Rolling Hills, CA 90274 Dear Mr. Nealis: MAY 3 0 2006 5/26/06 CITY OF ROLLING HILLS By When I bought my home in 1975, one of the most attractive features was the uninterrupted panoramic view of the green hills of the adjacent canyon. Now this has been terribly marred by the large sheet of plastic stretched over more than one acre off Poppy Trail Rd. I understand that there is an earth movement problem with no apparent solution, and so this plastic will remain in place indefinitely. While I sympathize with the problem, the glare from this plastic for 3-4 hours every afternoon has prevented the full use and enjoyment of my property which my family has had for 31 years and will probably depreciate its value. Enclosed is a photo showing the view from the 2 main rooms and 2 balconies of my house. A similar blighted view is also impacting another 6- 8 homes along my street. Until the plastic can be removed, I request that the impact be mitigated ASAP by covering the plastic with a dark green non -reflective artificial turf or other similar material matching the color of the surrounding landscape.
