2026-08_PC_Resolution_StormHillLane_LLA_ZC24-018_F_E 1 RESOLUTION NO. 2026-08 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROLLING HILLS GRANTING A ONE-YEAR TIME EXTENSION FOR PREVIOUSLY APPROVED ZONING CASE NO. 24-018 FOR A LOT LINE ADJUSTMENT BETWEEN FOUR PARCELS AT 1-4 STORM HILL LANE, ROLLING HILLS, CA 90274, AND FINDING THE PROJECT CATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (APN 7570-024-019, 7570-024-020, 7570-024-021, AND 7570-024-024) (STORM PROPERTIES, INC.) THE PLANNING COMMISSION DOES HEREBY FIND, RESOLVE AND ORDER AS FOLLOWS: Section 1. On On November 27, 2000, the City Council adopted Resolution No. 894, approving a subdivision under Tentative Tract Map No. 52292 that subdivided two lots totaling 67.69 acres into four lots on Storm Hill Lane. This subdivision was recorded as Parcel Map No. 26356 in 2005. Section 2. On November 19, 2019, the Planning Commission adopted Resolution No. 2019-16, approving Zoning Case No. 949, granting a lot line adjustment between the four lots of Parcel Map No. 26356. The Planning Commission also adopted Resolution No. 2019-17 approving a Site Plan Review for a shorter road and to construct required improvements originally imposed by the conditions of approval of Parcel Map No. 26356. The lot line adjustment modified the lot lines to conform to the shorter road in order to meet the City’s requirements for access to the lots. Section 3. On June 18, 2024, the Planning Commission adopted Resolution No. 2024-08, approving a lot line adjustment between the four parcels. This adjustment enabled the lot lines to align with the location of the Rolling Hills Community Association trail easement and improved access to Parcel 3. Section 4. Pursuant to Section 16.44.030 of the Rolling Hills Municipal Code (“RHMC”), lot line adjustments are processed in compliance with the procedures specified in RHMC Chapter 17.46 (Site Plan Review), including expiration of the approval. Accordingly, pursuant to Section 17.46.070, the approved lot line adjustment in Resolution No. 2024-08 would expire within two years of the effective date of approval, unless otherwise extended pursuant to the requirements of the RHMC. Section 1. On May 11, 2026, an application was duly filed by Storm Properties, Inc., with respect to real properties located at 1-4 Storm Hill Lane and applying for a Lot Line Adjustment between four (4) parcels of land requesting a one-year time extension to comply with the requirements of Resolution No. 2024-08 to finalize and record a Certificate of Compliance. Section 2. The Planning Commission approved the project adopting Resolution NO. 2024-08 at a meeting on June 18, 2024. The Applicant is requesting a one-year time extension be granted in order to finalize and record the Certificate of Compliance
