NATURE OF PROPOSED PROTECT
Describe in detail the nature of the proposed project, including what aspects of the project require
a Site Plan Review:
An addition consisting of a master suite, master bath and related areas,
a two -car garage, laundry and service area and a full remodeling design,
is the scope of the building work proposed. In addition, improvements on
the existing landscaping, walkways and driveways to blend to the
architecture are proposed on the exterior areas. A site plan review is
required because the proposed addition exceeds 25% of the original
building area.
SITE PLAN REVIEW CRITERIA
Site plan review criteria upon which the Planning Commission must make an affirmative finding.
Describe in detail the project's conformance with the criteria below:
' A. Is the project compatible with the General Plan, the Zoning Ordinance and surrounding uses? Explain how it
compares to the sizes, setbacks and other characteristics of neighboring houses.
' The project is totally compatible with the general plan, the zoning
ordinance and surrounding uses. Strict design practices shall be applied
' to ensure the total blending and compatibility with the surrounding
neighborhood and yet encouraging creativity and high quality development
B. How does the project preserve and integrate into the site design, to the maximum extent feasible, existing natural
topographic features of the lot including surrounding native vegetation, mature trees, drainage courses, and land
' forms (such as hillsides and knolls)? Explain how the project preserves and integrates existing natural features.
Most of the extension of this lot will remain undisturbed and the
' existing grading, vegitation and natural values will be preserved.
The project areas not occupied by building, driveway, walkways, and
' other incidental residential activity shall be fully landscaped ands:
ornamental features such as rocks, fountains and other accessory material:
may be utilized to 'accent or compliment the vegitation.
C. How does the site development plan follow natural contours of the site to minimize grading? Extensive grading
and recontouring of existing terrain to maximize buildable area shall not be approved. Graded slopes shall be
' rounded and contoured so as to blend with existing terrain. Grading shall not modify existing drainage redirect
drainage flow unless into an existing drainage course. Explain the nature and extent of the impact of grading
and proposed minimization on lots.

D. To what extent does the site development plan preserve surrounding native vegetation and supplement it with
landscaping that is compatible with and enhances the rural character of the community? Landscaping should
provide a buffer and transition zone between private and public areas. Explain how the project preserves native
vegetation, integrates landscaping and creates buffers.
The project has been conceived with surrounding native vegtation
preservation in mind, and substitution and upgrading landscaped areas
' surrounding the project, shall enhance, blend, and preserve the natural
' beauty of the rural community. The contouring of the existing terrain
buffers naturally and preserves privacy.

E. How does the site development plan preserve the natural and undeveloped state of the lot by minimizing building
coverage? Lot coverage requirements shall be regarded as maximums and the actual amount of lot coverage
permitted should depend upon the existing buildable area of the lot. Explain how the lot coverage proposed
compares with lot coverage square footage and percentages on neighboring lots.
Total compliance with lot coverage requirements based on existing
buildable area of the lot has been established, and percentage of lot
coverage square footage remains low as compared with thos of the
neighboring properties.
F. Is the site developmentplan harmonious in scale and mass with the site, the natural terrain and surrounding
residences? Setbacks shall be regarded as minimums and more restrictive setbacks shall be imposed where
' necessary to assure proportionality and openness. Explain how the proposed project setbacks compare with the
existing setbacks of neighboring properties.
' Consideration and respect to the existing aesthetic values and volumetric
harmony with the natural terrain and surrounding residences is one of the
' assets of the project. The site plan reflects this concern and the
proposed addition to the existing building naturally blends armoniously
with the land forms assuring proportionality and openness.
G. Is the site development plan sensitive and not detrimental to convenience and safety of circulation for pedestrians
and vehicles? Explain how the number and types of vehicles relate to the driveway location, design, trip data,
landscaping and other on -site parking or storage areas.
' Because of the nature and scope of this project, no increase in number
of vehicles or any relocation of driveways and walkways is considered.
Enhancement and upgrading of existing aesthetic values shall be enforced
in the design and construction phases.
H. Does the site development plan conform with the requirements of the California Environmental Quality Act?
Explain how the project impacts the environment, e.g. significant impact, proposed mitigation measures.

trees and a diversity of grass and shrub species. The topography is very
irregular and the cultural and historical values of the rural farm of the nineteen

Presently a low pitched, one 'story single family dwelling, a two car garage, a

the 17th Judicial District of said state of California, in
and for said County of Los Angeles, and entered in Book 4
page 57 of Judgments, in the Superior Court of said County,
described as follows:
Parcel No. 1: Beginning at the most westerly corner of the
land shown as Parcel No. 31 on Record of Survey Map filed in
Record of Surveys Book 59 pages 8 to 10, in the Office of
the County Recorder of said County; thence along the
exterior boundaries of said parcel of land, the following
courses and distances: North 84'07'20" East 25.00 feet;
North 84'40'05" East 426.02 feet; South 0'22'50" West 174.95
feet; South 72'32'20" West 324.04 feet; South 61'20'15" West
25.00 feet; North 28'39'45" West 110.00 feet and northerly
along a curve concave easterly and having a radius of 400.00
feet, a distance of 159.06 feet to the point of beginning.
.Parcel No. 2: Easements for road purposes over and along
the private roads shown on the following described maps:
(a)' Rolling Hills Tract, as per map recorded in Book 201
pages 29 - 35 of Maps, records of said County.
(b) Map filed in Book 57 pages 4 to 8 of Record of Surveys,
in the Office of the Recorder of said County,'locally known
as Flying Triangle.
(c) Map filed in Book 57 pages 35 to 36 of Record of
Surveys, in the Office of the Recorder of said County,
locally known as Crest Hills.
(d) Map filed in Book 59 pages 8 to 10 of Record of
Surveys, in the Office of the Recorder of said County,
excepting therefrom that portion thereof included within the
lines of parcels 28, 29, 30, 55, 56, 57 and 58 as.shown on
said Map, locally known as Southfield.
(e) Map filed in Book 58 pages 6 to 10 of Record of
Surveys, in the Office of the Recorder of said County,
locally known as Eastfield.
(f) Map filed in Book 67 pages 31 and 32 of Record of
Surveys, in the Office of the Recorder of said County,
locally known as Sunny Knolls. Excepting therefrom that
portion thereof included within the lines of Lots 26 and 27
as shown on said Map.
(g) That portion of Crest Road, a private road, 100 feet
wide, as shown on County Surveyor's Map B-886, filed in the
Office of the Surveyor of said County extending from the
easterly line, and its southerly prolongation of the land
shown on map filed in Book 58 pages 6 to 10 of said Record
of Surveys, in a westerly direction 11,321 feet, more or
less, to a line which is at right angles, to the center line
of said Crest Road and distant thereon North 37'04'40" West
166.73 feet from the northwesterly and of a curve thereon
which is concave northeasterly, has a radius of 700.00 feet
and a length of 403.27 feet.
Excepting therefrom those portions thereof, if any, lying
within the lines of the above described Parcel 1.
