Attached to this staff report are plans depicting the modifications to Pine Tree Lane
proposed by the above referenced applicant in conjunction with a 2 -lot subdivision at 16
Pine Tree Lane. According to the Subdivision Committee, and the Planning Commission,
modifications to the roadway are required to accommodate a cul-de-sac turn -around in
conjunction with the proposed improvements.
The future Pine Tree Lane has been reconfigured and consists of 20 feet of paving and 4
feet of decomposed granite for the bridle trail. The slope for the future street will vary
from 14 to 17%. The cul-de-sac bulb at the end of Pine Tree Lane is proposed to be
compatible with this subdivision and the related parcel maps for the adjacent properties of
10 and 7 Pine Tree Lane, respectively, Zoning Case 448, Subdivision No. 82, Tentative
Parcel Map No. 21400 (Hassoldt); and Zoning Case No. 449, Subdivision No. 83, Tentative
Parcel Map No. 22334 (Smith).
Presently, Zoning Case No. 448 has been withdrawn for one year by the applicants and the
City Council has remanded Zoning Case No. 449 back to the Planning Commission for
additional evaluation of a denial recommendation by the Planning Commission.
As with many of the roads in Rolling Hills, the proposed design of Pine Tree Lane does not
meet Road Department minimum public roadwaystandards which are:
1. Standard minimum paving is 14'/14' with a 4' inverted shoulder on each side which
totals 36 feet in width.
2. Anything graded more than 10-15% maximum slope, must have a 350 degree
centerline radius. 250 degrees is permitted for a less than 10% slope.

The Planning Commission reviewed the Road Department's recommendations and found
that the proposed 20 feet of paving and 4 feet of decomposed granite to the bridle trail is
appropriate for the City of Rolling Hills.
The purpose of this item before the Traffic Commission, it to review the proposed roadway
improvements and the cul-de-sac, gather input from any property owners who attend the
meeting, receive input from the Traffic Engineer, and establish findings relative to this
proposal.

Meeting to consider the above reference case on Friday, February 18, 1994, beginning at
8:30 a.m.
Please arrange for appropriate staking of the roadway design and the radius of the cul-de-
sac bulb as it is proposed. If any driveways, either existing or proposed are identifiable,
please stake these locations also.

construction of a cul-de-sac bulb turn -around in conjunction with a 2 -lot subdivision

You are welcome to attend and participate in the Traffic Commission Meeting which will
begin at City Hall at 8:30 a.m. on Friday, February 18, 1994. It is anticipated that members
of the Traffic Commission will adjourn to a field inspection of the site and receive input
from the Traffic Engineer at the meeting. Should you wish to discuss this further, please
