CALL TO ORDER
A regular meeting of the Traffic Commission of the City of Rolling Hills was called to
order by Chair Hill at 8:40 a.m. on Friday, November 18, 1994, in the City Council
Chambers at City Hall, 2 Portuguese Bend Road, Rolling Hills, California.

APPROVAL OF MINUTES
MINUTES OF AN ADJOURNED REGULAR MEETING OF THE TRAFFIC
COMMISSION - OCTOBER 5,1994.
Commissioner Henke moved approval of the minutes of a regular meeting of the Traffic
Commission held October 5, 1994. ' Commissioner Wiener seconded the motion which
carried unanimously (Commissioner Virtue abstained).
CONSENT CALENDAR
QUARTERLY TRAFFIC STATISTICS FOR THE CITY OF ROLLING HILLS.
City Manager Nealis presented the information contained in the quarterly traffic statistics
from the Sheriffs Department. Commissioner Henke commented on the traffic and crime
statistics contained in the Palos Verdes Peninsula News. Deputy John Nakaji explained
that these statistics are provided to the newspaper on a weekly basis.
OLD BUSINESS
CONSIDERATION OF REVISED DRIVEWAY ACCESS AT ONE BUGGY WHIP
DRIVE (BLAZEVICH).
City Manager Nealis presented the staff report outlining the revised plans presented by the
applicant.
Traffic Engineer Tom Mericle presented a report on his review of the vertical profile of the
centerline of Buggy Whip Drive, which was prepared by the applicant's engineer and
presented to the Traffic Commission at their adjourned regular meeting of October 5, 1994,
as it relates to sight distance. He stated that the report shows that the currently approved
driveway plan actually provides more sight distance than the revised plans presented this
morning but that both plans are within the City's guidelines. Traffic Engineer Mericle also
indicated that the location of the driveway on the revised plans is in close proximity to the
driveways of the neighbors and may cause some confusion during peak traffic hours.

Mr. John Z. Blazevich, 1 Buggy Whip Drive, arrived and Chair Hill reviewed the report
presented by City Manager Nealis and asked Traffic Engineer Mericle to present a synopsis
of his findings.
Mr. Blazevich addressed the Commission regarding his revised proposal and commented
on the speed of vehicles passing his driveway and his perception of sight distance in the
area. Deputy Nakaji stated that the greater the sight distance, the more time a motorist has
to react to a vehicle entering or leaving a driveway.
Commissioner Virtue expressed concern regarding the closeness of the revised driveway
plan to the existing driveways on Buggy Whip Drive. She indicated that the revised plan
does not allow the driveway to off -set from the neighbors driveway across the street.
Commissioners discussed the revised proposal and the recommendation made by the
Traffic Engineer. Hearing no further discussion, Chair Hill called for a motion.
Commissioner Wiener moved that the Traffic Commission deny the revised request and
that the driveway remain, as approved, by the Traffic Commission at their Friday, July 15,
1994, meeting. Commissioner Henke seconded the motion which carried unanimously.
City Manager Nealis indicated that this action would be reported to the Planning
Commission and ultimately to the City Council.
CONSIDERATION OF REQUEST FOR DOUBLE YELLOW STRIPING ON CREST
ROAD.
City Manager Nealis presented the staff report. Traffic Engineer Tom Mericle explained his
report regarding double yellow striping on Crest Road.
Deputy John Nakaji, presented a report on the number of citations issued on Crest Road
and stated that 23 citations for speeding were issued. He indicated that the Sheriff's
Department would continue to increase the traffic patrol on Crest Road and that he would
contact Mrs. Hawkins regarding times which she feels speeding is more prevalent.
Mrs. Christa Hawkins, 37 Crest Road West, addressed the Commission regarding her
concerns and suggested that "double ticket" fines for speeding may curtail this activity.
City Manager Nealis reported that he had discussed Mrs. Hawkins' suggestion of "double
ticketing" for speeding with Captain Pettus of the Los Angeles County Sheriff's
Department, Lomita Station and previous Station Captain William Mangan as well as the
City Attorney and that all of these professionals could not substantiate Mrs. Hawkins'
claim that "double ticketing" is permissible.
Commissioners discussed the continuing problem of speeding on Crest Road and other
areas of the City. The Commission further discussed the suggestion of speed bumps.
Commissioner Virtue stated that, through the years, the Commission has discussed this
method of curtailing speeding and each time, speed bumps are denied due to
recommendations from the Traffic Engineer and the liability involved. Commissioners
concurred that continued increased enforcement would curtail speeding on roadways
within the City. Commissioners also directed staff to place articles in the Citywide
Newsletter regarding speeding on Rolling Hills roadways.
CONSIDERATION OF REQUEST FOR CHANGE OF SPEED LIMIT ON
PORTUGUESE BEND ROAD.
City Manager Nealis presented the staff report outlining. the request from Dr. Ronald
Sommer, 2 Poppy Trail. Traffic Engineer Tom Mericle presented a synopsis of the Speed
Zone Survey and recommended that the speed limit on Portuguese Bend Road remain at
30 miles per hour north of Crest Road.

CL issioner Wiener moved that the Traffic emission accept the recommendation of
the Traffic Engineer relative to the speed limit on Portuguese Bend Road and that the
Commission receive and file the correspondence from Dr. Ronald Sommer.
Commissioner Henke seconded the motion which carried unanimously.
CONSIDERATION OF INTRODUCTION OF A SPEED BUMP IN THE CITY HALL
PARKING LOT.
City Manager Nealis presented the staff report. Commissioners discussed various methods
of controlling the speed of vehicles in the parking lot. Traffic Engineer Tom Mericle
expressed concern for a speed bump and stated that he would like to take a look at the site.
During further discussion, Traffic Engineer Mericle suggested that a pedestrian crossing
sign be placed in the area. City Manager Nealis invited Commissioners to field trip to the
area to discuss the matter.

REPORT REGARDING TRAFFIC SIGN AT 16 PORTUGUESE BEND ROAD.
City Manager Nealis reported that correspondence has been received from Peggy Minor,
RHCA Manager, expressing the Board of Directors concern about the location of a large
traffic sign located in the center of the bridle trail on the westerly portion of the property at
16 Portuguese Bend Road. City Manager Nealis reported that this sign has been moved.
City Manager Nealis also reported on correspondence ,received from Karen Felton
regarding joggers and walkers on Crest Road. City Manager Nealis reported- that he will
advise the Sheriffs Department to warn walkers and joggers in Rolling Hills to do so in
single file so to allow vehicles to pass them safely.
Chair Hill recessed the meeting to a field trip at 9:40 a.m.
FIELD TRIP
Members of the Rolling Hills Traffic Commission reconvened in the City Hall parking lot
at 9:50 a.m. behind the Community Association building to discuss the proposed speed
bump in that location. Following discussion, a recommendation was made by the Traffic
Engineer that a sign be placed warning motorists of pedestrian activity and that a sign also
be placed in the stairwell warning pedestrians of vehicular activity. Upon a brief
discussion, a motion was made by Commissioner Virtue which was seconded by
Commissioner Henke to recommend that the City Council approve the recommendation
of the Traffic Commission as recommended by the Traffic Engineer. It was further
stipulated that staff be allowed to determine the wording for the signs based upon input
from the Traffic Engineer. Hearing no objection, this was so ordered by Chair Hill.

City Manager Nealis reported that the. draft minutes of July 15, 1994, have been corrected to
reflect that the type of material recommended for the stop signs at the gated entrances to
the City is "diamond" grade.
Commissioner Henke moved approval of the minutes of an adjourned regular meeting of
the Traffic Commission held July 15, 1994. Commissioner Perkins second the motion
which carried unanimously.

CONSIDERATION OF BIDS RECEIVED FOR FY 94-95 REPLACEMENT OF TRAFFIC
STRIPING AND PAVEMENT MARKINGS AND CONSIDERATION OF
RECOMMENDATION TO THE CITY COUNCIL.
City Manager Nealis presented the staff report. In response to Commissioner Wiener, City
Manager Nealis explained that cleaning of the roadway before striping has been made a
component of the Request for Proposal. City Manager Nealis also explained that reflectors
are replaced as needed and that he would remind the contractor to dispose of the replaced
reflectors properly and not leave them by the side of the road.
Commissioner Wiener moved that the Traffic Commission recommend that the City
Council award the FY 94-95 Replacement of Traffic Striping and Pavement Markings
contract to IPS Services, Inc., in an amount not to exceed $11,962.21. Commissioner Henke
seconded the motion which carried unanimously.
REPORT REGARDING TRAFFIC ENGINEERS INVESTIGATION OF ENTRANCES
TO THE CITY.
City Manager Nealis presented the staff report outlining the recommendations of the
Traffic Engineer.
Traffic Engineer Ken Johnson explained the findings in his report and presented a
summary of his recommendations. In response to Chair Hill, Traffic Engineer Johnson
explained that the reflective material recommended for the stop signs requires little
maintenance.
Commissioners discussed the recommendations proposed by the Traffic Engineer and
concurred that these improvements would make the three entrances to the City uniform.
Discussion ensued regarding the cost for the improvements. City Manager Nealis reported
that the City has been using a company for sign work that is reasonable and responsive for
this type of work.
Commissioner Henke moved that the Traffic Commission recommend that the City
Council implement the recommendations outlined in the Traffic Engineers report.
Commissioner Wiener seconded the motion which carried unanimously.
CONSIDERATION OF REQUEST FOR DOUBLE YELLOW STRIPING ON CREST
ROAD.
City Manager Nealis presented the staff report. Traffic Engineer Ken Johnson announced
that he was leaving Willdan to accept an appointment with another company and
introduced Tom Mericle who will act as the City's Traffic Engineer. City Manager Nealis
reported that he had driven Crest Road with Mr. Mericle to familiarize him with this

request. Commissioners discussed this request and City Manager Nealis reported that the
estimated cost for this work would be $6,700. City Manager Nealis stated that if this request
for double yellow striping is approved, this work could be added to the current striping
project or done separately.
• Mrs. Christa Hawkins, 37 Crest Road West, explained her request for double yellow
striping on Crest Road and stated that speeding is a problem on this roadway. Mrs.
Hawkins also stated that there are other traffic related problems on Crest Road.
Chair Hill reported that the City requests increased traffic enforcement in problem areas of
the City and that the Sheriff's Department has been advised of speeding problems on Crest
Road and has increased patrols.
Traffic Engineer Ken Johnson explained the California Vehicle Code and County
requirements for double yellow striping. He stated that double yellow striping is not
normally used for lowering speed limits. Traffic Engineer Johnson also stated that there
has been no accident history on Crest Road. He further stated that double yellow striping
will reduce but not eliminate passing and that it is his recommendation that the roadway
remain as it is.
Mrs. Hawkins suggested that the City could double the citation fee for speeding citations to
discourage this activity. City Manager Nealis stated that he is not aware of any rule that
would allow the City to double citation fees and indicated that he would check with
Captain Pettus of the Los Angeles County Sheriff's Department to ascertain if this is
possible.
In response to Mrs. Hawkin's concerns, Deputy John Nakaji stated that he would have
deputies concentrate on Crest Road and that he would contact Mrs. Hawkins personally to
discuss her concerns.
Further discussion ensued relative to this request and Commissioners concurred that
more information regarding traffic activity on Crest Road may be beneficial and that this
item should be continued to the next regular meeting of the Traffic Commission.
Commissioners directed staff to provide further information regarding the number of
citations issued on Crest Road. Hearing no objection, Chair Hill so ordered.
CONSIDERATION OF REVISED DRIVEWAY ACCESS AT 1 BUGGY WHIP DRIVE.
City Manager Nealis presented the staff report outlining the applicant's revised plans and
provided a brief history of this case to the Traffic Commission. Commissioner Perkins
stated that she must abstain from deliberations relative to this request because of the
proximity of her residence to 1 Buggy Whip Drive.
• Mr. Doug McHattie, South Bay Engineering, reviewed the revised plans with the Traffic
Commission and explained that the applicant is requesting re -review of the driveway
entrance because the applicant brought to his attention several safety concerns related
to ingress and egress to his property. Mr. Mc Hattie explained that he conducted a sight

distance study and determined that the new location would enhance sight distance for
those entering or leaving Mr. Blazevich's property. He also presented a centerline
profile of Buggy Whip Drive.
Commission Henke expressed concern that Mr. McHattie was not a Traffic Engineer and
that he felt more comfortable in relying on information from the City's Traffic Engineer.
• Mr. John Z. Blazevich, 1 Buggy Whip Drive, explained the safety factors which he felt
were important to the driveway access to his property. Mr. Blazevich also stated that he
had spoken with the City's Traffic Engineer and asked him to take a look at his new
proposal.
Mr. Nealis explained that a letter from the Traffic Engineer relative to his meeting with
Mr. Blazevich is included with the staff report.
Traffic Engineer Johnson explained the site distance criteria established by the Traffic
Commission and stated that he had not had a chance to review the centerline profile
presented by the applicant's representative.
Commissioners discussed the new request and items brought to their attention during
deliberation. Commissioners concurred that the Traffic Engineer should review the
centerline profile before they make a decision relative to this request.
Commissioner Wiener moved that consideration of the revised driveway access at 1 Buggy
Whip Drive be continued to the next regularly scheduled meeting of the Traffic
Commission. Commissioner Henke seconded the motion which carried unanimously
(Perkins abstained). Hearing no objection, Chair Hill so ordered.
OPEN AGENDA - COMMENTS FROM THE PUBLIC ON ITEMS NOT ON THE AGENDA
None.
MATTERS FROM MEMBERS OF THE TRAFFIC COMMISSION
• Commissioner Wiener suggested that the Traffic Commission consider a speed zone
survey on Crest Road in conjunction with Mrs. Hawkins request for double yellow
striping on Crest Road. Staff was directed to present this recommendation to the City
Council.

Sheriffs Department relative to traffic enforcement in the City of Rolling Hills.
This information is derived from the regional report which was submitted and
received and filed by the Regional Law Enforcement Committee with City Council
representatives from the Cities of Rancho Palos Verdes, Rolling Hills and Rolling
Hills Estates.
RECOMMENDATION.
It would be in order for members of the Rolling Hills Traffic Commission to receive
and file this document.

BACKGROUND
At the last meeting of the Rolling Hills Traffic Commission on October 5, 1994, the
attached staff report was presented to the Traffic Commission for consideration.
Details of this request are elaborated in the attached report.
At the October 5th meeting of the Traffic Commission, the applicant presented a
vertical profile of the centerline of Buggy Whip Drive. Our Traffic Engineer had not
had the opportunity to review this plan prior to that meeting. At that time, Traffic
Commissioners continued this matter to today's meeting in order to have our
Traffic Engineer provide a report regarding the vertical profile submitted by the
applicant. Correspondence from our Traffic Engineer and a copy of the vertical
profile is attached to this staff report.
It would be in order for members of the Traffic Commission to consider the report
and comments of the Traffic Engineer and the request of the applicant regarding the
driveway. Any recommendation of the Traffic Commission will be forwarded to
the City Council for consideration.

Subject: Driveway at One Buggy Whip Lane
Dear Mr. Nealis:
As directed by the Traffic Commission, I have reviewed the vertical profile of the
centerline of Buggy Whip Lane as prepared by the applicant's engineer. The sight
distances for both the approved and proposed driveway locations were plotted
graphically onto the profile plan and measured. The distances measured were
from a driver's eye height of 3.5 feet from the roadway surface. The sight distance
for the approved driveway location was measured to be 190 feet. Sight distance
for the proposed driveway location was measured to be 175 feet. The City's
minimum standard stopping sight distance for a speed of 25 mph is 150 feet.
Although both, locations meet the minimum requirement, the approved location
provides greater sight distance.
It was stated at the Traffic Commission that greater sight distance is achieved by
placing the driveway closer to the crest of the vertical curve. This assumption is
not true as is indicated by the measured sight distances. The sight distance is
limited by the crest of the vertical curve. The closer the driver is to the vertical
curve the less the total sight distance will be. Although the driver can see further
over the crest, their vehicle is located closer to the crest than the increase in
distance that can bp seen beyond it. In essence, the driveway should be at, or as
far away as practical from the crest of the vertical curve.
An .additional consideration concerning the location of the proposed driveway is
its proximity to two existing driveways. If the driveway is placed at its proposed
location, it would be approximately 45 feet from an adjacent driveway and
approximately 20 feet of a driveway across the street. The proximity of the three

driveways may lead to additional confusion if vehicles were to exit simultaneously.
The approved location increases the spacing of these driveways and may reduce
this potential confusion.

At the regular Traffic Commission Meeting held March 18, 1994, Commissioners
made the following determination relative to the above referenced driveway:
• That the driveway shall be 20 feet in width at entrance with a 26 foot wide apron;
• That the southerly border of the driveway entrance be at least 105 north of the
southerly property line at 1 Buggy Whip Drive;
• That the trees adjacent to the driveway be trimmed to provide adequate sight
distance; and
• That the plans for the project be amended to reflect the recommendations of the
Traffic Commission.
At the regular meeting of the Traffic Commission held Friday, July 15, 1994,
Commissioners considered a request for a modification of the previous conditions
of approval recommended to the City Council by Traffic Commission action on
March 18, 1994. At that meeting, the Commission essentially recommended to the
City Council that the applicant be permitted to maintain the driveway at the
temporary driveway' location fenced -off on the property. Specifics of this
recommended approval included:
• That the southerly border of the driveway be located 43 feet north of the
southerly property line;
• That the driveway apron be 26 feet in width for at least 24 feet inward from the
street;

• That the remaining portion of the driveway for its entire duration be a
minimum of 20 feet in width;
• That all tree trimming.in the area be maintained to accommodate sight distance;
• That these improvements be completed in conjunction with construction of
proposed development on the site;
• That the applicant be permitted, following City Council approval, to utilize the
driveway in its current configuration during this construction phase;
• That if this project is not built or is denied by the Planning Commission, that in
either case, the modifications to the driveway as recommended by the
Commission be implemented by the property owner within 6 months of the date
of approval/denial from the Planning Commission.
Based upon a request by the applicant, the Commissioners recommended these
conditions of approval for a modification to the original driveway request to the
City Council, separate from the Planning Commission application, at the July 25th
meeting of the City Council. At that meeting, City Councilmembers declined to
take action on the recommendations of the Traffic Commission indicating that their
inaction was not a denial of the modification request, but may tie the hands of the
Planning Commission in considering any modifications that they deem necessary
relative to the driveway approach in conjunction with the entire residential
development.
CURRENT PROPOSAL
The current proposal identifies the driveway 15 feet north of the southerly property
line. Additionally, it identifies the entire width of the driveway at 16 feet. These
two issues appear to be the modification that the applicant is seeking and is
presented to he Traffic Commission for consideration of recommendation to the
City Council this morning.
RECOMMENDATION
It is recommended that members of the Traffic Commission review the request of
the applicant and adjourn to a field inspection, if deemed necessary by the
Commission. Any recommendation of the Commission will be forwarded to the
Planning Commission and, incorporated into any Resolution, as appropriate, on this
case.
Background material has been compiled and is attached to this staff report for Traffic
Commission consideration.

saw Mr. Blazevich and his engineer at the above address on August 5, 1994,
when I passed his property during my investigation of the Rolling Hills entrance
gates. We had a short discussion of his driveway approach. Mr. Blazevich
indicated that he was interested in pursuing a driveway opening that was different
than the location recommended by the Traffic Commission. His desired location,
approximately 20 to 25' closer to Crest Road than the Traffic Commission
recommended location, was marked by plastic ribbon.
Mr. Blazevich also showed me a plan of the profile of Buggy Whip Lane which
illustrated the elevation of the road every 50'. The plan showed that the crest, or
highest point, of the vertical curve in Buggy Whip Lane was about 50' south of the
current driveway opening. Mr. Blazevich stated that his proposed driveway
opening was better for driver sight distance than the Traffic Committee approved
location, and the plan showed that he was correct. I did not study the plan and
did not come to a conclusion about the relative merits of the two driveway
approach locations. I did indicate to Mr. Blazevich that the determination of safe
drive sight distance was not an exact science, and therefore, it may be difficult to
predict the relative safety within 20'. Adequate driver sight distance depends on
vehicle speed and driver reaction time. I also stated that driver sight distance
criteria in Rolling Hills was somewhat more restrictive than other areas of Southern
California due to the unique nature of the community with many retired drivers.
Mr. Blazevich requested that I attend the next Planning Commission meeting to
discuss the driveway issue. I stated that I could not attend without the direction
of the City Manner, and that my function was to respond to questions and issues
from the Traffic Commission, not the Planning Commission. I told him that I would

discuss the situation with you that same day. I did not find that the driveway
location proposed by Mr. Blazevich was better than previously discussed locations
for driver sight distance.

At the regular meeting of the Rolling. Hills Traffic Commission held, Friday, March 18,
1994, Commissioners approved the driveway at 1 Buggy Whip Drive with the following

• That plans for the project be amended and stamped to reflect the recommendation
of the Traffic Commission.
Since that time, representatives of the Rolling Hills Planning Commission denied the
application for construction of the new single family residence at that location. Essentially,
the application for the driveway ceased when the Planning Commission denied construction
of the residence since the City Council did not overturn the Planning Commission decision.
However, on June 6, 1994, an appeal for this case was filed by the applicant. In the course
of that appeal, they are requesting modification to the driveway as previously approved by
the Traffic Commission. This appeal has been remanded back to the Planning Commission
and will be considered on July 19, 1994.
Plans for the driveway show the driveway constructed approximately 5 feet north of the
southerly property line.

testimony this morning and to conduct a field inspection of this driveway request.

BACKGROUND
At the previous meeting of the Traffic Commission held October 5, 1994, the
attached staff report was presented to the Traffic Commission for consideration.
Specifically, Christa Hawkins is requesting double yellow striping on Crest Road in
an attempt to provide a safer traffic environment along that roadway. At that
meeting, the Traffic Commission recommended to the City Council that they
authorize a one-time speed zone survey along that portion of Crest Road between
Portuguese Bend Road and the Crest Gate.
At the regular City Council Meeting held Monday, October 10, 1994, City
Councilmembers declined to approve this request of the Traffic Commission.
In that light, we have provided the Commission with copies of the speed zone
survey relative to Crest Road which was completed in November, 1992. As
indicated in the speed radar report, the 85th percentile speed was 35.3 miles per hour
along that portion of that roadway adjacent to the Hawkins' residence. The median
speed was 31.6 miles per hour. The current speed limit on that roadway is 30 miles
per hour. When this traffic speed zone survey was considered by the Traffic
Commission and the City Council following completion in November, 1992, no
changes in any speed limits in the City of Rolling Hills were recommended or
supported by the speed zone survey, the Traffic Commission and City Council.
Further comments on this matter are included in the attached correspondence from
the Traffic Engineer.

Attached to this staff report is background material relative to the above referenced
request. Attachments include an August 9, 1994 correspondence from Rolling Hills
resident Christa Hawkins relating to non -visitor entrance policies to the City of
Rolling Hills. This responsibility in under the purview of the Community
Association. Members of the Community Association have announced stricter
enforcement policies at all three gates in their September 7, 1994 Newsletter.
Additionally, Ms. Hawkins is recommending increased traffic enforcement and
double yellow striping on Rolling Hills roadways. In follow-up correspondence, Ms.
Hawkins indicates that Crest Road would be the street to target for implementation
of her striping proposal. Crest Road is currently centerlined with skip yellow.
Double yellow striping of this roadway would cost approximately $6, 800, including
reflector replacement.
RECOMMENDATION
It is recommended that members of the Traffic Commission consider the request by
Christa Hawkins.

Dear Commission Members:
In the July 25, 1994 Newsletter, certain Traffic
Commission Items were mentioned generally regulating to striping of
various roadways, posting speed limit signs at various locations,
and distributing speed limit warning notices to visitors and
contractors entering the City.
On the assumption that the Traffic Commission is taking
an affirmatively tough stand on both warning of speed limits and
enforcing traffic regulations within the City, my husband and I
applaud your efforts.
In other gated communities we have been in, gaining
access is far more difficult than Rolling Hills and, once in those
communities, traffic laws are STRICTLY enforced. Moreover, speed
limits tend to be lower than in Rolling Hills. Result: safe and
sane driving practices for the residents of these other
communities. When I have described our City practices to residents
we know in other communities, they express amazement at our lax
policies. It's nice to occasionally see some effort being made at
improving the safety of our city streets which our family feels
involves (1) reduced speed limits, e.g., 25 m.p.h. on Crest Road,
(2) adequate posting of speed limit signs, (3) signage cautioning
motorists to drive slowly and quietly around equestrians and, most
importantly (4) strict enforcement of our traffic laws and
ordinances. We do not believe that well -intended letters asking
residents and their guests, who drive 60-70 m.p.h. along Crest
Road, to slowdown has any impact on people who are disrespectful
of traffic laws. What does work? Traffic tickets which reminds
people with fines and increased insurance premiums that ignoring
public safety carries with it a price tag. Even if these people
don't care whether they maime or kill a person or animal, they may
be moved to lighten up on the gas pedal if they have been fined
once or twice or if they find their license to drive in jeopardy.
After all, people such as these can buy their "peace of mind" by
obeying the same law that responsible citizens obey.

In this City, I feel that the speed limit on any
travelled street should be no higher than 25 m.p.h. Since I live
just a few hundred feet inside the Crenshaw gate and having been
passed to my left (as I am attempting to make a left turn into my
driveway by persons impatient with my minding the speed limits), I
feel that double/double striping the streets in ways which make it
unlawful to pass drivers travelling in the same direction is
striping which is long overdue.

double striping on City streets, I am requesting such striping on

ENGINEERING & TRAFFIC SURVEY
FOR SPEED LIMITS
INTRODUCTION
This Engineering and Traffic Survey is intended to serve as the basis for the establishment and
enforcement of speed. limits for selected streets within the City of Rolling Hills. This survey
was authorized by the City and independently conducted by the private consulting firm of BSI
CONSULTANTS. It's purpose . was to determine if changes in prevailing conditions have
occurred and are in compliance with State law for enforcement purposes.
Engineering and traffic surveys for speed limits are regularly conducted once every five (5)
years by governing municipalities for the purpose of complying with Section 40802b of the
California Vehicle Code (CVC). This law requires that speed surveys must be performed with
the use of radar or other electronic devices at locations where speed limits are to be enforced
with the use of radar. The current survey must be completed within five years of the date of
the preceding survey. A survey allowed to expired after five years of the previous survey would
constitute a speed trap as stated below:
40802 A "speed trap" is either of the following:
(a) A particular section of a highway measured as to distance and with boundaries marked,
designated, or otherwise determined in order that the speed of a vehicle may be
calculated by securing the time it takes the vehicle to travel the known distance.
A particular section of a highway with a prima facie speed limit provided by this code
or by local ordinance pursuant to paragraph (1) of subdivision (b) of Section 22352, or
established pursuant to Section 22354, 22357, 22358, or 22358.3, which speed limit is
not justified by an engineering and traffic survey conducted within five years prior to the
date of the alleged violation, and where enforcement involves the use of radar or other
electronic devices which measure the speed of moving objects.

In addition, testimony and evidence based upon a speed trap is inadmissible in a court of Law.
PURPOSE AND METHODOLOGY OF SPEED ZONE ESTABLISHMENT
Speed zones are primarily established to protect the general public from the unreasonable
behavior of reckless, unreliable, or otherwise dangerous drivers. Speed limits conform to the
consensus of the majority of those who drive the highway as to what speed is reasonable and
safe, and are not dependent upon one or a few individuals.

The statistical factors used to analyze the collected speed survey data are defined in the following
section. Speed zones are also established to advise of road conditions or hazards which may not
be readily apparent to a reasonable driver. For this reason, a field review of related road/traffic
variables is conducted which is considered in combination with the statistical data and accident
history of a particular roadway segment to determine a safe and reasonable speed limit.
RADAR SPEED SURVEY OPERATIONAL PROCEDURES
Radar speed measurements for the subject survey were conducted in November 1992 on 8
segments in the City of Rolling Hills. The surveyed segments are listed below:

The specific survey locations on each segment were selected after determining the following
criteria:
a. Minimum stop sign or traffic signal influence;
b. Minimum visibility restrictions;
c. Uncongested traffic flow away from intersections, major driveways, crosswalks, railroad
crossings and unusual turning movements;
d. Minimum influence from parked vehicles, bumps, dips, curves, or poor roadway
conditions.
The hours of radar operation were from 8:00 am to 5:00 pm with arterial roadways being
restricted to off-peak periods from 9:00 am to 4:30 pm. Speed surveys were conducted on days
with fair weather and clear visibility. The radar units were mounted on the front dash board of
an unmarked vehicle, with the meter reading unit sustained inside the vehicle and the calibration
checked periodically using a tuning fork.

The operator recorded the radar speed meter readings for each location on Radar Speed Survey
Field Sheets included in the Appendix Section of this report. A representative sampling of at
least 100 vehicles were surveyed in each direction (or a cumulative sample of 200 vehicles for
both directions). For those instances where the sampling of 100 vehicles would take an
excessive amount of time, sampling was continued until a bell shaped curve was established.
STATISTICAL ANALYSIS FACTORS
Significant factors used to analyze the collected survey data are summarized below:
1. The critical speed, or 85th Percentile Speed, is defined as that speed at or below which
85 percent of the traffic is moving. This factor is the primary guide in determining what
speeds the majority of safe and reasonable drivers are traveling. The accepted practice
is to set the speed limit at or within 5 mph below the Critical Speed unless other factors
require a lower limit. Speed limits set on this basis provide law enforcement officials
with a means of controlling reckless or unreliable drivers who will not conform to what
the majority finds reasonable.
2. The 10 MPH Pace is the 10 MPH increment range which contains the largest number of
recorded vehicles. The pace is a measure of the dispersion of speeds within the sample
surveyed. The accepted practice is to keep the speed limit within the 10 mph pace after
considering the Critical Speed and any factors requiring a speed lower than the Critical
• Speed.
3. The Median Speed, or 50th Percentile Speed, represents the mid -point value within the
range of recorded speeds for a particular roadway location. That is, 50% of the vehicles
travel faster than, and 50% travel slower than the median speed. This value is another
measure of the central tendency of the vehicle speed distribution.
4. The 15th Percentile is that speed at or below which 15 % of the vehicles are traveling.
This value is important in determining the minimum allowable speed limit, given that the
vehicles traveling below this speed tend to obstruct the flow of traffic, thereby increasing
the accident potential.
The numerical values of the above factors are derived from the cumulative speed distribution
curves (found in the Appendix Section). which are calculated for each survey location. This
distribution curve represents a method of graphic analysis which compares the cumulative
percentage of vehicles to the speed at which the vehicles are traveling.

as they pertain to determination of appropriate speed limits are listed below:

2. Level of pedestrian activity;
3. Traffic flow characteristics;
4. Number of lanes and other channelization/striping factors;
5. Frequency of intersections, driveways and on -street parking;
6. Location of stop signs, traffic signals, and other regulatory traffic control devices;
7. Roadway condition, bumps and dips;
8. Obstructions to driver/pedestrian visibility;
9. Land use and proximity of schools;
10. Uniformity with existing speed zones in adjacent jurisdictions;
11. Any other unusual conditions or hazards not readily apparent to the driver.
The results of the field review of related road/traffic variables are summarized on the
Engineering and Traffic Survey forms found in the Appendix of this report.
ACCIDENT HISTORY
The Engineering and Traffic Survey forms summarize the available accident information for the
subject streets. The accident information for the City of Rolling Hills was obtained by reviewing
traffic accident records from the State Wide Integrated Traffic Records System (SWITRS).
The Annual accident rate figures represent the number of speed -related accidents divided by 3
years of accident records. The figures for accidents per million vehicle miles were obtained by
the following formula:

An analysis of the accident history of the subject 8 street segments revealed the overall
percentage of accidents attributable to excessive or unsafe speed* was generally insignificant
during the period of January 1989 to December 1991. This time period represents the most
current accident history available.
RESULTS AND RECOMMENDATIONS
Roadway conditions such as width, number of lanes, traffic control devices, and advance
warning signs identifying schools are readily apparent to the driver and should not influence the
results of the Engineering and Traffic Survey. The legislature has stipulated that physical
conditions such as width, curvature, grade, and roadway surface, in the absence of other factors,
would not require special downward speed zoning.
* Unsafe speed, as used in this context, is based on the Basic Speed Law and does not
necessarily coincide with the posted or non -posted speed limits.

The recommendations contained in this report are intended to establish prima facie speed limits.
Prima facie limits attempt to advise the motorist, and enforcement, of the reasonable speed for
a particular section of roadway for prevailing conditions. In many cases, the recommendations
made produce a uniform speed limit along the road. To this end, the speed limits in adjacent
jurisdictions were considered as well as along the various street segments surveyed within the
City of Rolling Hills.
The Engineering and Traffic Survey Sheets, presented in the Appendix, illustrate results of a
thorough evaluation of the available data and indicate a recommended speed limit for each of
the 8 street segments surveyed. The radar speed survey statistical data and subsequent speed
limit recommendations for each of the surveyed street segments are given in tabular form in the
Summary of Recommendations. This summary indicates that all of the street segments have
"posted" speed limits and are recommended to remain posted at their current limits. Survey data
revealed that these segments had critical speeds within approximately 5 MPH of the speed limit
and/or that land use and accident data required no change in the speed limit.

The Traffic Commission requested a review of the existing speeds and proposed
double -yellow striping along Crest Road. The City completed a radar speed
survey in November 1992 to determine the posting of speed limits throughout the
City. The results of that survey are summarized as follows:

The highest speed observed during the study along Crest Road was 40 miles per
hour. The critical speeds (85th%) would be considered typical for this type of
rural residential roadway. Speeds are generally higher in rural residential areas
due to lower traffic volumes, few structures adjacent to the roadway, and lack of
on -street parking.
Crest Road is approximately 22 feet wide along its entire length from Eastfield Drive
to the west City limit. There is an existing single -yellow skip stripe delineating each
direction of traffic. According to the radar survey, the average daily traffic is
approximately 2,000 vehicles per day. There was only one speed related accident
reported in the 3 years preceding the study (January 1989 to December 1991).
The installation of a double -yellow striping along the entire length of Crest Road
has been suggested for controlling the perceived speeding problem. The
installation of a double -yellow stripe is typically used to delineate no -passing zones
and not for. speed control. Although it will make it a violation to pass other

double -yellow striping relates to the need to identify when it would be safe for
vehicles to pass. Where there is not adequate sight distance around curves no -
passing zones should be indicated, while other areas should be kept available for
safe passing. There are areas along Crest Road where it would be appropriate to
prohibit passing. These areas would include horizontal and vertical curvature in
the roadway where passing sight distance is restricted. The Caltrans
recommended passing sight distance for speeds of 30 miles per hour is 1,100 feet.
It is recommended that the posted speeds throughout the community be controlled
by Sheriff Department enforcement. Enforcement has been shown to prove
effective in controlling speeding problems in residential neighborhoods. The
installation of double -yellow striping is not intended to, and will not be effective at
controlling speeds; If the Commission desires, double -yellow stripingcould be
placed, according to standard practice, at areas along Crest Road where the
passing sight distance is restricted.

empty theroad usually is. Most everyone travels 35 to 40 MPH anyway, but
we are setting our = ves up to be plundered by the Lomita Sheriff Station.
I don't think I oul• mind as much if the fine money went into our own
coffers.

FOR SPEED LIMITS
INTRODUCTION
This Engineering and Traffic Survey is intended to serve as the basis for the establishment and
enforcement of speed. limits for selected streets within the City of Rolling Hills. This survey
was authorized by the City and independently conducted by the private consulting firm of BSI
CONSULTANTS. It's purpose was to determine if changes in prevailing conditions have
occurred and are in compliance with State law for enforcement purposes.
Engineering and traffic surveys for speed limits are regularly conducted once every five (5)
years by governing municipalities for the purpose of complying with Section 40802b of the
California Vehicle Code (CVC). This law requires that speed surveys must be performed with
the use of radar or other electronic devices at locations where speed limits are to be enforced
with the use of radar. The current survey must be completed within five years of the date of
the preceding survey. A survey allowed to expired after five years of the previous survey would
constitute a speed trap as stated below:

(a) A particular section of a highway measured as to distance and with boundaries marked,
designated, or otherwise determined in order that the speed of a vehicle may be
calculated by securing the time it takes the vehicle to travel the known distance.

established pursuant to Section 22354, 22357, 22358, or 22358.3, which speed limit is
not justified by an engineering and traffic survey conducted within five years prior to the
date of the alleged violation, and where enforcement involves the use of radar or other
electronic devices which measure the speed of moving objects.
In addition, testimony and evidence based upon a speed trap is inadmissible in a court of Law.
PURPOSE AND METHODOLOGY OF SPEED ZONE ESTABLISHMENT
Speed zones are primarily established to protect the general public from the unreasonable
behavior of reckless, unreliable, or otherwise dangerous drivers. Speed limits conform to the
consensus of the majority of those who drive the highway as to what speed is reasonable and
safe, and are not dependent upon one or a few individuals.

The statistical factors used to analyze the collected speed survey data are defined in the following
section. Speed zones are also established to advise of road conditions or hazards which may not
be readily apparent to a reasonable driver. For this reason, a field review of related road/traffic
variables is conducted which is considered in combination with the statistical data and accident
history of a particular roadway segment to determine a safe and reasonable speed limit.
RADAR SPEED SURVEY OPERATIONAL PROCEDURES
Radar speed measurements for the subject survey were conducted in November 1992 on 8
segments in the City of Rolling Hills. The surveyed segments are listed below:

The specific survey locations on each segment were selected after determining the following
criteria:
a. Minimum stop sign or traffic signal influence;
b. Minimum visibility restrictions;
c.. Uncongested traffic flow away from intersections, major driveways, crosswalks, railroad
crossings and unusual turning movements;.
d. Minimum influence from parked vehicles, bumps, dips, curves, or poor roadway
conditions.
The hours of radar operation were from 8:00 am to 5:00 pm with arterial roadways being
restricted to off-peak periods from 9:00 am to 4:30 pm. Speed surveys were conducted on days
with fair weather and clear visibility. The radar units were mounted on the front dash board of
an unmarked vehicle, with the meter reading unit sustained inside the vehicle and the calibration
checked periodically using a tuning fork.

The operator recorded the radar speed meter readings for each location. on Radar Speed Survey
Field Sheets included in the Appendix Section of this report. A representative sampling of at
least 100 vehicles were surveyed in each direction (or a cumulative sample of 200 vehicles for
both, directions). For those instances where the sampling of 100 vehicles would take an
excessive amount of time, sampling was continued until a bell shaped curve was established.
STATISTICAL ANALYSIS FACTORS
Significant factors used to analyze the collected survey data are summarized below:
1. The critical speed, or 85th Percentile Speed, is defined as that speed at or below which
85 percent of the traffic is moving. This factor is the primary guide in determining what
speeds the majority of safe and reasonable drivers are traveling. The accepted practice
is to set the speed limit at or within 5 mph below the Critical Speed unless other factors
require a lower limit. Speed limits set on this basis provide law enforcement officials
with a means of controlling reckless or unreliable drivers who will not conform to what
the majority finds reasonable.
2. The 10 MPH Pace is the 10 MPH increment range which contains the largest number of
recorded vehicles. The pace is a measure of the dispersion of speeds within the sample
surveyed. The accepted practice is to keep the speed limit within the 10 mph pace after
considering the Critical Speed and any factors requiring a speed lower than the Critical
Speed.
3. The Median Speed, or 50th Percentile Speed, represents the mid -point value within the
range of recorded speeds for a particular roadway location. That is, 50% of the vehicles
travel faster than, and 50% travel slower than the median speed. This value is another
measure of the central tendency of the vehicle speed distribution.
4. The 15th Percentile is that speed at or below which 15 % of the vehicles are traveling.
This value is important in determining the minimum allowable speed limit, given that the
vehicles traveling below this speed tend to obstruct the flow of traffic, thereby increasing
the accident potential.
The numerical values of the above factors are derived from the cumulative speed distribution
curves (found in the Appendix Section). which are calculated for each survey location. This
distribution curve represents a method of graphic analysis which compares the cumulative
percentage of vehicles to the speed at which the vehicles are traveling.
FIELD REVIEW
Examples of the field data collected for the purposes of analyzing related roadway characteristics
as. they pertain to determination of appropriate speed limits are listed below:

1. Segment length, width and alignment;
2. Level of pedestrian activity;
3. Traffic flow characteristics;
4. Number of lanes and other channelization/striping factors;
5. Frequency of intersections, driveways and on -street parking;
6. Location of stop signs, traffic signals, and other regulatory traffic control devices;
7. Roadway condition, bumps and dips;
8. Obstructions to driver/pedestrian visibility;
9. Land use and proximity of schools;
10. Uniformity with existing speed zones in adjacent jurisdictions;
11. Any other unusual conditions or hazards not readily apparent to the driver.
The results of the field review of related road/traffic variables are summarized on the
Engineering and Traffic Survey forms found in the Appendix of this report.
ACCIDENT HISTORY
The Engineering and Traffic Survey forms summarize the available accident information for the
subject streets. The accident information for the City of Rolling Hills was obtained by reviewing
traffic accident records from the State Wide Integrated Traffic Records System (SWITRS).
The Annual accident rate figures represent the number of speed -related accidents divided by 3
years of accident records. The figures for accidents per million vehicle miles were obtained by
the following formula:

An analysis of the accident history of the subject 8 street segments revealed the overall
percentage of accidents attributable to excessive or unsafe speed* was generally insignificant
during the period of January 1989 to December 1991. This time period represents the most
current accident history available.
RESULTS AND RECOMMENDATIONS
Roadway conditions such as width, number of lanes, traffic control devices, and advance
warning signs identifying schools are readily apparent to the driver and should not influence the
results of the Engineering and Traffic Survey. The legislature has stipulated that physical
conditions such as width, curvature, grade, and roadway surface, in the absence of other factors,
would not require special downward speed zoning.
* Unsafe speed, as used in this context, is based on the Basic .Speed Law and does not
necessarily coincide with the posted or non -posted speed limits.

The recommendations contained in this report are intended to establish prima facie speed limits.
Prima facie limits attempt to advise the motorist, and enforcement, of the reasonable speed for
a particular section of roadway for prevailing conditions. In many cases, the recommendations
made produce a uniform speed limit along the road. To this end, the speed limits in adjacent
jurisdictions were considered as well as along the various street segments surveyed within the
City of Rolling Hills.

The Engineering and Traffic Survey Sheets, presented in the Appendix, illustrate results of a
thorough evaluation of the available data and indicate a recommended speed limit for each of
the 8 street segments surveyed. The radar speed survey statistical data and subsequent speed
limit recommendations for each of the surveyed street segments are given in tabular form in the
Summary of Recommendations. This summary indicates that all of the street segments have
"posted" speed limits and are recommended to remain posted at their current limits. Survey data
revealed that these segments had critical speeds within approximately 5 MPH of the speed limit
and/or that land use and accident data required no change in the speed limit.

SUBJECT: CONSIDERATION OF INTRODUCTION OF A SPEED BUMP IN THE
CITY HALL PARKING LOT.

On Wednesday, November 9, 1994, Rolling Hills Community Association
Administrative Assistant Dolores Cosenza approached City Staff and indicated that
she feels that vehicles need to drive slower around the rear portion of the
Community Association building as vehicles enter the employee parking area. At
that location, there is a pedestrian stairway which empties into the driveway area.
According to Ms. Cosenza, vehicles travel through there at a high rate of speed. It
was suggested that a speed bump could be used to control speeding. The cost to
install such a speed bump is estimated at $245.00.
It would be in order for members of the Traffic Commission to hear comments from
the Traffic Engineer relating to this matter. If after receiving that information, the
Traffic Commission feels that a speed bump is warranted, it would be in order to
make an appropriate recommendation to the City Council is this regard.
