Dear Mr. and Mrs. Steinberg:
This letter shall serve to notify you that the City Council at their regular meeting on
March 27, 2006 received and filed the Planning Commission's resolution granting your
request in Zoning Case No. 720.
The decision shall become effective thirty days after the adoption of the resolution by the
Planning Commission, unless an appeal has been filed to the City Council within that
thirty (301 day appeal period. (Section 17.54.010(B) of the Rolling Hills Municipal Code).
Should there be an appeal, the Commission's decision will be stayed until the Council
completes its proceedings in accordance with the provisions of the Municipal Code.
Before this case takes effect you are required to record an Affidavit of Acceptance Form
together with the subject resolution in the Office of the County Recorder.
I have enclosed a copy of RESOLUTION NO. 2006-03, specifying the conditions of
approval set forth by the Planning Commission and the approved Development Plan to
keep for your files. Please complete the enclosed AFFIDAVIT OF ACCEPTANCE
FORM, have the signature(s) notarized, and forward, (or hand deliver), the completed
form and a copy of the Resolution to:

Angeles County Building & Safety Division to issue permits only after the Affidavit of
Acceptance and the Resolution are recorded and received by the City and after any
conditions of the Resolution required prior to issuance of building permits are met.
The approval of this project is valid for two years. Therefore, construction must
commence within that two-year period, unless an extension is requested and approved
by the Planning Commission prior to expiration of this approval.

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ROLLING HILLS GRANTING A VARIANCE TO PERMIT
CONSTRUCTION OF ADDITIONS PORTIONS OF WHICH WOULD
ENCROACH INTO THE EAST AND WEST SIDE YARD SETBACKS AT AN
EXISTING SINGLE FAMILY RESIDENCE IN ZONING CASE NO. 720, AT
87 CREST ROAD EAST, (LOT 69 C-2-MS), (STEINBERG).
THE PLANNING COMMISSION OF THE CITY OF ROLLING HILLS DOES
HEREBY FIND, RESOLVE AND ORDER AS FOLLOWS:
Section 1. Application was duly filed by Mr. and Mrs. Phil Steinberg with
respect to real property located at 87 Crest Road East, Rolling Hills (Lot 69 C-2-MS)
requesting to construct 525 square feet of additions to the existing 3,529 square foot
residence and 720 square foot garage, of which 120 square feet would encroach into the
west side yard setback and 140 square feet would encroach into the east side yard
setback. Two hundred eighty eight square feet of the existing garage will be converted
into living space. When completed, the residence will be 4,222 square feet with a 552
square foot garage.
Section 2. The Planning Commission conducted duly noticed public hearings
to consider the application at their regular meetings on January 17, 2006, February 21,
2006 and at a field trip on February 21, 2006. The applicants were notified of the public
hearings in writing by first class mail. Evidence was heard and presented from all
persons interested in affecting said proposal and from members of the City staff and the
Planning Commission having reviewed, analyzed and studied said proposal. The
applicants' representatives were in attendance at the hearings.
Section 3. The Rolling Hills Community Association Architectural Committee
approved the proposed addition. Prior to issuance of building permits for the
construction, the Los Angeles County Building Department requires approval of any
project from the City. During the City's review, it was determined that a portion of the
proposed addition encroaches into the required 35-foot side setbacks, thus the request
for a Variance.
Section 4. The Planning Commission finds that the project qualifies as a Class
1 Exemption, Existing Facilities, and is therefore categorically exempt from
environmental review under the California Environmental Quality Act.
Section 5. Sections 17.38.010 through 17.38.050 of the Rolling Hills Municipal
Code permit approval of a Variance from the standards and requirements of the Zoning
Ordinance when exceptional or extraordinary circumstances applicable to the property
and not applicable to other similar properties in the same zone prevent the owner from
making use of a parcel of property to the same extent enjoyed by similar properties in
the same vicinity. A Variance to Section 17.16.120 is required because it states that every
lot in the RAS-2 zone shall have a side yard of not less than 35 feet from the side
property line. The applicant is requesting a Variance to construct 525 square feet of
additions to the existing residence and garage, of which 120 square feet would encroach

March 21, 2006 granting your request for a Variance and Site Plan Review in Zoning Case
No. 720. That action, accompanied by the record of the proceedings before the Commission
will be reported to the City Council on March 27. 2006 at their reaular meetina beainnina at
7:30 PM. You or your representative should be present to answer anv questions the
Council may have.
The Planning Commission's decision in this matter shall become effective thirty days after the
adoption of the resolution by the Commission, unless an appeal has been filed or the City
Council takes jurisdiction of the case within that thirty (30) day appeal period. (Section
17.54.010(B) of the Rolling Hills Municipal Code). Should there be an appeal, the
Commission's decision will be stayed until the Council completes its proceedings in
accordance with the provisions of the Municipal Code.
If no appeals are filed within the thirty (30) day period after adoption of the Planning
Commission's resolution, the Planning Commission's action will become final and you will be
required to cause to be recorded an Affidavit of Acceptance Form together with the subject
resolution in the Office of the County Recorder before the Commission's action takes effect.
The staff report to the City Council, together with the Resolution will be mailed to you on
Friday, March 24, 2006. After the City Council's action, I will forward to you instructions for
recordation of the Affidavit Of Acceptance Form and the Resolution.

On February 21, 2006 members of the Rolling Hills Planning Commission and members
of the Rolling Hills Caballeros Committee visited the property at 87 Crest Road East to
view a silhouette (outline) of proposed additions to that residence. While on the property,
the Commissioners and Committee members, as part of the review process of the project,
walked over to the rear of the property at 87 Crest Road East to view the drainage pattern
of the lot as well as the trails. While there, they observed broken pipelines, which seem to
be located on your property.
This is a courtesy letter to let you know what was observed in the field and to alert you of
the problem, so that you may take the necessary actions to protect your property from
water erosion and prevent drainage problems.
Please have someone check the pipes and take the necessary steps to make repairs.

The Planning Commission scheduled a field trip to your property to view a silhouette of the
proposed project on Tuesday: February 21, 2006 at 7:30 am.
The owner and/or representative must be present to answer any questions regarding the
proposal.
• A full-size silhouette in conformance with the attached
guidelines must be prepared for ALL PROPOSED
STRUCTURES of the project showing the footprints, roof
ridges, entryways, covered porches or trellises, if any;
• Stake the limits of the additions;
• Stake/depict projection of eaves;
• Stake/tape the 35 foot side yard setback lines;
• Stake/tape the easement lines;
• Stake/tape future stable and stable access;
• Mark trails
After the field trip, the next regular meeting of the Planning Commission will take place on the same day,
Tuesday. February 21, at 6:30 PM at City Hall, at which time the Commission will further discuss and
deliberate your proposal.
Please be advised that the Planning Commission at the 1/17/06 meeting requested information
on trails on the property and method of drainage. Please consult with the L.A. County Building
and Safety on what would be their requirements for this particular proiect and report to the
Commission at their next meeting. If the County requires drainage plan, please submit a copy to

SILHOUETTE CONSTRUCTION GUIDELINES,
When required by the Planning Commission or City Council, a silhouette of
proposed construction should be erected for the week preceding the
designated Planning Commission or City Council meeting.
Silhouettes should be constructed with 2" x 4" lumber. Printed boards are not
acceptable.
Bracing should be provided where possible.
Wire, twine or other suitable material should be used to delineate roof ridges
and eaves.
Small pieces of cloth or flags should be attached to the wire or twine to aid in
the visualization of the proposed construction.
The application may be delayed if inaccurate or incomplete silhouettes are
constructed.
