The Women's Community Club of Rolling Hills will host their annual Children's Holiday Party for residents and their families at City Hall this Sunday, December 7th from 1-3pm. Meet Santa and Mrs. Claus, and enjoy snow play, sledding, toddler bouncy house, games, light snacks, refreshments, and Fire Department toy drive (please bring unwrapped toys or sports equipment). Don’t forget to stop by ELF MARKETPLACE offering festive homemade wreaths, fairy lit houses, embellished horseshoe ornaments and a variety of home baked breads, available with your donation! SHARE A HOLIDAY ORNAMENT FOR THE CITY HALL CHRISTMAS TREE THIS HOLIDAY SEASON The City invites residents to share an ornament for placement on the City Christmas Tree ahead of the Holiday Open House. Bring your ornament to City Hall during regular office hours (7:30am-5pm) by December 8. CHRISTMAS TREE RECYCLING PROGRAM December 26 through January 13 Place tree next to your green waste, with decorations and stands removed. Republic will mulch and compost. Flocked trees and trees coated with fire retardant will be accepted. Please cut trees over six feet in half. Do not place trees in plastic bags. Questions? If interested – please contact City Manager Karina Bañales for more information at 310-377-1521. • Emergency Outdoor Siren Project o The SAFE Network - HQE Systems, the City’s siren vendor, is scheduled to begin installing the SAFE Network gateways early in the new year. Indoor SAFE Units are designed to remain operational during major emergencies, providing reliable two-way communication between emergency responders, the City, and residents when traditional systems fail. The Units will be available for pre-order using a QR code in the next few weeks. o Easement Licensing - After a site visit and discussion with City staff, the RHCA Board recently approved the City’s easement request for a siren pole at the Garden Triangle near Upper Blackwater Canyon Rd. and Portuguese Bend Rd. Staff will present this item to the City Council in January 2026 to seek direction on funding and next steps. o Expansion Project - To address remaining sound- coverage gaps, Staff and HQE are working to identify and evaluate suitable potential siren pole locations in both the Chesterfield and Ringbit/Flying Triangle areas with the goal of balancing effective coverage with community and view considerations. • Tennis Courts ADA Project - Phase 1 construction is ongoing and addresses ADA access, grading, retaining wall s, and preparation for the RHCA’s Phase 2 which will add a new cabana and restroom. Phase 1 is scheduled to be completed by early March. • Eastfield Drive Utility Undergrounding Project - This large federal grant project extending from Outrider Rd. to Hackamore Rd. is in two sections: Rule 20A handled by Southern California Edison solely, and Rule 20B handled by the City in partnership with the utilities. In April, 2025 the City received construction bids for the 20B portion exceeding the total grant award. City staff submitted a budget modification request to CalOES/FEMA and a Grant Period of Performance (POP) extension request. Staff is awaiting responses from the Federal government and has enlisted the assistance of our elected officials to help move this project toward completion. • City Hall Campus Emergency Dual-Fuel Backup Generator Project – The campus has been without backup power for many years. This will allow both buildings to function during outages as well as emergency response efforts. Staff will present the lowest bid and construction contract to the City Council on January 12, 2026. • City Hall Chambers & Audio/Visual Upgrades – The Council Chambers have been in need of upgrades for some time. Recent state legislation requires meetings to be accessible for the public to participate remotely by July 1, 2026. Staff will be working to upgrade the space to accommodate the new requirements, provide a better audio/visual experience to attendees and the presiding bodies, and hopefully make the room more accessible for multi-use community functions.
