Date: 03/28/2024 TO:HONORABLE CHAIR AND MEMBERS OF THE TRAFFIC COMMISSION FROM:JOHN SIGNO, DIRECTOR OF PLANNING & COMMUNITY SERVICES THRU:KARINA BAÑALES, CITY MANAGER SUBJECT:STREET PARKING AND OVERNIGHT PARKING ON PORTUGUESE BEND ROAD AND OTHER AREAS OF THE CITY DATE:March 28, 2024 BACKGROUND: This item was brought to the attention of the Traffic Commission at its December 11, 2023 meeting. The Traffic Commission directed staff to research the issue and prepare it for discussion at the next meeting. DISCUSSION: Per the Rolling Hills Municipal Code (RHMC): 10.52.210 - All-night parking prohibited. No person shall stop, stand or park a vehicle on any road for a period of time longer than one hour between the hours of two a.m. and four a.m. of any day , except authorized emergency vehicles and the vehicle of any regularly licensed physician when engaged in making professional calls. 10.52.250 - Parking over seventy-two hours prohibited. No person who owns or has possession, custody or control of any vehicle shall park such vehicle upon any road for more than a consecutive period of seventy-two hours. Enforcement during the holiday season was difficult because of holiday festivities and overnight guests. Rather than enforcing the parking prohibitions immediately during the holiday season, reminders were sent to residents via the City's newsletter. The Sheriff's Department has no reports on overnight parking, but can patrol the City to monitor prolonged and overnight parking, including the hours of two a.m. and four p.m. Regarding parking of a horse trailer in front of 20 Portuguese Bend Road, staff did observe the horse trailer on several occasions, but it did not violate the regulations above. Staff does not have the ability to observe street parking after hours, including nights and weekends, but noticed the horse trailer would be parked for a couple hours and moved the same day. More recently, staff has not observed the horse trailer parked at that location. 16 FISCAL IMPACT: Public safety and traffic safety are paid under the contract with the LA County Sheriff's Department. Date: 03/28/2024 TO:HONORABLE CHAIR AND MEMBERS OF THE TRAFFIC COMMISSION FROM:JOHN SIGNO, DIRECTOR OF PLANNING & COMMUNITY SERVICES THRU:KARINA BAÑALES, CITY MANAGER SUBJECT:TRAFFIC CONCERNS AT EASTFIELD GATE ENTERING FROM PALOS VERDES DRIVE EAST DATE:March 28, 2024 BACKGROUND: On February 23, 2024, City staff received an email from Laurie Brodie regarding safety concerns at the Eastfield Gate when entering from Palos Verdes Drive East. Ms. Brodie is requesting a "pull forward" sign on Palos Verdes Drive East at the entrance to Eastfield Drive due to prolonged queuing at the gate. The email was forwarded to City Council at their March 11, 2024 meeting under public comment in which Mayor Mirsch directed staff to place an item on an agenda. Since this is a traffic-related issue, it is being referred to the Traffic Commission for consideration. DISCUSSION: The issues were forwarded to the Traffic Engineer for consideration. The Traffic Engineer spoke to Ms. Brodie and offered to meet her at the location for further discussion. The Traffic Engineer also spoke to the gate attendant at the Eastfield Gate. According to the attendant, the queuing backup is temporary occurring just before 7 a.m. and lasts approximately 5 minutes. Staff can provide a verbal report to the Traffic Commission at the meeting. Commissioner Bobit requests the Sheriff to post someone there from time-to-time. 2) At a recent RHCA Board Meeting a resident, who walks a lot on Crest Road, suggested placing a sign with the word "Absolute" under the 30 mph speed limits signs on Crest. This long-time resident claims that years ago a horizontal sign with the word "Absolute" was incorporated onto the sign posts and helped slow down traffic. Staff has also been contacted about speeding concerns on Crest Road, which may be the same speaker that attended the RHCA Board Meeting. Staff informed the resident the City is contracted with LA County Sheriffs and a presentation from the Sheriffs is given to the Traffic Commission. The resident was invited to attend. DISCUSSION: The issues were forwarded to the Traffic Engineer and Sheriff's Department for consideration. FISCAL IMPACT: None. RECOMMENDATION: Discuss and provide direction. However, due to a conflict for Chair Pat Wilson, it is advised the meeting be rescheduled to a date in which there is a quorum. DISCUSSION: For alternate dates, the following are recommended: Thursday, May 16 at 8:30 a.m. Thursday, May 30 at 8:30 a.m. If those dates do not work, the Traffic Commission can discuss other dates and times in which there is a quorum.
