Chair Wilson asked about the installation of a convex mirror on Portuguese Bend Road near Ranchero Road.
Staff will follow up with the RHCA.
Commissioner Raine asked about vegetation near the end of Crest Road East. Vice Chair Bobit noted that
the RHCA was discussing vegetation removal related to the potential widening of the access road to 20 feet
for improved emergency vehicle ingress as well as resident egress during an evacuation.
13. MATTERS FROM STAFF
City Clerk / Executive Assistant to the City Manager Horvath noted that the Crest Road East Utility
Undergrounding project construction would be completed by the end of January and then have a 3-month
grant closeout period.

BACKGROUND:
The Los Angeles County Sheriff's Department (LASD) provides traffic enforcement and other
public safety services for the City of Rolling Hills under a multi-jurisdictional contract with
Rolling Hills Estates and Rancho Palos Verdes.
Supplemental traffic enforcement, utilizing deputies on overtime, is specific to the City of
Rolling Hills. It is covered via a separate agreement with the LASD and funded though the
COPS fund.
Hazardous citations are usually moving violations such as speeding, unsafe turning, following
too closely, etc. Non-hazardous citations consist of broken taillights, seatbelt violations, no
license plates etc. Speeding tickets are usually issued using radar or lidar (light detection and
ranging).

continue to do so at each subsequent commission meeting.

BACKGROUND:
On February 20, 2025, The Rolling Hills Community Association (RHCA) presented an item
before their Board regarding the estimated costs for widening access at the locked gate on
Crest Road East. (Minutes Attached)
DISCUSSION:
The RHCA Manager has provided the following update and information:
RHCA is removing the vegetation on the north side of the roadway, including the trees.
RHCA is moving the existing 3-rail fence about 8-10' to the north.
RHCA is moving the wrought iron fence outside the gate to square it off with the chain
link fence and widen the access area.
Once all the vegetation has been removed, the Board will schedule a field trip in April,
2025 to look at the new space and consider the following:
replacing the single lane slide gate with a double gate
moving the existing utility pole and electric equipment
paving the area cleared of vegetation
The utilities have their hand holes in the newly cleared areas. RHCA needs to confirm
that these are traffic-rated covers.
After all of the improvements are made, the RHCA would like that newly open area to be a
designated fire lane and prohibit parking in that area.

A regular meeting of the Board of Directors of the Rolling Hills Community Association was held
at 7:30 P.M., Thursday, February 20, 2025, in the Association Administration Building at
1 Portuguese Bend Road, Rolling Hills, California.

President Occhipinti called the meeting to order at 7:36 P.M.
REPORT ON EXECUTIVE SESSION
President Occhipinti reported that the Board took the following actions at the January 23, 2025
and February 6, 2025 executive session:
• Approved the January 23, 2025 and February 6, 2025 Executive minutes.
• Discussed the court’s decision on the legal fees in the Colyear v. RHCA case.
• Discussed RHCA v. Cashman
• Discussed road drains
• Discussed fire mitigation and vegetation management
• Discussed Anderson v. Cal Water/Roth v. Cal Water case
APPROVAL OF MINUTES – February 6, 2025
A motion was made to approve the draft minutes of the February 6, 2025, meeting as presented.

PAYMENT OF BILLS
Director Bobit made a motion to approve checks numbered 27529 through 27554, and one online
payment for a total of $22,142.02. s. Director Lorig, the motion passed unanimously.

Director Bobit made a motion to approve a fund transfer of $100,000 to the US Bank money
market account to the US Bank checking account. s. Director, Lorig, the motion passed

DELINQUENT ASSESSMENTS
Manager Raig reported that there were no major changes in the delinquent assessment totals.
The delinquent assessments were accepted for the file.
FINACIAL STATEMENT – JANUARY 31, 2024
The financial statements were accepted for the file.
OLD BUSINESS
Estimated Cost for Widening Crest Road East and Locked Gate
Manager Raig presented an updated itemized list of estimated costs for widening access at the
locked gate on Crest Road East.
The Board considered proposals for various options for widening the road and installing a double
automatic gate.
Director McKinnie made a motion to approve moving forward with clearing the vegetation from
the easement on the north side of the street, moving the 3-rail fence and moving the wrought iron
fence outside the gate. The Board will then visit the site to make final decisions on the gate, paving
and moving the electrical equipment. s. Director Lorig.
The Board heard comments from residents encouraging the board to do the entire project at once
and to meet the requirements of Internation Fire Code Chapter 100 for gates.
Director Smith amended the motion to include that the improvements are being made with the
intention to install a double gate. The motion passed unanimously.
Fire Recommendation Regarding Palm Trees
Manager Raig reported that at the last meeting the Board asked staff to research if all types of
palm trees are equal in terms of fire risk. She was able to locate a fuel modification document
from LA County Fire from 2022 stating that palm trees with fiber trunks are most dangerous
should not be planted in areas that are high fire hazard areas and that all but one property had
palm trees with fibrous or palm frond stem attachments along the trunks.
The Board heard member comments requesting that RHCA also remove the palm tress in the
canyons and trails.

The Board agreed to proceed with removing the palm trees from the road easements as approved
at the last meeting.
Vegetation Management and Fire Mitigation – Ideas to Consider
President Occhipinti made a motion to appoint Director Ty Bobit and her to a fire mitigation ad-
hoc committee to review the mitigation ideas and make recommendations to the Board. s.
Director Smith, the motion passed unanimously.
The Board heard comments suggesting the Board expand their focus to include all easements,
vacant parcels, and Storm Hill Park.
Director Lorig asked them to consider prioritizing intersections along evacuation routes.
Director McKinnie asked them to think about how to get homeowners involved and encourage
them to clear their private property.
NEW BUSINESS
Report from McGee Survey Consulting – GPS Monitoring in Areas with Land Movement
Manager Raig reported that the February 8 data is almost the same as last month.
Reinstatement of Resolution 193 as RHCA View Policy
President Occhipinti explained that an updated version of Resolution 193 is in the Board meeting
info package. She said that the Colyear decision had invalidated Resolution 220 and made a
motion to reinstate the prior view policy Resolution 193 where view complaints can only be filed
against properties with the view language in the deed. s. Director Bobit, the motion passed
unanimously.
A member of the community objected to the policy because it is not equitable.
2025 Annual Meeting Minutes Draft
The Board noted that the minutes are too detailed and asked that they be edited down.
Proposed Changes to RHCA Election Rules
The matter was held on the agenda.

Propane Tanks Safety Valve
Director Occhipinti reported that at the Block Captain meeting they were informed that propane
tanks will not blow up in a fire because they have a valve temperature pressure relief valve that
will release when they get too hot.
Water Main Leak Gas Leak and Power Outage on Johns Canyon
Director Smith and Director Bobit reported on water main leaks on Johns Canyon and Buggy
Whip, and the gas leak on Johns Canyon and power outage as signs of the community’s aging
infrastructure.
MATTERS TO BE PRESENED BY MEMBERS OF THE STAFF
Maintenance Supervisor Report
Maintenance Supervisor Arty Beckler reported the following:
• They are continuing to clear drains after the previous week’s rain storms.
• The gate arm sensor at the Crest gate has been fixed.
• The overhanging trees will be trimmed on March 17th and 18th.
• There was a water main and gas leak at Johns Canyon and the power went out because
the gas company hit the electrical lines.
• There was a water main leak on Buggy Whip today that was resolved.
• There were no emergency calls during the rainstorms, and everything has been cleaned
up.
2025 Trail Closure
Maintenance Supervisor Arty Beckler reported that the Association closes the trails once a year
and it is usually done during the first part of the year, and the trails were closed in January.

BACKGROUND:
Rolling Hills Traffic Commissioners serve four-year terms. Government Code Section 54972,
also known as the Maddy Act, requires that each legislative body, on or before December 31
of each year, shall prepare an appointments list of all regular and ongoing boards,
commissions, and committees which are appointed by the legislative body of the local agency.
In the event of an unanticipated vacancy, California Code, Government Code Section 36512
(a) stipulates: If a vacancy occurs in an appointive office provided for in this chapter, the
council shall fill the vacancy by appointment. A person appointed to fill a vacancy holds office
for the unexpired term of the former incumbent.
California Code, Government Code Section 54974 (a) stipulates: Whenever an unscheduled
vacancy occurs in any board, commission, or committee for which the legislative body has the
appointing power, whether due to resignation, death, termination, or other causes, a special
vacancy notice shall be posted in the office of the clerk of the local agency, on either the local
agency's Internet Web site or at the library designated pursuant to Section 54973, and in other
places as directed by the legislative body, not earlier than 20 days before or not later than 20
days after the vacancy occurs. Final appointment to the board, commission, or committee
shall not be made by the legislative body for at least 10 working days after the posting of the
notice in the clerk's office.
(b) Notwithstanding subdivision (a), the legislative body may, if it finds that an emergency
exists, fill the unscheduled vacancy immediately. A person appointed to fill the vacancy shall
serve only on an acting basis until the final appointment is made pursuant to this section.
DISCUSSION:
Based on information received in recent months, it appears that longtime Traffic

Commissioner Dr. Val Margeta will be unable to complete her current term on the Traffic
Commission. Staff seeks direction from the Commission regarding notifying the City Council at
their next meeting and officially declaring the seat vacant.
