A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ROLLING HILLS APPROVING A MODIFICATION TO
PLANNING COMMISSION RESOLUTION NO. 2004-01 AND
APPROVING AN EXTENSION TO PREVIOUSLY APPROVED
SITE PLAN REVIEW REQUEST FOR GRADING IN ORDER TO.
CONSTRUCT A STABLE; A CONDITIONAL USE PERMIT TO
CONVERT AN EXISTING STABLE INTO A CARRIAGE HOUSE
AND ADD THERETO; AND A VARIANCE TO ENCROACH
WITH THE CARRIAGE HOUSE INTO THE FRONT YARD
SETBACK AT AN EXISTING SINGLE FAMILY RESIDENCE IN
ZONING CASE NO. 675 AT 1 ACACIA LANE, LOT 25-B-RH,
(LIEB).
THE PLANNING COMMISSION OF THE CITY OF ROLLING HILLS
DOES HEREBY FIND, RESOLVE AND ORDER AS FOLLOWS:
Section 1. A request has been filed by Mr. and Mrs. Lieb with respect to real
property located at 1 Acacia Lane (Lot 25-B-RH), Rolling Hills requesting an extension
to previously approved Site Plan Review request for grading in order to construct a
stable, a conditional use permit to convert an existing stable into a carriage house and
add thereto, and a variance to encroach with the carriage house into the front yard
setback at an existing single-family residence.
Section 2. The Commission considered this item at a meeting on January 18,
2005 at which time information was presented indicating that additional time is
needed to process the development application through the County departments.
Section 3. Based upon information and evidence submitted, the Planning
Commission does hereby amend Paragraph A, Section 13 of Resolution No. 2004-01,
dated January 20, 2004, to read as follows:
"A. The Site Plan Review, Conditional Use Permit and Variance approvals
shall expire within three years from the effective date of approval, unless work
commences within that time period, as defined in Section 17.46.080, 17.38.070
and 17.42.070 of the Zoning Ordinance."
Section 4. Except as herein amended, the provisions and conditions of
Resolution No. 2004-01 shall continue to be in full force and effect.

I would like to remind you that your approvals in Zoning Case No. 675 will expire
on FEBRUARY 20, 2005 unless work commences by that date.
You can extend the approvals for one year only, if you apply to the Planning
Commission in writing to request an extension prior to the expiration date. A reason
for the request must be indicated in your written statement. The filing fee for the
time extension is $200, payable to the City of Rolling Hills. Your request for
extension if applied for, could be heard at the January 18, 2005, but not later than
February 15, 2005 Planning Commission meeting. The written request must be
submitted a minimum of two weeks prior to the hearing.
In addition, please be advised that we have not received the recorded Affidavit of

Your development application was reported to the City Council at their January 26, 2004
meeting, which they received and filed.
The Planning Commission's decision in this matter shall become effective thirty days after the
adoption of the resolution by the Commission on 1/20/04, unless an appeal has been filed or
the City Council takes iurisdiction of the case within that thirty (30) day appeal period. (Section
17.54.010(B) and 17.54.015 of the Rolling Hills Municipal Code).
The approval is valid for one year, with the opportunity to request a one-year extension.
The request must be made in writing prior to the expiration of the approval. The approval
becomes null and void if work has not commenced within the specified period of time.

The Planning Commission will conduct a field inspection of your property to view a silhouette of the
proposed project on December 13, 2003, at 8:00 AM.
The site must be prepared according to the enclosed Silhouette Construction Guidelines and the
following requirements:
• A full- size silhouette in conformance with the attached
guidelines must be prepared for ALL STRUCTURES of the
project showing the footprints and roof ridges ;
• Stake the limits/footprints of the addition and stable ;
• Show the height of the finished floor of the proposed
addition and stable ;
• Delineate/stake the location of the required setbacks ; front,
and sides in the area of the new stable and carriage house .
After the field trip, the next regular meeting of the Planning Commission will take place on
