• MINUTES OF AN ADJOURNED REGULAR MEETING OF THE TRAFFIC COMMISSION OF THE CITY OF ROLLING HILLS, CALIFORNIA OCTOBER 5,1994 CALL TO ORDER An adjourned regular meeting of the Traffic Commission of the City of Rolling Hills was called to order by Chair Hill at 8:30 a.m. on Wednesday, October 5, 1994, in the City Council Chambers at City Hall, 2 Portuguese Bend Road, Rolling Hills, California. ROLL CALL Commissioners Present: Henke, Perkins, Wiener and Chair Hill. Commissioners Absent: Virtue. (Excused. ) Others Present: Craig. R. Nealis, City Manager. Ken Johnson, Traffic Engineer. Tom Mericle, Traffic Engineer. Deputy John Nakaji, Los Angeles County Sheriff's Department, Lomita Station. Roger Vink, RHCA Architectural Inspector. APPROVAL OF MINUTES MINUTES OF JULY 15, 1994. City Manager Nealis reported that the draft minutes of July 15, 1994, have been corrected to reflect that the type of material recommended for the stop signs at the gated entrances to the City is "diamond" grade. Commissioner Henke moved approval of the minutes of an adjourned regular meeting of the Traffic Commission held July 15, 1994. Commissioner Perkins second the motion which carried unanimously. CONSENT CALENDAR None. OLD BUSINESS None. NEW BUSINESS CONSIDERATION OF BIDS RECEIVED FOR FY 94-95 REPLACEMENT OF TRAFFIC STRIPING AND PAVEMENT MARKINGS AND CONSIDERATION OF RECOMMENDATION TO THE CITY COUNCIL. City Manager Nealis presented the staff report. In response to Commissioner Wiener, City Manager Nealis explained that cleaning of the roadway before striping has been made a component of the Request for Proposal. City Manager Nealis also explained that reflectors are replaced as needed and that he would remind the contractor to dispose of the replaced reflectors properly and not leave them by the side of the road. Commissioner Wiener moved that the Traffic Commission recommend that the City Council award the FY 94-95 Replacement of Traffic Striping and Pavement Markings contract to IPS Services, Inc., in an amount not to exceed $11,962.21. Commissioner Henke seconded the motion which carried unanimously. Minutes Traffic Commission Meeting 10/5/94 -1- • • REPORT REGARDING TRAFFIC ENGINEERS INVESTIGATION OF ENTRANCES TO THE CITY. City Manager Nealis presented the staff report outlining the recommendations of the Traffic Engineer. Traffic Engineer Ken Johnson explained the findings in his report and presented a summary of his recommendations. In response to Chair Hill, Traffic Engineer Johnson explained that the reflective material recommended for the stop signs requires little maintenance. Commissioners discussed the recommendations proposed by the Traffic Engineer and concurred that these improvements would make the three entrances to the City uniform. Discussion ensued regarding the cost for the improvements. City Manager Nealis reported that the City has been using a company for sign work that is reasonable and responsive for this type of work. Commissioner Henke moved that the Traffic Commission recommend that the- City Council implement the recommendations outlined in the Traffic Engineers report. Commissioner Wiener seconded the motion which carried unanimously. CONSIDERATION OF REQUEST FOR DOUBLE YELLOW STRIPING ON CREST ROAD. City Manager Nealis presented the staff report. Traffic Engineer Ken Johnson announced that he was leaving. Willdan to accept an appointment with another company and introduced Tom Mericle who will act as the City's Traffic Engineer. City Manager Nealis reported that he had driven Crest Road with Mr. Mericle to familiarize him with this request. Commissioners discussed this request and City Manager Nealis reported that the estimated cost for this work would be $6,700. City Manager Nealis stated that if this request for double yellow striping is approved, this work could be added to the current striping project or done separately. • Mrs. Christa Hawkins, 37 Crest Road West, explained her request for double yellow striping on Crest Road and stated that speeding is a problem on this roadway. Mrs. Hawkins also stated that there are other traffic related problems on Crest Road. Chair Hill reported that the City requests increased traffic enforcement in problem areas of the City and that the Sheriffs Department has been advised of speeding problems on Crest Road and has increased patrols. Traffic Engineer Ken Johnson explained the California Vehicle Code and County requirements for double yellow striping. He stated that double yellow striping is not normally used for lowering speed limits. Traffic Engineer Johnson also stated that there has been no accident history on Crest Road. He further stated that double yellow striping will reduce but not eliminate passing and that it is his recommendation that the roadway remain as it is. Mrs. Hawkins suggested that the City could double the citation fee for speeding citations to discourage this activity. City Manager Nealis stated that he is not aware of any rule that would allow the City to double citation fees and indicated that he would check with Captain Pettus of the Los Angeles County Sheriff's Department to ascertain if this is possible. In response to Mrs. Hawkin's concerns, Deputy John Nakaji stated that he would have deputies concentrate on Crest Road and that he would contact Mrs. Hawkins personally to discuss her concerns. Further discussion ensued relative . to this request and Commissioners concurred that more information regarding traffic activity on Crest Road may be beneficial and that this Minutes Traffic Commission Meeting 10/5/94 -2- item 'lSould be continued to the next regular meeting of the Traffic Commission. Commissioners directed staff to provide further information regarding the number of citations issued on Crest Road. Hearing no objection, Chair Hill so ordered. CONSIDERATION OF REVISED DRIVEWAY ACCESS AT 1 BUGGY WHIP DRIVE. City Manager Nealis presented the staff report outlining the applicant's revised plans and provided a brief history of this case to the Traffic Commission. Commissioner Perkins stated that she must abstain from deliberations relative to this request because of the proximity of her residence to 1 Buggy Whip Drive. • Mr. Doug McHattie, South Bay Engineering, reviewed the revised plans with the Traffic Commission and explained that the applicant is requesting re -review of the driveway entrance because the applicant brought to his attention several safety concerns related to ingress and egress to his property. Mr. Mc Hattie explained that he conducted a sight distance study and determined that the new location would enhance sight distance for those entering or leaving Mr. Blazevich's property. He also presented a centerline profile of Buggy Whip Drive. Commission Henke expressed concern that Mr. McHattie was not a Traffic Engineer and that he felt more comfortable in relying on information from the City's Traffic Engineer. • Mr. John Z. Blazevich, 1 Buggy Whip Drive, explained the safety factors which he felt were important to the driveway access to his property. Mr. Blazevich also stated that he had spoken with the City's Traffic Engineer and asked him to take a look at his new proposal. Mr. Nealis explained that a letter from the Traffic Engineer relative to his meeting with Mr. Blazevich is included with the staff report. Traffic Engineer Johnson explained the site distance criteria established by the Traffic Commission and stated that he had not had a chance to review the centerline profile presented by the applicant's representative. Commissioners discussed the new request and items brought to their attention during deliberation. Commissioners concurred that the Traffic Engineer should review the centerline profile before they make a decision relative to this request. Commissioner Wiener moved that consideration of the revised driveway access at 1 Buggy Whip Drive be continued to the next regularly scheduled meeting of the Traffic Commission. Commissioner Henke seconded the motion which carried unanimously (Perkins abstained). Hearing no objection, Chair Hill so ordered. OPEN AGENDA - COMMENTS FROM THE PUBLIC ON ITEMS NOT ON THE AGENDA None. MATTERS FROM MEMBERS OF THE TRAFFIC COMMISSION • Commissioner Wiener suggested that the Traffic Commission consider a speed zone survey on Crest Road in conjunction with Mrs. Hawkins request for double yellow striping on Crest Road. DRAFT MINUTES OF A REGULAR MEETING OF THE TRAFFIC COMMISSION OF THE CITY OF ROLLING HILLS, CALIFORNIA JULY 15, 1994 CALL TO ORDER A regular meeting of the Traffic Commission of the City of Rolling Hills was called to order by Chair Hill at 8:43 a.m. on Friday, July 15, 1994, in the . INTRODUCTION AND SWEARING IN OF NEW TRAFFIC COMMISSION CHAIR FRANK HILL The City Manager/ City Clerk Craig Nealis delivered the oath of office to Chair Frank Hill and welcomed him to the Traffic Commission. APPROVAL OF MINUTES A. MAY9,1994. Commissioner Henke moved approval of the minutes of a Special Meeting of the Traffic Commission of the City of Rolling Hills held May 9, 1994 with an amendment to page three of those minutes indicating that during the field trip to 1 Maverick Lane, the sentence be inserted "the architect and property owners were in attendance." This motion was seconded by Commissioner Perkins which was approved by a 3-0-1 vote (Chair Hill abstained). OLD BUSINESS A. CONSIDERATION OF CORRESPONDENCE FROM SOUTH BAY ENGINEERING REGARDING A MODIFICATION TO THE DRIVEWAY OPENING AT 1 BUGGY WHIP DRIVE. Minutes Traffic Commission Meeting 7/15/94 • • DRAFT City Manager Nealis delivered the staff report and provided the Commission with the history of the status of this request. Commissioner Wiener outlined the previous concerns of the Commission to maintain traffic safety and to have driveways in the area offset. Traffic Engineer Ken Johnson indicated that the driveway distance of 105 ft. north of the southerly property line was selected due to sight distance as being optimal to visualize traffic in both directions. Following discussion, Committee Henke questioned the Traffic Engineer on the safety of distances. The Traffic Engineer indicated that 80 to 100 feet was equally as safe as 105 feet. The representative of the applicant, Mr. Dave Chambers of South Bay Engineering was in attendance and indicated that he had nothing to add to the staff report. Following questioning by Chair Hill, Mr. Chambers indicated that Mr. Blazevich is currently in favor of the proposed design in which the driveway begins 5 feet north of the southerly property line. Following a brief discussion, this matter was set for field trip later in the day. NEW BUSINESS A. CONSIDERATION OF STOP SIGN ILLUMINATION AT ENTRANCES TO THE CITY. City Manager Nealis delivered the staff report and Chair Hill commented that he had observed inconsistencies regarding stop signs, gates and illumination of stop signs at the three entrances to the City. Traffic Engineer Ken Johnson indicated that consistency at entrances is a good item and recommended possibly the installation of 3M diamond gray reflective stop signs which may be as effective as illumination. Architectural Inspector Roger Vink indicated that stops signs are the City's responsibility however, supported the Traffic Engineer's idea. Discussion ensued regarding the differences of the gates at the 3 entrances with Roger Vink indicating that the Eastfield gate is set up differently but will be upgraded when it is in a state of permanent disrepair because it is obsolete. Mark Camon, 5 Johns Canyon Road, suggested solar systems to illuminate stop signs. Following discussion, a motion was made by Commissioner Wiener which was seconded by Commissioner Perkins to have the Traffic Engineer review stop sign locations, illumination factors at entrances and exits of the City and the necessity, if any, for additional signage in addition to solar capability and use of the control arm gates. The Traffic Engineer indicated that he would complete this analysis and report to the Commissioner at their September meeting. Minutes Traffic Commission Meeting 7/15/94 -2- DRAFT B. CONSIDERATION OF A SPEED LIMIT SIGN IN THE VICINITY OF THE EASTFIELD GATE ENTRY. City Manager Nealis delivered the staff report indicating that there is currently no speed limit sign indicating 25 mile per hour for the entire duration of Eastfield Drive for inbound traffic. Architectural Inspector Roger Vink indicated that he felt that a sign used to be there but. could have been accidentally removed during a trail modification project. Following discussion, staff was directed to investigate the history of whether or not the Traffic Commission had approved a 25 miles per hour sign on Eastfield Drive, and if it was identified that the Commission had taken such action, to simply replace the sign. If no history could be identified, staff was directed to present a recommendation of the Traffic Commission to the City Council to install a 25 mile per hour sign on Eastfield Drive for inbound traffic, with the location to be determined by the Traffic Engineer. Deputy Nakaji of the Sheriff's Department -indicated that a speed limit sign would be beneficial for traffic enforcement. C. CONSIDERATION OF A REQUEST FOR "SLOW - BLIND DRIVEWAYS" OR "SLOW - LIMITED VISIBILITY" SIGN ON JOHNS CANYON ROAD. City Manager Nealis delivered the staff report indicating that no signs of this nature are currently on Johns Canyon Road and it is generally not the practice of the Traffic Commission to entertain requests for signs of this nature. The Traffic Engineer echoed the comments made by the City Manager. Marc Camon, 6 Johns Canyon Road, entered into discussion with the Traffic Commission indicating that he wanted some sort of signage, a letter sent to home owners about speeding in the area, contractors notified of speeding regulations in the City and requested a discussion about a traffic mirror in the area. City Manager Nealis responded that letters had been sent to all residents on Johns Canyon Road approximately 18 months prior and that such mirrorg are prohibited from erection in the City of Rolling Hills. Patty Clark, 3 Johns Canyon Road, addressed the Commission indicating thatshe supported the comments by Marc Camon and provided photographs from her vehicles perspective entering her driveway which was reviewed by the Commission. Chair Hill indicated that a number of driveways were built in the City prior to Traffic Commission review and oftentimes do not offer optimum sight distance. Commissioner Perkins felt that safety signs for residents are an important matter. Chair Hill indicated that more law enforcement might be needed in the area. Following discussion, staff was directed to initiate additional traffic enforcement in the area and to implement the use of the speed board on Johns Canyon Road. Traffic Engineer Ken Johnson indicated that a driveway needs about three to four seconds of time in which to view a vehicle, approximately 90 feet, for a twenty five mile per hour speed limit to have adequate sight distance. Minutes Traffic Commission Meeting 7/15/94 -3- • • DRAFT Following discussion, it was the consensus of the Commission that staff should present an item to the City Council for consideration of handing out speed limit notices to contractors entering the City and that the Association could assist with handing out these flyers to non-residents. Commissioner Perkins suggested that the people that attend the neighborhood meetings and possibly the Women's Community Club could coordinate a meeting in the Johns Canyon area to discuss speeding issues. The Commission elected to conduct a field trip in this location later in the morning. D. CONSIDERATION OF REQUEST FOR PROPOSAL FOR STRIPING OF VARIOUS ROADWAYS WITHIN THE CITY. Following a brief discussion and a presentation from the City Manager, the Commission approved the Request for Proposal document and directed staff to communicate this recommendation to the City Council. RECESS Chair Hill recessed the meeting at 10:05 a.m. to 1 Buggy Whip Drive and 3 Johns Canyon Road for the purposes of conducting field inspections at these locations. FIELD TRIP Commissioners reconvened their meeting at 10:20 a.m. at 1 Buggy Whip Drive. Applicant Blazevich and South Bay Engineering representative Dave Chambers were in attendance. Commissioner Perkins did not participate or attend this portion of the meeting due to the proximity of her residence to 1 Buggy Whip Drive. Following measurements on the location and extensive discussion, the Traffic Engineer indicated that approximately three to four seconds of visibility is required for vehicles to safely exit a driveway into traffic lanes in a twenty five mile per hour zone. Mr. Blazevich indicated his desire to have the driveway at the proposed location approximately five feet north of his southerly property line. Chair Hill indicated that maximum safety is achieved with the centerline of the driveway approximately eighty to one hundred feet north of the southerly property line and reinforced the principle that safety is the Traffic Commission's concern. Following discussion, it was determined if the driveway centerline was eighty feet north of the southerly property line, with a twenty six foot wide apron, thirteen feet south of eighty feet is approximately ten feet north of the existing, unauthorized driveway location. Traffic Engineer Ken Johnson indicated that ten feet is too high a degree of accuracy to account for in this case. It was the Traffic Engineer's professional opinion as he observed vehicles providing approximately five seconds for visibility from the existing unauthorized driveway location, that the Traffic Commission could consider the unauthorized driveway location for this residence. Minutes Traffic Commission Meeting 7/15/94 -4- • • DRAFT Following discussion, Commissioner Henke indicated that the proposed location five feet north of the southerly property line was unacceptable. However, it was discussed by Commissioner Henke that with the tree clearance removed, the unauthorized location might be permissible. Commissioner Henke indicated that when the Commission looked at this project the first time, none of the trees had been trimmed. Following discussion and when questioned, Traffic Engineer Ken Johnson agreed that the proposed location of five feet north of the southerly property line was unacceptable. However, the Traffic Engineer indicated that the current location of the unauthorized driveway was acceptable and that having the centerline eighty to one hundred feet north of the southerly property line would be optimal. The Traffic Engineer, in observing traffic in the area, indicated that there was approximately five seconds of sight distance was being provided from the unauthorized location. Based upon the Traffic Engineer's comments and discussion, the Commission made the following recommendation to be presented to the City Council at their regular meeting to be held July 25, 1994. The motion was made by Commissioner Wiener and seconded by Commissioner Henke that the driveway be constructed in the following manner: • That the southerly border of the driveway be located forty three feet north of the south property line. • That the apron be 26 feet wide for at least twenty four feet of distance into the property. • That the duration of the remaining portions of the driveway be twenty feet minimum width between the apron and the structures on the property. • That trees in the area be trimmed to maintain sight distance. • That the property owner be able to utilize the entire driveway following City Council approval while his project is currently pending before the Planning Commission with the understanding that the driveway will be widened to a minimum of twenty feet in width during construction of improvements to the structures on the property. If the structures on the property are not constructed or if the project is denied by the Planning Commission, or approved by the Planning Commission and simply not built, that the improvements to the driveway as recommended by the Traffic Commission must be completed within six months of the date of the action of the Planning Commission. This motion was supported by Chair Hill and Commissioners Henke and Wiener. FIELD TRIP Commissioners arrived at 3 Johns Canyon Road at 11:45 a.m. Following brief discussion, a motion was made to direct staff to prepare a letter to the property owners indicating that the Traffic Commission was not recommending the construction of the "Slow -Blind Driveway" sign or "Low Visibility" sign on Johns Canyon Road and recommended that Minutes Traffic Commission Meeting 7/15/94 -5- • • DRAFT the property owners consider moving their mailboxes. However, Commissioners recommended that the City Council consider their recommendation to cause a twenty five mile per hour sign to be erected at a location deemed suitable by the Traffic Engineer on Johns Canyon Road for inbound traffic. DATE: SEPTEMBER 16, 1994 BACKGROUND On July 15, 1994, members of the Traffic Commission approved the City of Rolling Hills FY 94-95 Replacement of Traffic Striping and Pavement Markings Request for Proposals and recommended that the City Council request bids for said work. Members of the City Council approved this request on July 25, 1994, and directed staff to solicit bids. Advertisements requesting bids were placed in the Palos Verdes Peninsula News, and the Dodge Green Sheet, as well as posted at City Hall. The Dodge Green Sheet is a publication commonly used by local governments for the advertisement of public works projects. Bids were received until 11:00 a.m. on September 2, 1994, at which time they were publicly opened. Bid packages were requested by six companies. At the time of opening the sealed bids, four qualified bid packages were received as listed below. IPS Services, Inc. $11,962.21 Sterndahl Enterprises, Inc. $14,456.00 Paving Contractors, Inc. $14,595.80 Super Seal & Stripe $19,292.36 -1- Printed on Recycled Paper. We have evaluated the bid packages and they are in order and include the required Bid Bonds of not less than ten percent (10%) of the total amount of each bid. The low bidder, IPS Services, Inc. of San Bernardino, is the same company that provided the FY 93-94 Citywide Replacement of Traffic Striping and Pavement Markings services for the City and their work was completed in a satisfactory manner. In the FY 94-95 City of Rolling Hills Budget, a total of $15,000 is included for this project. Of that amount, $124 has been expended to advertise for this bid process leaving a remaining balance of $14,876 for this project. A Resolution has been prepared and is attached should members of the Traffic Commission desire to approve a bid package and forward it to the City Council for final action. RECOMMENDATION It is recommended that members of the Rolling Hills Traffic Commission recommend to the City Council that the FY 94-95 Replacement of Striping and Pavement Markings be awarded to IPS Services, Incorporated of San Bernardino, California. BACKGROUND At the regular Traffic Commission Meeting held Friday, July 15, 1994, Traffic Commissioners directed the Traffic Engineer to evaluate the vehicle circulation of inbound and outbound traffic at the three gated entrances to the City. A memorandum regarding this research from the Traffic Engineer is attached to this staff report. RECOMMENDATIONS The recommendations from the Traffic Engineer include replacement of all stop signs with diamond gray reflective sheeting signs, remove flood lights on stop signs, move the stop sign atthe visitors/residents merge for Portuguese Bend Road entrance five feet closer to the stop bar, add a stop sign for the resident entrance at the Eastfield Drive and add reflective tape to all gate arms. A representative of Willdan Associates is in attendance this morning to address any questions Commissioners may have. From a staff perspective, these recommendations certainly seem consistent with the traffic safety standards applied by the Traffic Commission in the City of Rolling Hills. Should members of the Rolling Hills Traffic Commission concur with the recommendations of the Traffic Engineer, it would be in order to recommend that the City Council implement the recommendations in the attached report. Enclosed are sketches of each entrance with the traffic controls at each location. I found the gates to be generally free from serious safety problems or features that would lead to driver confusion; although, I found some minor inconsistencies that can be easily remedied. Portuguese Bend Road Entrance - This entrance has two entrance lanes and one exit lane as shown on Figure 1. The entrance has three stop signs and four painted stop legends. The visitor entrance at the guardhouse does not have a stop sign; however, my observation of the visitor entrance operation did not indicate any problems caused by the lack of a stop sign at this location. The stop sign located at the merge point of the visitor and resident entrances is about 10' in front of the painted stop bar. A visitor who stops at the painted stop legend cannot see clearly past the guardhouse to see if a resident is approaching the gate; however, a visitor stopped at the sign will extend partially into the through lane. The driver is legally required to stop at the stop sign rather than the stop bar. It would be appropriate to relocate the stop sign about 5' closer to the stop bar. At the new location, a driver stopped at the sign can see residents approaching and the visitor vehicle does not extend into the through lane. All stop signs at this entrance are 30" in size, which is the standard, recommended size for a residential type of street. For speeds over 40 mph, 36" stop signs are used; however, I believe the large sign would be overkill for Rolling Hills. All the stop signs are engineer grade reflective sheeting, which is the standard for reflectivity. The small spotlights should be removed because they are not all weather devices, they are susceptible to being jarred out of place, they may detract from the sign itself, and the placement of diamond grade reflective sheeting will provide the necessary visibility. The gates at this location have strips of reflective tape located on each gate arm. The tape makes the gate arm very visible and should be used on all gate arms. Eastfield Drive Entrance - This entrance has one stop sign and three stop bars. The stop locations are sited appropriately and the sign and paint are in good condition. The sign and legend at the visitor/resident merge are located to provide very good sight distance to drivers in both lanes. Unlike the other two entrances, the resident entrance does have a stop bar but does not have a stop sign. For consistency, a stop sign should be placed at the guardhouse for this location. The exit lane has no stop sign or stop bar. The times I visited this entrance, the exit gate has been in a continuously raised position, and the lack of a stop control did not appear a problem. If the practice of leaving the gate raised is changed in the future, a stop sign should be placed in front of the gate for consistency. It is also recommended that diamond grade reflective sheeting stop signs be installed at this entrance. The sign on Eastfield Drive at Palos Verdes Drive East should also be changed to diamond grade reflective sheeting signs. Crest Road Entrance - The Crest Road Entrance has a standard arrangement of stop signs and legends, with the visitor entrance absent a stop sign at the guardhouse. All stop signs and legends are located appropriately; i.e., within 5' of each other, and the visitor/resident merge has excellent drive sight distance. I have no recommended changes other than replacement of the stop signs with diamond grade reflective sheeting signs. Recommendations - I recommend the following: 1. Replace all stop signs with diamond grade reflective sheeting signs. 2. Remove flood lights on the signs. 3. On the assumption that the Traffic Commission is taking an affirmatively tough stand on both warning of speed limits and enforcing traffic regulations within the City, my husband and I applaud your efforts. In other gated communities we have been in, gaining access is far more difficult than Rolling Hills and, once in those communities, traffic laws are STRICTLY enforced. Moreover, speed limits tend to be lower than in Rolling Hills. Result: safe and sane driving practices for the residents of these other communities. When I have described our City practices to residents we know in other communities, they express amazement at our lax policies. It's nice to occasionally see some effort being made at improving the safety of our city streets which our family feels involves (1) reduced speed limits, e.g., 25 m.p.h. on Crest Road, (2) adequate posting of speed limit signs, (3) signage cautioning motorists to drive slowly and quietly around equestrians and, most importantly (4) strict enforcement of our traffic laws and ordinances. We do not believe that well -intended letters asking residents and their guests, who drive 60-70 m.p.h. along Crest Road, to slow down has any impact on people who are disrespectful of traffic laws. What does work? Traffic tickets which reminds people with fines and increased insurance premiums that ignoring public safety carries with it a price tag. Even if these people don't care whether they maime or kill a person or animal, they may be moved to lighten up on the gas pedal if they have been fined once or twice or if they find their license to drive in jeopardy. After all, people such as these can buy their "peace of mind" by obeying the same law that responsible citizens obey. Traffic Commission City of Rolling Hills August 9, 1994 Page 2 In this City, I feel that the speed limit on any travelled street should be no higher than 25 m.p.h. Respecting the double striping on City streets, 1 are requesting such striping on those City streets where such striping is likely to promote safety. In that regard, the main "thoroughfares," e.g., Crest Road, Portuguese Bend Road and Eastfield seem to be likely candidates for such striping. Based on my personal (and regrettably repeated) experience and based on my talks With my husband (who has training and experience in such matters, crest Road would be the street i would target first for such strjaaaing. The winding characteristics of Portuguese Bend Road and Eastfield tend to discourage overtaking drivers from passing to the left cars in front of them; however, the extended visibility on crest Road emboldens impatient drivers to make frequently high speed passing maneuvers around those drivers operating their cars at the posted speed limit.. While my family lives on the north side of Crest Road just a few hundred yards inside the Crenshaw Gate, both my husband and I have been passed to the left (at speeds tar in excess of the legal limit) just as we were attempting to make a left turn into our driveway. Our left turn signals don't seem to be a discouragement to such reckless drivers, nor does common sense. My husband and I have regularly experienced similar high speed passing episodes elsewhere on crest, all by drivers who seem impatient with the fact that We both do our best to obey the city's posted speed limits. My husband, who formerly used to enforce traffic laws, has estimated the speed of some of these passing motorists to be in the neighborhood of 60 miles per hour. If residents are experiencing similar problems on other streets within the city, those streets ought to be double striped as well. However, I think for now that double striping on Crest Road would be an excellent start to promoting safe driving practices in the City. DATE: SEPTEMBER 16, 1994 At the regular Traffic Commission Meeting held March 18, 1994, Commissioners made the following determination relative to the above referenced driveway: • That the driveway shall be 20 feet in width at entrance with a 26 foot wide apron; • That the southerly border of the driveway entrance be at least 105 north of the southerly property line at 1 Buggy Whip Drive; • That the trees adjacent to the driveway be trimmed to provide adequate sight distance; and • That the plans for the project be amended to reflect the recommendations of the Traffic Commission. At the regular meeting of the Traffic Commission held Friday, July 15, 1994, Commissioners considered a request for a modification of the previous conditions of approval recommended to the City Council by Traffic Commission action on March 18, 1994. At that meeting, the Commission essentially recommended to the City Council that the applicant be permitted to maintain the driveway at the temporary driveway location fenced -off on the property. Specifics of this recommended approval included: • That the southerly border of the driveway be located 43 feet north of the southerly property line; • That the driveway apron be 26 feet in width for at least 24 feet inward from the street; -1- Printed on Recycled Paper. • That the remaining portion of the driveway for its entire duration be a minimum of 20 feet in width; • That all tree trimming in the area be maintained to accommodate sight distance; • That these improvements be completed in conjunction with construction of proposed development on the site; • That the applicant be permitted, following City Council approval, to utilize the driveway in its current configuration during this construction phase; • That if this project is not built or is denied by the Planning Commission, that in either case, the modifications to the driveway as recommended by the Commission be implemented by the property owner within 6 months of the date of approval/denial from the Planning Commission. Based upon a request by the applicant, the Commissioners recommended these conditions of approval for a modification to the original driveway request to the City Council, separate from the Planning Commission application, at the July 25th meeting of the City Council. At that meeting, City Councilmembers declined to take action on the recommendations of the Traffic Commission indicating that their inaction was not a denial of the modification request, but may tie the hands of the Planning Commission in considering any modifications that they deem necessary relative to the driveway approach in conjunction with the entire residential development. CURRENT PROPOSAL The current proposal identifies the driveway 15 feet north of the southerly property line. Additionally, it identifies the entire width of the driveway at 16 feet. These two issues appear to be the modification that the applicant is seeking and is presented to he Traffic Commission for consideration of recommendation to the City Council this morning. RECOMMENDATION It is recommended that members of the Traffic Commission review the request of the applicant and adjourn to a field inspection, if deemed necessary by the Commission. Any recommendation of the Commission will be forwarded to the Planning Commission and incorporated into any Resolution, as appropriate, on this case. Mr. Craig Nealis City Manager City of Rolling Hills 2 Portuguese Bend Way Rolling Hills, CA 90274 Subject: Driveway at 1 Buggy Whip Lane Dear Mr. Nealis: I saw Mr. Blazevich and his engineer at the above address on August 5, 1994, when I passed his property during my investigation of the Rolling Hills entrance gates. We had a short discussion of his driveway approach. Mr. Blazevich indicated that he was interested in pursuing a driveway opening that was different than the location recommended by the Traffic Commission. His desired location, approximately 20 to 25' closer to Crest Road than the Traffic Commission recommended location, was marked by plastic ribbon. Mr. Blazevich also showed me a plan of the profile of Buggy Whip Lane which illustrated the elevation of the road every 50'. The plan showed that the crest, or highest point, of the vertical curve in Buggy Whip Lane was about 50' south of the current driveway opening. Mr. Blazevich stated that his proposed driveway opening was better for driver sight distance than the Traffic Committee approved location, and the plan showed that he was correct. I did not study the plan and did not come to a conclusion about the relative merits of the two driveway approach locations. I did indicate to Mr. Blazevich that the determination of safe drive sight distance was not an exact science, and therefore, it may be difficult to predict the relative safety within 20'. Adequate driver sight distance depends on vehicle speed and driver reaction time. I also stated that driver sight distance criteria in Rolling Hills was somewhat more restrictive than other areas of Southern California due to the unique nature of the community with many retired drivers. Mr. Blazevich requested that I attend the next Planning Commission meeting to discuss the driveway issue. I stated that I could not attend without the direction of the City Manner, and that my function was to respond to questions and issues from the Traffic Commission, not the Planning Commission. Since that time, representatives of the Rolling Hills. Planning Commission denied the application for construction of the new single family residence at that location. Essentially, the application for the driveway ceased when the Planning Commission denied construction of the residence since the City Council did not overturn the Planning Commission decision. However, on June 6, 1994, an appeal for this case was filed by the applicant. In the course of that appeal, they are requesting modification to the driveway as previously approved by the Traffic Commission. This appeal has been remanded back to the Planning Commission and will be considered on July 19, 1994.
