BACKGROUND:
On July 25, 2024, the Traffic Commission reviewed a request by the Rolling Hills Community
Association (RHCA) to install a caution sign along the southbound lane of Portuguese Bend
Road, just north of Ranchero Road to warn drivers to slow down due to a bump, drop-off, or
uneven pavement ahead (Attachment A). Traffic Engineer Vanessa Munoz reviewed the
request and provided direction on sign type, language, and location (Attachment B). At the
conclusion of the meeting, the Traffic Commission voted to remove the "slide" verbiage and
ensure the sign does not exceed seven feet in height. Motion carried, 4-1 (Commissioner
Raine dissenting), to approve the sign.
On September 23, 2024, City Council was made aware of the Traffic Commission's decision to
install the new sign.
DISCUSSION:
Traffic Engineer Munoz revised the plan as directed by the Traffic Commission to remover the
"slide" verbiage. The revised sign reads "Uneven Pavement Slow Down" (Attachment 3). It is
approximately 100 feet north of Ranchero Road facing southbound traffic on Portuguese Bend
Road South.
A service request was submitted to LA County Public Works to install the sign. Since LA
County does not stock wooden poles as requested in kind by the City, a special order had to
be placed. The sign was installed the first week of October 2024. The new sign is shown in
Attachment D.
FISCAL IMPACT:
The City has a contract with the Los Angeles County Public Works Department for
maintenance and installation of traffic signs. Funds are paid out of the general fund. For Fiscal
Year 2024-25, the City has budgeted $19,100 for repairs and maintenance, including traffic

signs. The estimate to install this sign is $600.
RECOMMENDATION:
Receive and file. This is to report the installation of a sign approved by the Traffic
Commission.

Thanks for going over this earlier today.
RHCA is asking for a traffic sign along the southbound lane of Portuguese Bend Road, just north of Ranchero Road to
warn drivers to drive slowly because there is a bump / drop off / uneven pavement ahead – whatever is the appropriate
language.
Below is the Google Earth view I promised. The area in red is where the road is separaƟng and dropping. We are seeing
up to a 2” drop a week right now. The yellow line is our suggesƟon for the locaƟon of the sign, but we leave it to
Vanessa and her team to select the appropriate place.
The issue we are trying to address is that the road is dropping, so there can be a severe bump and there is limited to no
visibility of the cars coming up the hill (northbound) on Portuguese Bend Road on the other side of the area in red.
We are mostly concerned about drivers who are not familiar with the area – amazon, rideshare or postmates, especially
at night. We don’t want them going off the “ski jump” ledge and end up in a ditch along side the road.

Memorandum

SUBJECT: Portuguese Bend Road South at Ranchero Road Sign
This memorandum is in response to the request by the city to review and provide input to
a sign installation for southbound traffic north of the intersection of Portuguese Bend Road
South and Ranchero Road. The objective of the sign is to notify drivers in advance of
approaching the intersection about the roadway uneven pavement and deep grades due
to the active fault in the area.
A customized warning sign with a high visibility yellow reflectivity sheeting reading “slide
area uneven pavement slow down” together with a high visibility yellow reflective sheeting
warning sign (W13-1P) “10 mph” shall be placed 100-feet north of Ranchero Road facing
southbound traffic on Portuguese Bend Road South, making sure no trees obstruct the
sign installation. The new sign combination shall be installed with a 7-foot clearance from
bottom of lowest sign. See enclosed Exhibit “A” as reference. The old post and 10mph
(W13-1P) sign should be removed, as the sign is old and faded and most likely the
reflective sheeting has worn off and won’t be visible at nighttime.

BACKGROUND:
The Los Angeles County Sheriff's Department provides traffic enforcement and other public
safety services for the City of Rolling Hills. Hazardous citations are usually moving violations
such as speeding, unsafe turning, following too closely, etc. Non-hazardous citations consist
of broken taillights, seatbelt violations, no license plates etc. Speeding tickets are usually
issued using radar or lidar (light detection and ranging).
The Sheriff's Department provides regular enforcement covered under a contract with two
other Peninsula cities. Supplemental enforcement is under a separate fund that covers
overtime for officers.

BACKGROUND:
This item was put on the agenda at the request of Commission Raine at the July 25, 2024,
Traffic Commission meeting. The item was previously discussed on May 30, 2024, in which
the Traffic Commission unanimously received and filed the item making no changes to
signage and keeping the status quo.
On September 26, 2024, the Traffic Commission discussed this item and directed staff and the
Traffic Engineer to provide improved signage to address the dead end and evacuation at the
Crest East gate. The Commission also wanted to raise the signs and have RHCA look at
lighting options. The staff report for the September 26th meeting is included in Attachment 1.
Previous Discussions
This item was discussed at the September 28, 2023, Traffic Commission meeting. City Traffic
Engineer Vanessa Munoz investigated the issue and recommended signage be replaced with
taller signs. The Commission took no action but indicated the issue involved more than just the
City.
On December 11, 2023, the Traffic Commission voted to recommend signage prior to the
Crest Road East gate at Eastfield Drive that directs vehicular egress during an emergency.
The Traffic Commission also requested the Traffic Engineer to recommend combining existing
traffic signs with emergency egress signs.
History
At the September 11, 2023 City Council meeting, the Mayor directed staff to include an item
on the Traffic Commission's agenda regarding emergency signage posted on Crest Road East
near the egress gate. The direction was given after Alfred Visco provided public comment

requesting the sign at the intersection of Crest Road East and Eastfield Drive, which leads to
the locked Crest Road East gate, be changed to indicate "emergency evacuation only when
green lights flashing" or something similar. During an emergency, the gate can be opened,
and the flashing lights can direct evacuating vehicles toward the exit. During non-emergencies,
drivers have been known to drive to the end of Crest Road East only to find out the gate is
locked and there is no exit. Mr. Visco brought the issue to the attention of RHCA, but they
referred him to the City. He indicated the existing signs were reviewed and approved by the
Traffic Commission.
DISCUSSION:
Staff discussed this issue previously with Kristen Raig of the Rolling Hills Community
Association (RHCA) and she indicated no change should be made. Staff contacted Ms. Raig
prior to the September 26, 2024 meeting, and her position had not changed. RHCA already
has remote access to the gate and can open it in an emergency. During an emergency, the
emergency operations center (EOC) or command center will be able to direct residents to
appropriate exits. The Fire Department and Sheriff's Department will also assist with
evacuation. Staff reached out again to Ms. Raig prior to the November 21, 2024 meeting and
her position has not changed.
City Traffic Engineer Vanessa Munoz re-reviewed the signage issue and found no need for
additional signs. However, she recommends raising the signs to a height of seven feet to
improve visibility per the California Manual of Uniform Traffic Control Devices (CA MUTCD). In
terms of signage for emergency access, the current warning sign indicates that the roadway is
for emergency vehicle use. Ms. Munoz recommends replacing this with signage that reads
either “Emergency and Authorized Vehicles Only” or “Emergency Vehicle Route” at a height of
seven feet. Adding a flashing beacon above this sign could further alert drivers that the gate is
open in an emergency; however, the beacon is optional, as the sign alone should adequately
direct unauthorized drivers not to proceed (see Attachment 2). Additionally, hardwiring the
beacon would require a connection to RHCA's gate system, which as alluded to earlier, is not
supported by RHCA.
Any action has been determined to not have a significant effect on the environment and is
categorically exempt from the provisions of CEQA pursuant to Section 15301(g) (Existing
Facilities; signs) and 15311(a) (Accessory Structures, on-premise signs) of the CEQA
Guidelines, which exempts new copy on existing on and off-premise signs and on-premise
signs.
FISCAL IMPACT:
New or replacement signage would require an expense through LA County Public Works for
procurement and installation.
RECOMMENDATION:
Receive and file. Provide direction to staff.

included as Attachment C.

unnecessary. As mentioned by Kristen, emergency personnel will be able to direct residents to
appropriate exits. However, to improve visibility the signs could be replaced in kind at a height
of seven feet.

SUBJECT: Crest Road and Eastfield Drive – End of Road Signage Review
This memorandum is in response to the request by the city to review the signage for the
dead end road on Crest Road east of Eastfield Drive.
Based on my review of the signage in the field, there is no need to supplement the
existing signage. However, the signs are not at the recommended height per the
California Manual of Uniform Traffic Control Devices and are worn out. Placing the signs
at the correct height allows drivers to view the signs at a greater distance and make the
necessary decisions prior to reaching the intersection of Crest Road and Eastfield Drive.
When signs are lower than recommended, drivers’ line of sight may take longer to read
the information, therefore, require greater time to react and decide what next steps to
take. Furthermore, the signs in the field should be replaced once the retro reflectivity of
the sign has worn down since this makes it difficult to see but particularly at night. Since
this requires greater analysis and it can be costly, it is a common practice by cities to
replace the signs with roadway resurfacing projects or have a sign replacement program.
To improve the compliance with the signs, I recommend the signs be replaced in kind but
installed at a height of 7-feet.

SUBJECT: Crest Road and Eastfield Drive – End of Road Signage Review
This memorandum responds to the city’s request for a review of signage along the dead-end
section of Crest Road, east of Eastfield Drive. This assessment builds upon my September 2023
recommendation, considering the daily traffic on this dead-end road and its potential use as an
emergency exit.
Following a field review of the signage, I found no need for additional signs. However, the existing
signs do not meet the height requirements set by the California Manual of Uniform Traffic Control
Devices (CA MUTCD), are visibly worn, and likely offer minimal retroreflectivity. Raising these
signs to the recommended height of 7 feet above the road surface would improve visibility,
allowing drivers to see and respond to the signs from a greater distance as they approach the
intersection with Eastfield Drive.
Signs placed below the recommended height may fall outside drivers’ line of sight, requiring more
reaction time to process information. Furthermore, these signs should be scheduled for
replacement when retroreflectivity deteriorates beyond its effective lifespan, as worn signs are
harder to see, particularly at night. Incorporating signage replacements into scheduled roadway
resurfacing or maintenance projects would be a cost-effective way to ensure that all signage
remains clear and compliant.
In terms of signage for emergency access, the current warning sign indicates that the roadway is
for emergency vehicle use. I recommend replacing this with signage that reads either “Emergency
and Authorized Vehicles Only” or “Emergency Vehicle Route” and mounting it at 7 feet above the
road surface for enhanced visibility. Adding a flashing beacon above this sign could further alert
drivers that the gate is open in an emergency; however, the beacon is optional, as the sign alone

To ensure compliance and optimal visibility of the signage in this dead-end section, I recommend
replacing the signs as shown in Exhibit “A,” updating them for greater retroreflectivity, and
installing them at the recommended height of 7 feet above the ground.
