Meeting called to order promptly at 6 pm.
Present: Roger Sommer presiding, Brent Barnes, Ralph Black, Pam
Crane, Don Gales, Margaret Higgins, Steve Shultz, Arvel Witte.

OLD BUSINESS Agenda items!
3.1 On guzzlers, Don reported the Hix Ring water still off. Ring is
being rebuilt. He saw large plant cuttings on the recently regraded
adjacent canyon trail that are unsightly, and he recommended the
Association crews use chain saws to cut up all unburied. visible
material. Ralph added that debris on the Saddleback Trail is bad,
dangerous and needs work. ACTION, Craig will take it up with RHCA.
3.2 Sightings! Margaret sew • coyote off Chuckwagon. Others attached.
Steve released quail and doves at our recent brunch with Caballeros
-as well as other rehabilitated birds including a merlin.
He noted that San Luis Obispo County is having a rabies outbreak in
cats, skunks and others, according to May magazine Pacific Wildlife.
3.3 The WPC video was discussed as to whether we should abandon it.
The RHE Nature Center 6 -minute video took Cox Cable pros 40 hours to
edit. Options were explored. Avel's motion passed to postpone action
for six months (November) while we examine the difficulties.
3.4 Publicity, No report.
..5 Arvel reviewed budgets for Projects and Functions. A study (F-4)
feral cats in the city will have *1000. No changes were needed.
NEW BUSINESSI
4.1 The Caballeros/WPC picnic was declared a success, thanks to Loren.
4.2 Loren's brochure on Landscaping was voted approval and to be
sent to City Council for local publication after a date is added.
4.3 Lt. Buck of the SPCA was to discuss feral cats but was not here.
Attached memo from Craig includes past WPC material on feral cats.
Considerable discussion followed on this "hot topic," and that
community support is needed via public education to gain control of
the cat population. Arvel noted that the WPC was charged by the City
Council evaluate wildlife and compare to the past, develop plans and
recomendations, so the WPC should take a stand on this assignment.
A motion was made by Committee Member Witte to request that Staff
return with an outline of a proposed study at the next meeting of
the WPC which would address the feral cat population, its impact on
local wildlife, and recommendations to manage that population. Staff
responded that they will return with this outline which will be
considered by the WPC, set parameters, ammended if needed. and
ultimately forwarded to the City Council for consideration.
Resident Dr. Gordon Shaye, MD, was invited by Arvel and he spoke
on the danger of cats to pregnant women by toxoplasmosis (attached).
4.4 An alternate (later) meeting time was considered and rejected.
4.5 The Committee voted to submit to City Council a request to make
an appointment of an alternate member who could vote when needed for
a quorum. ACTIONS: Nealie. (Ref. Resolution 753 of Nov. 1994)
5. Meeting adjourned 7s47pm. On June 24 at 6 pm will be the Vernal

RE: CONSIDERATION OF FERAL CAT STUDY PARAMETERS

;BACKGROUND
At the Wildlife Preservation Committee meeting held on May 20, 1996, staff was directed to
compile a possible set of parameters that could be used in a study of feral cats. The following
represents a list of possible study characteristics.
-determination of the total population of feral cats within the City.
-determination of whether the feral cat population poses a threat to native birds/wildlife.
-determination of the cause/trend of the feral population.
-determiniation of local feral cat survival/support practices.
-determination of practices to discourage local cat support system.
-determination of the risk of passing infectious diseases carried by feral cats to residents
-determination of methods to reduce/control the feral cat population (spay/neuter, trap & remove)
and their effectiveness.
RECOMMENDATION
It is recommended that the Committee Members discuss this matter and make an appropriate
recommendation regarding this subject.

I have revised the proposed newlsetter article:
The US Public Health Service has disclosed, that congenital infection of pregnant
women can center around cats, a major source of a parasite causing
toxoplasmosis. Toxoplasmosis can severly damage an unborn child while being
symptomless in the mother. In the US 1 % of infants are born with congential
toxoplasmosis infection. Up to one-third of those infections result in severe damage
to the developing fetus including blindness, stillbirth, seizures , brain damage,etc.
The US Dept of Health recommends that women planing to become pregnant or
who are pregnant should avoid close contactwith cats and. with cat litter.
Stray cats or cats allowed outside eat toxoplasmosis infected wild birds and rodents
and then for weeks the cat can shed millions of infected toxo parasites (cysts) in its
feces. The cysts can remain infectious for months or years. Transmission can be
minimize.., but by no means eliminated, by keeping your cat.inside, away from stray
cats, and free ofundercooked orraw meat. Risk can be further reduced by hand
washing after contact with cats, after contact with litter boxes (which should be
changed daily), washing after contact with soil (where the parasites can live for
years), and washing your hands after handling raw meat and before eating.

They also note that children's sandboxes are a prime source of
contamination with cat feces and should be covered when not in use,
and the sand discarded and the box thoroughly cleaned if cat feces
are found.

At the adjourned regular City Council meeting held Tuesday, May 28, 1996, City
Councilmembers approved the recommendation of the Wildlife Preservation
Committee to advertise for appointment for the alternate Committee Member to
the Rolling Hills Wildlife Preservation Committee. A copy of the staff report that
was presented to the City Council is attached for your information. Staff advertised
for this vacancy in the Palos Verdes Peninsula News on June 8 & 13, 1996 and in the
City-wide Newsletter on June 5 and 19, 1996. Rolling Hills residents, age 18 years of
age and older, may apply. Letters of interest must be received by the City no later
than 5:00 p.m. on June 27, 1996.
RECOMMENDATION
It is recommended that members of the Wildlife Preservation Committee prepare a
list of questions that staff will present to the City Council Personnel Subcommittee
to utilize during the interview process for this appointment, and receive and file
this report.

BACKGROUND
At the regular meeting of the Wildlife Preservation Committee held May 20, 1996,
Committee Members recommended that the City Council fill the vacant alternate
Committee member position on the Wildlife Preservation Committee.
Occasionally, it has been difficult for the Committee to establish a quorum.
Appointment of an alternate Committee member would assist in establishing a
quorum when several members are absent.
In Resolution No. 753 which establishes the Wildlife Preservation Committee,
Section 2, establishes an alternate member that can vote on matters considered by
the Committee when fewer than nine regular voting members are present at a
regular meeting.
If the City Council decides to recruit for an alternate member, the Committee would
like to prepare questions to assist the City Council Subcommittee during the
interview process. A copy of the staff report that was presented to the Wildlife
Preservation Committee on May 20, 1996, is attached for your review.
RECOMMENDATION
It is recommended that members of the City Council consider this staff report and
provide appropriate direction to staff.

Committee. We have enclosed a copy of Resolution No. 753 which outlines the
membership, duties and responsibilities of Wildlife Preservation Committee
Members. As you will notice in Section 2, an alternate member may be appointed by
the City Council and that alternate member may vote on matters considered by the
Committee when fewer than nine regular voting members are present at a regular
meeting.
This item is being presented at the request of Chair Roger Sommer for Committee
discussion and consideration.
RECOMMENDATION
It is recommended that members of the Committee consider this item- and
determine whether or not they wish to request the City Council to consider
appointing an alternate member to the Committee.

RESOLUTION NO.7
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROLLING HILLS PROVIDING FOR A WILDLIFE
PRESERVATION COMMITTEE, PRESCRIBING ITS
MEMBERSHIP, DUTIES, AND RESPONSIBILITIES.
The City Council of the City of Rolling Hills does resolve as follows:
Section 1. Formal Establishment. There is hereby formally established a
Wildlife Preservation Committee, which shall as a body, be an advisory body to the City of
Rolling Hills City Council.
Section Z. Membership. The Wildlife Preservation Committee shall be
composed of nine (9) regular voting members and one (1) alternate member appointed by
majority vote of the City Coundl. The alternate member is authorized to vote on matters
considered by the Committee only when fewer than nine (9) regular voting members are
present at a regular meeting.
The City Council may, in its discretion, from time to time, appoint ex -officio
non -voting members of the Committee.
Section 3. Qualifications of Members. All regular and alternate members
of the Rolling Hills Wildlife Preservation Committee shall:
a) Be a resident of the City of Rolling Hills.
b) Be at least 18 years of age.
Qualifications of ex -officio members will be determined by the City Council
on a case by case basis.
Section 4. Terms of Office. Each regular and alternate member of the
Rolling Hills Wildlife Preservation Committee shall serve for a term of four years and
upon expiration of their term, until their successors are appointed and qualified. Terms of
the regular members will be staggered.
The current regular membership will be converted to a staggered term
membership. The Wildlife Preservation Committee is directed to determine by April 1995,
which five members' term will expire in January, 1996 and which four members' term
will expire in January, 1998.
Ex -officio term of office will be determined by the City Council on a case by
case basis.
Section 5. Removal From Office. Members of the Rolling Hills Wildlife
Preservation Committee serve at the pleasure of the City Council and may be removed at
any time by majority vote of the City Council. If a member no longer satisfies the
residency required, his or her removal shall be automatic and no action by the City Council
shall be necessary to declare the seat vacated.
Section 6. Vacancy. Vacancies to the Rolling Hills Wildlife Preservation
Committee shall be filled by appointment by majority vote of the City Council. Persons
appointed to fill a vacancy shall serve only for the unexpired term of the member whose
vacancy they fill.
Section 7. Meetings. Members of the Rolling Hills Wildlife Preservation
Committee shall observe the following rules in the conduct of their meetings and
business;
a) The Wildlife Preservation Committee shall hold at least one regular
meeting each month at a time established by the Committee. Special meetings may be
called by the Chair as deemed necessary in the manner prescribed by law.

• b) All meetings of the Wildlife PreStion Committee shall W open to
public attendance, and conducted in compliance with the Brown Act (Government Code
Sections 65950 et seq.).
c) Rules for the transaction of business may be adopted by the Wildlife
Preservation Committee.
d) Minutes of meetings shall be prepared memorializing all findings, and
actions of the Wildlife Preservation Committee.
e) A written agenda shall be prepared and c rnilated to all members of the
Wildlife Preservation Committee in advance of all regular meetings.
Section 4. Duties. Responsibilities. Authorities. and Limitationt. Members
of the Wildlife Preservation Committee shall study and make recommendations to the
City Council on matters related to the items included in the Wildlife Preservation
Committees' Mission Statement as follows:
a) Promote the awareness of wildlife through sighting, reporting and
periodic census requests of residents.
b) Address environmental issues involving land, air and water related to
wildlife and natural habitat concerns, or as may be assigned by the City Council for study
and recommendation.
c) Assure the protection of natural habitat for the wildlife through
cooperative efforts with the Planning Commission, by an active relationship with the
Community Association and by periodic reminders of habitat protection to residents.
d) Assist native wildlife through restocking releases, habitat
enhancements, demonstration projects and the like.
e) Cooperate with other Rolling Hills entities, Peninsula cities, and
outside conservation and nature organizations to promote wildlife and its natural habitat
in the area.
f) Publicize through the City Manager's office newsworthy events related
to wildlife and its protection in order to gain media coverage and publicity about
Committee activities and goals.
g) Develop educational opportunities for the community through field
trips and by developing close relationships with educational institutions, the South Coast
Botanic Garden and local wildlife conservation organizations.
The authority of the Wildlife Preservation Committee, in its pursuit of the
foregoing responsibilities is limited to making reports in the form of recommendations for
City Council consideration.
'Section 9. Compensation. Members of the Wildlife Preservation
Committee shaU not receive compensation for their services.
Section 10. This Resolution shall become effective immediately upon
adoption. Copies of the Resolution shall be provided to each member of the Wildlife
Preservation Committee.
Section 11. The Mayor, or presiding officer, shall affix his or her signature to
this Resolution signifying its adoption by the City Council of the City of Rolling Hills, and
the City Clerk or his duly appointed deputy, shall attest thereto.
