Attached for consideration is Resolution No. 706 authorizing the City of Rolling Hills to
apply for funds under the Transportation Development Act (SB 821).
In Fiscal year 1992-1993, $837 has been allocated by the County of Los Angeles to be
received by the City of Rolling Hills for appropriate pedestrian or bikeway improvements.
It would be in order for members of the City Council to adopt attached Resolution No. 706
claiming the Fiscal Year 1992-93 Funds and holding these funds until an appropriate project
can be identified.

Recently the City of Rolling Hills received check #0046433 from the County of Los Angeles
for $589.00. This money was allocated to the City from LACTC through TDA Article 3,
1989-90 funds (please see attached forms). Although Rolling Hills had no intention of
requesting any reserve funds at the time, the check was issued. We have cleared the
misunderstanding with LACTC via Mr. Bryce Little of the South Bay Area Team. Thus,
upon suggestion from Mr. Little, we are returning the check with the intention that the
funds will be reserved again into the City's account.

RECOMMENDATION
It is recommended that members of the City Council adopt the attached Resolution
reserving SB 821 funds for fiscal year 1991-92.
BACKGROUND
The Los Angeles County Transportation Commission has notified Rolling Hills of
fiscal year 1991-92 apportionment amounts available for bicycle and pedestrian
facilities. The City is elligible to receive $571.00 in funding. Prior year
reserves total $1,191. Attached is Resolution No. 653 which must be submitted
to the Los Angeles County Transportation Commission with the appropriate claim
forms in order to reserve the 1991-92 funds. This will be the third year
Rolling Hills has reserved SB 821 funds.

Craig, I spoke with Sue Perry from LACTC to get a progress report of our
application. She informed me that Nalini Ahuja is now handling our case.
Ms. Ahuja is in the process of setting up a meeting between the County
Auditor and members of the LACIC Accounting Department to begin work to
unlapse the funds.

City Manager Nealis reported that the City is eligible to
claim $602 of SB 821 monies this year, which will be added to the
current reserve balance of $589. Rolling Hills Estates has
indicated they would like to use the funds for pedestrian/bicycle
improvements to Palos Verdes Drive North.

It has recently come to our attention that we have not received your city's application for
TDA Article 3 (SB821) funds for bicycle and pedestrian facilities.
Under LACTC requirements, all cities in Los Angeles County are required to submit
applications for local funding. Applications for FY 1990-91 were to be received no later
than November 20, 1990. Without your application we will be required to lapse $602.00
of unclaimed funds available to your city.
To ensure that TDA Article 3 funds continue to support the city's transportation
programs, please complete and return no later than Friday, June 7, the enclosed
application (claim, expense and revenue forms and city resolution) with instructions to
disburse or reserve funds.
If we do not receive your city's application by this date, we will have no other recourse
than to request that the County Auditor -Controller lapse said unclaimed funds for FY
1990-91.
For your information, our records show that the city's current reserve of TDA Article 3
funds total $589.00. This amount is available 'to 'draw down or remain in reserve.

We need to submit the claim form on page Ir9 to the county describing what
projects we'd like to do with the $602 dollars allotted to the city. The
money can be re -reserved every year; after 3 years, the county will decide if
we can keep reserving the funds. At this time, the county is unsure of the
amount of funds the city has in reserve (it is thought to be $589 dollars).
The line on the claim.form inquiring about our reserve money should be left
blank until the county can verify the amount. We also flood to send in a
resolution (a sample resolution is provided on page Ir11). If we cannot send
the resolution in with the claim form, we need to attach a note explaining
that a resolution will follow after the next council meeting.
. Also, as I mentioned before, the county does not have on file any past
descriptions for the city concerning the use of the apportioned sums of
money.

The Los Angeles County Transportation Commission (LACTC) invites
your agency to apply for bicycle and pedestrian facilities funding
available under Article 3 of the Transportation Development Act
(SB 821). This year $2,524,200 is available to local jurisdic-
tions according to their population. 'In addition, approximately -
$1,748,092 will be allocated on a competitive basis to projects of
regional significance. Agencies wishing to claim their Local
Apportionment should refer to Section I of this packet. Agencies
wishing to complete for Regional funds should refer to both Sec-
tions I and II.
Section I (the 1990-91 Local TDA Article 3 claim forms) must be
received no later than November 20, 1990. Local funds which
remain unclaimed on July 1, 1991 will lapse and be added to the
FY 1991-92 Regional TDA Article 3 funds.
Section II (the 1990-91 Regional TDA Article 3 Regional funds
application) must be returned by November 2, 1990 in order to be
considered for the competitive funds.

SECTION I INSTRUCTIONS - CLAIMING LOCAL APPORTIONMENT FUNDS
A total of $2,524,200 of Fiscal Year 1990-91 Los Angeles County TDA
Article 3 funds will be available to local agencies according to
their percentage of the county's population this year. Chart I
shows how local TDA Article 3 funding has been, apportioned.
Local Apportionment TDA Article 3 funds may be used for the follow-
ing activities relating to pedestrian and bicycle facilities (in- 1`
cluding sidewalk wheelchair ramps): f
QPreliminary engineering leading to construction;.
Right-of-way acquisition;
QConstruction and reconstruction;
QRepair and maintenance (off-street bikeways only); and,
Purchase and installation of features such as bike parking
racks, benches, drinking fountains, and changing rooms which
are accessible to the general public.
QBicycle safety programs
In order to claim Article 3 funds, agencies must fill out the
following forms and return them to.LACTC:
o Claim Form;
o Revenue and Expense Form; and,
o Local agency certified resolution (see attached sample).
These forms should be submitted by November 20, 1990, in order to
receive funds by January, 1991, the earliest possible date. If the
funds being claimed will be expended during the coming year, your
jurisdiction will receive a check for the amount needed. Under
state law, funds not needed during the coming year will be held in
reserve and transferred to the jurisdiction whenever they are
needed. Local funds which remain unclaimed on July 1,- 1991 will
lapse and be added to the FY 1991-92 Regional TDA Article 3 funds.
When filling out forms, agencies should refer to the following
instructions, as well as the FY 1990-91 Los Angeles County Trans-
portation Commission LLACTC) Guide to the TDA Prodram and the FDA
Statutes and Administrative Code for 1988 (attached).

A RESOLUTION OF THE CITY COUNCIL OF THE
COUNTY OF APPROVING
THE APPLICATION FOR BICYCLE AND/OR PEDESTRIAN
FUNDS UNDER SB 821 AND APPROVING THE ADOPTION
OF ITS BICYCLE AND/OR PEDESTRIAN PLAN.
WHEREAS, SB 821 provides that 2% of each county's total local
Transportation Fund be annually set aside and used to fund the
development of bicycle and pedestrian facilities; and
WHEREAS, the City of desires to con-
struct the master bikeway system within their city utilizing the
funds available under SB 821.
NOW, THEREFORE, the City Council of the City of

SECTION II INSTRUCTIONS
APPLYING FOR REGIONAL DISCRETIONARY _FUNDS
This year, $1,748,092 of TDA Article 3 funds will be available for
bikeway and pedestrian projects of regional significance. These
Regional funds will be allocated at the discretion of the Commis-
sion for new facility construction, major reconstruction, or for
off-street bikeway maintenance. Funds allocated to new facilities
must be spent within two years of allocation, unless a one-year
extension is granted by the LACTC. TDA accounting policies
specify that agencies with projects receiving discretionary TDA
Article 3 funds that are built for less than the original
allocation must return the excess funds to the discretionary
account. Funds allocated for bikeway maintenance must be spent
within one year of receipt.

A description of the facility construction and off-street bikeway
maintenance portions of the Regional fund follows:
Facility Construction - Eligible uses of regional funds for facil-
ity construction include:
o Construction of Class I, or II bikeways;
o Amenities for bikeway users including public showers,
changing facilities and bicycle storage areas.
In order to be considered for funding, all new facility construc-
tion projects must satisfy the design parameters listed on Page
R-3, Chart II. Proposals which fill these requirements will be

evaluated, based on the following criteria:

on page R-3, Chart II);
o Commuter bikeway status (as defined on page R-4);

Off -Street Bikeway Maintenance - The Commission will consider
allocation of approximately S349,618 of Regional funds for mainte-
nance of off-street bikeways funded prior to Fiscal Year 1986-87.
Maintenance funds must be expended within one year of receipt.
Commission staff will evaluate proposed maintenance projects by
the following criteria: -
o Bikeway use (determined by actual counts);
o Ability to improve bicycling safety;.
o Matching funds;
o Cost-effectiveness; and,
o Community support.

BIKEWAY DESIGN PARAMETERS
Recipients of TDA Article 3 Regional Bikeway funds should consider
the following design parameters when constructing a regional
bikeway:
1. The cost of secure bicycle parking at major destination
points accessible to the public (such as schools or parks)
should be included in the bikeway construction cost.1
2. To maximize off-street (Class I) bikeway usage, access points
should be frequent and convenient.2 As a guideline, access
points to off-street bikeways should be provided at all major
arterials, and should be no less frequent than every half a
mile.
3. It is recommended that recipients of regional funds use
standard post -type motor vehicle entrance barriers for off-
street bikeways instead of hurdle -type entrance barriers.3
4. Phased commuter bikeway construction should begin at a
destination point, such as a school or business district, and
progress toward a residential area. This type of phasing
will enable the highest ridership portions of the bikeway to
be built first.

4.2 GENERAL GD'IDELINES
Under LACTC policy, the annual Article 3
apportionment is divided into tvo programs:
Local (60% of total funds) and Regional
Bikeway (404 of total funds) .. . Local funds are
available to cities and the County based on
population for eligible projects as specified
in PUC Section 99234.

4.3.1 Bikeway projects submitted for approval must
be consistent with claimant's adopted general
plan or master plan for bikeways. Only
projects which are included in such plans may
be approved for funding. Consistency with
plans will be determined by LACTC.

RECOMMENDATION
It is recommended that members of the City Council adopt the
attached Resolution and that the City Manager be designated to
enter into discussion with neighboring cities relative to proposed
mutually agreeable uses for the subject funds.
BACKGROUND
Attached to this Staff Report is a Resolution approving the
application for Bicycle and/or Pedestrian Funds authorized under SB
821. Each year, cities within the County of Los Angeles are
required to adopt the appropriate Resolution claiming these funds.
This year, we have been informed that the City has the ability to
claim $602 in appropriate SB 821 monies. Prior year reserves total
$589.
As you recall, these funds are used for bicycle and/or pedestrian
improvements along public roadways.

WHEREAS, SB 821 provides that 2% of each County's total

WHEREAS, the City of Rolling Hills comprises .02% of
population of Los Angeles County, therefore, the City has been
apportioned $602 from the local fund; and
WHEREAS, at this time, the City wishes to reserve the
said $602 to be utilized at a later date for an eligible use.
NOW, THEREFORE, the City Council of the City of Rolling
Hills does hereby resolve as follows:
SECTION 1. That the FY 90-91 funding of the $602
allocated by the County of Los Angeles to the City of Rolling Hills
for bicycle and pedestrian facilities. is requested to be reserved.
SECTION 2. That the City has completed the necessary
documentation for the Los Angeles County Transportation Commission
claiming the funds for an appropriate eligible program.

A total of $2,524,200 of Fiscal Year 1990-91 Los Angeles County TDA
Article 3 funds will be available to local agencies according
o
their percentage of the county's population this year. Chart I
shows how local TDA Article 3 funding has been apportioned.
Local Apportionment TDA Article 3 funds may be used for the follow-
ing activities relating to pedestrian and bicycle facilities (in-
cluding sidewalk wheelchair ramps):-
- Preliminary engineering leading to construction;
- Right-of-way acquisition;
- Construction and reconstruction;
- Repair and maintenance (off-street bikeways only); and,
- Purchase and installation of features such as bike parking
racks, benches, drinking fountains, and changing rooms which
are accessible to the general public.
- Bicycle safety programs
In order to claim Article 3 funds, agencies must fill out the
following forms and return them to LACTC:
o Claim Form;
o Revenue and Expense Form; and,
o Local agency certified resolution (see attached sample).
These forms should be submitted by November 20, 1990, in order to
receive funds by January, 1991, the earliest possible date. If the
funds being claimed will be expended during the coming year, your
jurisdiction will receive a check for the amount needed. Under
state law, funds not needed during the coming year will be held in
reserve and transferred to the jurisdiction whenever they are
