Date: 3-17-15 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE PLANNING COMMISSION FEBRUARY 17, 2015 PRESENT: Chairman Chelf, Commissioners Smith, Mirsch, Gray and Kirkpatrick, Yolanta Schwartz, Planning Director Raymond Cruz, City Manager Kurt Robinson, Applicant Trevor Christen, Applicant Bruce Bornemann, IWS Surveying Mr. and Mrs. Ruzic FIELD TRIPS Chairman Chelf called the meeting to order at 7:32 a.m.1 Buckboard Road. Commissioners Smith and Mirsch recused themselves from deliberating in this case due to proximity of their properties to subject parcels. A. ZONING CASE NO. 870-871. Request for a Certificate of Compliance for Lot Line Adjustments between four parcels of land located at 1 Buckboard Lane, 1 Georgeff Road, vacant lot known as 3 Georgeff Road and 8 Crest Road East, Rolling Hills, CA; a Variance for less than minimum required frontage of a parcel in Zoning Case No.870 and a request for a Zoning Map Amendment and General Plan Amendment to change the zoning classification of the adjusted area of the property at 1 Buckboard Lane from RAS -2 (Residential Agricultural Suburban, two acre minimum lot size) to RAS -1 (Residential Agricultural Suburban, one acre minimum lot size) zoning district, and the adjusted area of the vacant lot at 3 Georgeff Road from RAS -1 to RAS -2 and to reclassify the land use categories of the adjusted areas in Zoning Case No. 871, Zoning Map and General Plan Amendment 2015-01. (Robinson). The Project has been determined to be exempt from the California Environmental Quality Act, (CEQA) under the Class 5 Exemption, Minor Alterations in Land Use Limitations. Planning Director Schwartz reviewed the applicant's request for a lot line adjustment and Zoning Map and General Plan amendment. She stated that the applicant is proposing a lot line adjustment between four properties located at 1 Buckboard Lane, 3 Georgeff Road (vacant lot), 1 Georgeff Road and 8 Crest Road East (Tu) and the proposed project will result in the parcels each having their own access to a fully dedicated street and will alleviate a non -conforming rear yard setback condition on 1 Buckboard Lane. She stated that although one of the parcels will have access that is less than the minimum required along a street, the condition would be better than currently exist because subject lot currently is entirely landlocked. She further explained that 1 Buckboard Lane property forms the boundary between RAS -1 and RA5-2 zoning Minutes Adjourned Regular Meeting district, and therefore those portions of the parcels that are being swapped between 1 Buckboard Lane and 3 Georgeff Road will have to conform to the zoning of their respective parcels and there is the need for Zoning Map amendment. A General Plan amendment is necessary to cause the zoning categories to be consistent with the density categories of the General Plan. She stated that these changes will be amended by Ordnance and will require a public hearing before the City Council. Planning Commission members walked the properties and observed the current and proposed lot lines. Bruce Bornemann, IWS Surveying and the applicant explained the proposed property lines. There being no further discussion the public hearing was continued to the evening meeting. B. ZONING CASE NO. 875, Request for a Conditional Use Permit and a Variance to convert an existing cabana to a guest house that encroaches into the north side yard setback at 5 Lower Blackwater Canyon Road, (Lot 82-RH) Rolling Hills, CA, (Ruzic). The project has been determined to be exempt from the California Environmental Quality Act, (CEQA). Planning Director Schwartz provided background information on the applicant's request to convert a previously approved cabana to a guest house and to enclose the covered porch. A variance is required because the covered porch encroaches 3 -info the side setback, which would be enclosed and made into living space. She also read the conditions the applicants would have to meet for a guest house, including the requirement for a landscaping plan. In response to Chairman Cheif, Planning Director Schwartz stated that a plan showing the existing landscaping should be submitted and will suffice to meet that condition. There being no other business before the Planning Commission, the Planning Commission continued the public hearing to the evening Planning Commission meeting beginning at 6:30 PM.
