BACKGROUND
On March 15, 1991, members of the Traffic Commission approved a new driveway proposed
at 29 Crest Road West. Members of the Rolling Hills City Council upheld the Traffic
Commission recommendation at their regular meeting held June 22, 1992.
The approval of this project contained the following conditions:
• That the existing driveway access to Johns Canyon Road is to be eliminated and
fenced off;
• That the distance between the intersection of Johns Canyon Road and the point at
which the driveway access to Crest Road begins, shall be a minimum of 130 feet;
• That the property owners clean, clear and maintain the easement along Crest Road
and Johns Canyon Road;
• That the driveway minimum width be 24 feet;
• That the access visibility to this driveway be maintained and free of all obstacles.
Printed on Recycled Paper.
Property owners were notified of the City Council and Traffic Commission conditions for
this project by written correspondence on June 23, 1992. Follow-up correspondence was
also sent on February 28, 1994.
On March 29, 1994, regular and certified correspondence were sent to the property owners
indicating that measurements taken on March 24, 1994 showed the driveway width between
16 and 18 feet between Crest Road and the circle turnaround. All other remaining
conditions required for this project are substantially in compliance.
Attached to this staff report is a written request for a special meeting to consider amending
the 24 foot wide driveway requirement. As you will notice on the field trip, construction has
commenced.
The property owners have indicated that the Architectural Review Committee of the RHCA
disallowed the 24 foot width driveway. In discussing this matter with RHCA Manager Peggy
Minor, she indicates that Johns Canyon Road is less than 24 feet wide and that the
Architectural Review Committee felt that it would not be aesthetically compatible to have
a driveway that is wider than a roadway in the same vicinity. Traffic Commission approval
focused on safety issues. These issues are elaborated in the attached March 29, 1994
correspondence.
Copies of correspondence, staff reports and minutes that were generated for this project are
attached to this staff report.
It would be in order for members of the Traffic Commission to consider the request
presented by the applicant and to provide appropriate direction for staff in this matter.

Correspondence was sent to you on February 28, 1994 and on June 23, 1992, outlining the
specifications for your new driveway approach at 29 Crest Road West. Copies of both of
those correspondences are included for your information.
Specifically, the driveway minimum width was established at 24 feet wide. Staff
measurements of your new driveway taken on March 24, 1994, show that the driveway width
will be between 16 and 18 feet between Crest Road and the circle turn -around and 19 feet
at the circle. Although the 19 feet at the circle does not appear to pose any problems, the
ability for a vehicle to quickly exit Crest Road onto your driveway and deal with a
competing vehicle in your driveway while maintaining traffic safety on Crest Road may be
impeded by the driveway width which you have constructed.
Please contact this office at your earliest convenience on how you plan to rectify this matter.

BACKGROUND
On March 15, 1991 members of the Traffic Commission approved a new driveway proposed
at 29 Crest Road West. Current driveway access to the property is provided from Johns
Canyon Road.
The Traffic Commission's recommendation of approval contained the following conditions:
o That the existing driveway access to John's Canyon Road is to be eliminated and
fenced off.
o That distance between the intersection of Johns Canyon Road and the point at which
the driveway access to Crest Road begins shall be a minimum of one hundred and
thirty feet (130').
o That the property owners clean, clear and maintain the easement along Crest Road
and Johns Canyon Road.
o That the driveway minimum width be twenty-four feet (24').
o That the access visibility to this driveway be maintained and free of all obstacles.
The Planning Commission also reviewed this proposal and did not approve its construction.
The Traffic Commission has jurisdiction in this matter since it is a traffic related proposal.
This item should have been presented to the City Council following the Traffic
Commission's recommendation of approval. Due to a staff oversight, this item has not been
presented until this evening. This lapse of efficiency has been explained to the property
owners.
In discussing this situation with Traffic Commission Chairwoman Ginny Leeuwenburgh, it
is suggested that the following additional conditions be included in any approval the City
Council may consider:
o That the driveway width to be twenty-eight feet (28') at its apron.
o That the driveway be roughened for equestrian purposes.
Copies of the plans are included in this agenda packet.
RECOMMENDATION
It is recommended that the City Council uphold the recommendation of the Traffic
Commission and approve this project with the above amendments.

TRAFFIC COMMISSION ITEMS
A. REVIEW OF PROPOSED DRIVEWAY AT 29 CREST ROAD.
City Manager Nealis reported that the current driveway of the
residence at 29 Crest Road is on Johns Canyon Road, leading to
confusion and possibly safety problems. The resident's request to
move the driveway to Crest Road has been recommended for approval
by the Traffic Commission. Councilmember Leeuwenburgh added a
recommendation that the driveway width be 28 feet at its apron to
allow for quick access and turnaround from Crest Road, and that the
surface be roughened for equestrian crossing purposes. The old
driveway must be removed and some landscaping of the area is
required.
Dr. Vincent. Yu, the property owner, stated he was agreeable to
all the required conditions.
Councilmember Leeuwenburgh moved approval of the Traffic
Commission's recommendation with the added conditions listed in the
Staff Report. Councilmember Pernell seconded and the motion passed
without objection.

The Planning Commission made a field site inspection of the subject
site on May 4, 1991.
At their meeting on. May 21, 1991, the Planning Commission
recommended that the Traffic Commission reconsider disapproval of
the proposed new driveway because the location of the house is not
that far back from Crest Road, access to Crest Road should be
minimized due to much unauthorized traffic, safety, appearance and,
because it is a major thoroughfare of the City.

In regard to the May 4, 1991, site inspection of 54 Portuguese
Bend Road, City Manager Nealis advised that Mr. Lamb, property
owner, was granted permission to proceed with remedial grading of
his property in order to repair a section of his driveway. He
noted that a stop work order has been issued by the. City and the
County of Los Angeles, Department of Building and Safety, on the
remaining grading, which does not pertain to the repair of the
driveway.
OLD BUSINESS
A. NEW DRIVEWAY
MR. AND MRS. VINCENT YU, 29 CREST ROAD WEST,
(LOT 174 -C -2 -MS) - CONSIDERATION OF A PROPOSED NEW DRIVEWAY.
While providing a brief overview of the proposed request,
Principal Planner Ungar noted that the Planning Commission had'
visited this particular site in order to observe the proposed
driveway and advised those present of the Commission's dismay
with the proposal.

City Manager Nealis advised that the Traffic Commission had
approved the proponents' request for a new driveway location
contingent upon the. following and referred it to the Planning
Commission for their review:
1) that the old driveway be removed;
2) that one of the driveways from the curvature of
John's Canyon at Crest Road be removed;
3) that the easement way be cleared and maintained t. ,
insure visibility from the proposed driveway along
Crest Road.
Because this case pertains to the relocation of a driveway,
Assistant City Attorney Ennis advised that no Site Plan Review,
Variance, or Conditional Use Permit would be required and that
the Municipal Code does permit construction of driveways in the
front yard as long as the final construction does not exceed a
certain percentage of .coverage. For the Commissioners, he stated
that the old driveway would be blocked off; that no retaining
walls would be required to construct the proposed driveway; and
that the Association would have to approve the connection of the
driveway, which traverses and enters into an easement, with the
roadway.
In response to the Commissioners, Assistant City Attorney Ennis
stated that he would have to research whether the City Council
would be reviewing the proposed request and advised that. the
Planning Commission would primarily be acting as an advisory body
and noted that the Commission's concerns could be forwarded to
the. Traffic Commission.
Considering the proposed request would create a front yard
setback not compatible with. those of Crest Road West, Chairman
Roberts spoke in support of .maintaining the existing driveway.
He encouraged additional 'screening along Crest Road.
Encouraging the minimization of Crest Road, Commissioner Lay
spoke in opposition to the request considering the current
traffic status of Crest Road, the associated safety issues, and
from an aesthetic point of view.
COMMISSIONER LAY moved, seconded by COMMISSIONER HANKINS
TO RECOMMEND DISAPPROVAL OF A DRIVEWAY ACCESS ON CREST
ROAD FOR THE PROPERTY OF 29 CREST ROAD WEST ON THE BASIS
OF SAFETY AND APPEARANCE OF A MAJOR THOROUGHFARE OF
THE CITY.

B. SATELLITE DISH ANTENNA LOCATION

Principal Planner Ungar advised that the Commission had visited
this site on May 4, 1991, and noted the Commission's dismay with
the proposed location of the satellite dish antenna. To address
the Commisson's concerns and to eliminate its current location in
the front yard setback, she advised that the proponent has
suggested to move the antenna further west and approximately
5 feet down the hill.
COMMISSIONER HANKINS moved, seconded by COMMISSIONER LAY
TO APPROVE THE LOCATION OF THE SATELLITE DISH ANTENNA
AS DEFINED BY THE PRINCIPAL PLANNER.

REVIEW OF PROPOSED DRIVEWAY AT 29 CREST ROAD
City Manager Nealis introduced the revised plans showing
modifications to the driveway access for 29 Crest Road. He
indicated that the access currently at Johns Canyon Road had been
deleted.

Mr. Richard Linde, Architect, provided clarifications of the plans
and answered questions with regard to the width of the driveway and
the distance from the intersection of. Johns Canyon Road and Crest
Road.
At 9:00 a.m. Commissioner Virtue joined the meeting.
Mr. Tom Sorrentino, Assistant Traffic Engineer, stated that sight
distances are good in both directions on Crest Road and in his
opinion are preferable to the Johns Canyon exit.
Discussion ensued with regard to the removal of landscaping in the
easement; the location of the Edison vault, and the relocation of
an existing drain.
Commissioner Wiener stated that he could not support the proposal
due to existing speeds and accident potential on Crest Road.
Commissioner Virtue expressed concern regarding an additional
access onto Crest Road and the location of the existing drain.
There followed review of a 1987 City Speed Survey during which it
was determined that the average speed on Crest Road was documented
at 33 m.p.h.
MOTION: Commissioner Welbourn moved approval of the subject
application subject to the following conditions:
o That the existing driveway access to John's Canyon Road is to
be eliminated and fenced off.
o That distance between the intersection of Johns Canyon Road
and the point at which the driveway access to Crest Road
begins shall be a minimum of one hundred and thirty feet
(130').
o That the property, owners clean, clear and maintain the
easement along Crest Road and Johns Canyon Road.
o That the driveway minimum width be twenty-four feet (24').
o That the access visibility to this driveway be maintained and
free of all obstacles.
The motion was approved 3-1-1. Commissioner Wiener cast the
dissenting vote. Commissioner Schmit was absent.

CONSIDERATION OF TRUCK UNLOADING AREA ADJACENT TO PALOS VERDES
DRIVE NORTH
Chairwoman Leeuwenburgh commented that in the City Council's
opinion the site under consideration is not a usable area.

raises several serious concerns with regard to access, drain
location and cost. The item was,referred back to Staff.
