-� An adjourned regular meeting of the City Council of �he City of Rolling Hills was called to
order by Mayor Black at 7:17 a.m. at 24 Cinchring Road, Rolling Hills, California.

PUBLIC HEARING
ZONING CASE N�. 932. Request for a Site P�an Review #o modify the
height of a partially built residence, which was not built per the approved
plans. Th� project consists of additions and major renavation #o a
residence. The applicants propose to Iower the height of the "as built"
residence, which is higher than the previously approved project, at 24
Cinchring Road (Lot 1$-3-CH), Ralling Hills, CA, (Nakamura). The
project i.s exempt from the Califarnia Environxnental Quality Act, {CEQA)
pursuant to Section 15301.
The pubiic hearing was opened at 7:17 a.m. at 24 Cinchring Drive in front of the existing
residence. Yolanta Schwartz, Plaiuling Director stated that at the January 1z, 2018 rneeting,
the City Council took this case under jurisdiction. She explained the proposed project and
bzxefly reviewed the backgrovnd o£ the project. She stated that this is an "as built"
construction, where the applicants constructed the structure higher than the approeed height
but then proposed to lowex the height by one toot from what was constrvcted. She stated that
the project is consistent with all of the prior approvals, except for the height and type of roof
constructed, and there are no changes proposed for the developn�ent standards or grading.
She showed on a pIan what was approved and what is being proposed.
Mr. AIan Rigg, the Applicant's Representative explained the white and pink strings and flags
across the frant elevation on the exterzor of the structure. He stated that the white string
indicates the floor height in the inside of the structure, that the pink string indicates plate
height and bottam of the rafters and the flags indicate the entry element in the front with the
exposed level of the house. Mr. Rigg presented an exhibit to show what the front of �he
house, the proposed roofline and roof pitch and also proposed planter will look like upon
completion of the project. In respanse to Councilmembers' questions pertaini�.lg to the roof
height and roof style, Mr. Rigg stated that the roofline wil�be one foot less than it currently is
and that they are proposing a Dutch Gable roof, which will be reduced in size at both ends in
an effort to lessen the rnass of the roof.
On the south side of the s�ructure, Mr. Rigg pointed out the string sticking out towards the
south and explained that i� is the proposed covered balcony. He presented an exhibit
showing what that side af the house wiil loak like upon completion.
The �oup then proceeded ta walk to the rear of the house, to see the west side of the house
and the exhibits. That side of the house was marked with white and pink strings showing the
floor and plate height and the exhibits showed the look of the project upon completion. Mr.
Rigg indicated that the Applicant is proposing to build three retaining walls to create three
tiers o£planters to screen the section of the structure that is below the floor Ievel.
Mr. DiBiasi, Architect for Dr. Bruru.ler, questioned the height of the structure, stating �hat the
one and a half sheet of plywood on �he wall is more than 1Q feet in height. He also queried
whether the footings were inspected and i£the floor elevation changed.
Brief discussion ensued abou�the height at gxade. In response ta Councilmembers' inquiries
about the height at grade and the previous addition to the original house, Mr. Rigg stated
�hat the height at grade is the same as previously constructed and that the Nakamuras built
an addition in October, 2001. He added that �hey are elin�inating the chimneys to not impair
the view from the properties above them.
On the north side of the structure, Mr. Rigg presented an exhibit showing the elevation of the
nor�h side of the str�cture. Planning Director Schwartz stated that the applicant is proposing
a retauung wall and a planter. Mr. DiBiasi queried whether the footings on that side of the
house are ariginal. Mr. Rigg responded that they are the original faotings.
AIl present then walked inside the structure and Mr. Rigg explained the di£feren�
components of the praposal and pointed out the proposed height of the residence and the
beam from the original house. Discussion ensued about the originai beam, the height of the
beam and the roof pitch Mr. Rigg clarified that the beam has been added by the Nakamuras
in 2001. He stated that the plate height of the original house was 8'6" and the raof pitch was
3:12. Brief discussian ensued abou� the type of roofs, and tha� a 4:12 roof would be much
steeper and less massive.
At the request of the neighbaring property owners, the City Council and the parties present
then proceeded to the property located at 26 Cinchring Road to view the subject property.
The �oup gathered on the steps in front of the main entrance to the house. Dr. Brunner and
Dr. Korzennik, property owners, indicated that when they purchased their property, they
had a view of the canyon and PV Land Conservancy and that the p�revious roofline was
different and lower and not blocking their view. They stated that with the p�roposed covered
balcony on the south side of the subject property, their vi.ew of the canyon will be even more
obstructed than it is currently shown.
In response to an inquiry about the vegetation and trees at 24 Cinchring Road at the �ime 26
Cinchring Road was purchased, Clint Patterson responded that he was the selling agent for
26 Cinchring Road and at the time the property was sold, there were no trees that would
b�ock the views.
Fallowing brief discussion about the height of the previaus house and the proposed
structure, Mayor Black requested to clarify the following concerns: 1. Provide #he original
elevation at grade; 2. Approved elevation at grade; and 3. Pxoposed elevation at grade.
Councilmember Dieringer requested photographs of the outside of the structure showing the
white ar�d pink strings and the flags.
There being no further questions or comments, the public hearing was continued to Monday,
February 12, 2018 beo nning at 7:00 p.m. in the City Council Chamber at City Ha11, 2
Portuguese Bend Road, Rolling Hills, California.
