Staff Report is a redesign of the Visitor Merging Lane into Portuguese Bend Road just inside the Main Gate Entrance of the City. Members of the Rolling Hills Traffic Commission took formal action to recommend that the City Council approve this design modification. Specifically, this new design will improve traffic safety in the area by causing visitors to make an almost complete 90 degree turn to merge onto Portuguese Bend Road. Presently, with the angled merging lane in place, nonresident traffic "merges" into Portuguese Bend Road and sometimes fails to come to a complete stop causing a possible conflict with a resident vehicle. It is important to remember that the parking spaces indicated on this plan are not recommended for implementation as part of this proposal. It is estimated that it will cost $1,200.00 to complete these modifications. It is proposed that these modifications be completed during hardscape renovations. Should Members of the City Council concur with the Traffic Commission recommendation, it would be in order to direct staff to include the proposed modifications in any hardscape design bidding process. Following discussion regarding the convergence of residents' and visitors' vehicles at the subject location, it was the consensus of the Commission that Staff be directed to place an article in the City Newsletter warning residents of the "Stop" sign on the residents side of the gate and that failure to comply could result in a citation. There being no objection Chairwoman Leeuwenburgh directed that the subject item,be,held_ over pending independent site inspection by members of the Commission. CN:ds MEMORANDUM To: Craig Nealis City Manager From: Joanne ItagaId .QaQ/ Deputy Traffic Engineer 9 Date: March 11, 1992 Subject: CREST ROAD GATE - STOP SIGN LOCATION REQUEST At the request of Chairwoman Leeuwenburgh, I have reviewed the "Stop" sign locations at the Crest Road gate. Chairwoman Leeuwenburgh was concerned that the "Stop" sign for the visitors entrance was not located appropriately. DISCUSSION The visitors entrance at the Crest Road gate has two stop locations. One location is adjacent to the gate house. The second is immediately past the gate. Figure 1 depicts conditions at the Crest Road gate. Field review indicated traffic using this gate is working well with the existing stop locations. The signing is adequate and does not appear to cause any confusion. An additional "Stop" sign could be installed in conjunction with the stop at the guard house. However, vehicles currently stop at the guard house without the "Stop" sign. RECOMMENDATION It recommended that no changes be made to the existing "Stop" sign locations at the Crest Road gate. NEALIS, CITY MANAGER SUBJECT: CONSIDERATION OF VISITOR GATE ENTRANCE SAFETY CONCERNS DATE: FEBRUARY 28, 1992 At the Neighborhood Meeting held at the Foxx residence on February 19, 1992, concerns were expressed regarding the condition that can exist when non-resident cars unsafely merge and violate the stop sign as they merge into traffic on Portuguese Bend Road where resident cars are proceeding. It is recommended that members of the Rolling Hills Traffic Commission inspect this location and make recommendations or appropriate actions.
