The City Council of the City of Rolling Hills met in person on the above date at 7:01 p.m. Mayor Dieringer
presiding.

10.A. Receive and File Zoning Case No. 26-38: Site Plan Review for a 135-square-foot covered
gazebo and outdoor kitchen, Conditional Use Permit for the use of such structure, a Variance
to construct in the front yard and to waive the requirement for a stable and corral set-aside
area, and finding the project exempt from the California Environmental Quality Act for a
property located at 1 Chestnut Ln (Icarus LP, Mittal) (Lot 239-A-6-MS).

10.B. Receive and File Zoning Case No. 26-37: Site Plan Review to demolish an existing residence,
expand the residential building pad, construct a new residence, attached garage, swimming
pool, retaining walls exceeding a height of 3 feet (up to a maximum height of 5 feet), non-
exempt grading, and other improvements; and Variance to exceed the 40% disturbance; and
finding the project categorically exempt from the California Environmental Quality Act for a
property located at 4 Spur Lane (Lukic)(Lot 11-B-CH)
Councilmember Mirsch recused herself and left the dais at 7:16 P.M.

completion, and release retention after a 30-day lien period to Fidelity Builders, Inc.

Motion by Councilmember Pieper, seconded by Mayor Pro Tem Black to accept project as complete. Motion

13.A. Consideration and Discussion of Additional Handrails at the Rolling Hills Tennis Court Steps
Presentation by Assistant to the City Manager / City Clerk Horvath.
Public Comment: Melissa McNabb
Motion by Councilmember Pieper, seconded by Councilmember Mirsch, to table the item; direct staff to
discuss consideration of adding potential railings with the Rolling Hills Community Association and return
the item for further discussion at the June 22, 2026 meeting. Motion carried unanimously with the following
vote:

13.B. Consideration and discussion regarding a proposed response to Los Angeles County
Homelessness Governance motion
