This letter is to inform you that the City Council at their February 22, 2010
meeting accepted your letter of withdrawal in Zoning Case No. 773, proposed
construction of stable, corral and a swimming pool, and adopted a Resolution
(enclosed) memorializing their action and to declare the Planning Commission's
approval of this case null and void.
Please be advised that any future construction on this property would require
the City's review and approval. You may complete the construction of the
residence with the basement and the previously approved grading, however no
other grading or construction, including a spa or access to the future stable may
take place.

RESOLUTION NO. 1082
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING
HILLS ACCEPTING THE WITHDRAWAL OF AN APPLICATION AND
VACATING THE PLANNING COMMISSION'S APPROVAL (RESOLUTION
OF APPROVAL RESOLUTION NO. 2010-02) FOR CONSTRUCTION OF A
STABLE, CORRAL AND A SWIMMING POOL IN ZONING CASE NO. 773,
AT 1 CREST ROAD EAST, (LOT 1-FT), (HUH).
THE CITY COUNCIL DOES HEREBY FIND, RESOLVE AND ORDER AS FOLLOWS:
Section 1. An application was duly filed by Mr. and Mrs. Peter Huh with respect to real property
located at 1 Crest Road East (Lot 1-FT), Rolling Hills, CA requesting a Site Plan Review for grading of
185 cubic yards of cut and 185 cubic yards of fill to construct a 450 square foot stable with 260 square
foot porch, a 544 square foot swimming pool, stable access and 1,000 square foot corral; a Variance to
disturb additional area, in order to accommodate the stable and corral construction, (which would
surpass the previously approved exceedance of the disturbed net lot area by 0.4%), and a Variance to
permit 270 square feet of the proposed 544 square foot infinity pool at the edge of the expanded rear
yard to encroach up to 14 feet into the rear setback, (which includes the spillway). A portion of the
corral would also encroach into the rear setback. A 39 square foot spa and 48 square foot pool
equipment area are also proposed to be constructed.
Section 2. The Planting Commission held duly noticed public hearings on October 18, November
17 and December 15, 2009 and at a field trip on November 17, 2009. At the November 17, 2009
meeting, after visiting the site and receiving public input, the Planning Commission recommended that
the applicant scale down the project. The applicants submitted revised plan.
The applicants were notified of the public hearings in writing by first class mail. Evidence was heard
and presented from all persons interested in affecting said proposal and from members of the City staff,
and the Planning Commission having reviewed, analyzed and studied said proposal. The property
owners and their representatives were in attendance at the hearings.
Section 3. The Planning Commission adopted Resolution No. 2010-02 approving this case on
January 19, 2010. It was presented to the City Council as a report on January 25, 2010, at which time the
City Council took the case under jurisdiction and a public hearing was set for February 22, 2010.
Pursuant to Section 17.54.015 of the Zoning Code, "the City Council may on its own initiative review
all actions of the Planning Commission taken by resolution approving or denying a development
project."
Section 4. The review hearing was noticed in the Palos Verdes Peninsula News and notices were
mailed to residents within 1,000 foot radius of subject property.

Dear Mr. and Mrs. Huh:
This letter shall serve to notify you that the Planning Commission voted at their regular meeting
on December 15, 2009 to direct staff to prepare a resolution to approve your request. The
Planning Commission will review and consider the draft resolution, together with conditions of
approval, at an upcoming meeting on January 19, 2010 and make its final decision on your
application at that meeting.
The findings and conditions of approval of the draft resolution will be forwarded to you before
the next meeting. Please review the conditions when you receive the resolution. The
Commission requested that a condition be included regarding landscaping and that the
landscaping be not in a manner that would create at any time in the future a hedge like
screening. They requested that we receive in writing from you that you agree with the
conditions, (once they are developed and mailed to you). Or you may also come to the January
19th meeting and address the Commission.
The decision shall become effective thirty days after the adoption of the Planning Commission's
resolution unless an appeal has been filed or the City Council takes jurisdiction of the case
within that thirty (30) day appeal period. (Section 17.54.010(B) of the Rolling Hills Municipal
Code). Should there be an appeal, the Commission's decision will be stayed until the Council
completes its proceedings in accordance with the provisions of the Municipal Code.
The Planning Commission's action taken by resolution approving the development application is
scheduled for Tuesday, January 19, 2010. That action, accompanied by the record of the
proceedings before the Commission, is tentatively scheduled to be placed as a report item on
the City Council's agenda at the Council's regular meeting on Monday, January 25, 2010.

Dear Mr. and Mrs. Huh:
This letter shall serve to notify you that the Planning Commission after lengthy
discussion of your project at their November 17 meeting, requested that a revised plan
be submitted reducing the project. They continued the public hearing to December 15,
2009, at which time they will consider your case again.
They recommended that the size of the pool, including the spa, be reduced to the size
originally approved; that the proposed stable be lowered into the ground by 2 feet and
decreased in size by 450 sq.ft.; that the access to the stable be no wider than 10 feet;
that you show on the plan the pool equipmentarea and that you show how you are
going to screen the stable from your neighbor.
Please submit revised plans (8 copies), including floor plan and elevation for the stable,
location and size of the corral, location of the infinity edge and the spill over of the pool,
the pool equipment, revised access to the stable and landscaping plan by December 4,
2009.
Should you wish to not to amend your application or portion thereof, and the Planning
Commission denies your request, you will have an opportunity to appeal the Planning
Commission's decision to the City Council. The City Council could uphold the
Commission's decision, approve the project or amend it.

The Planning Commission scheduled a field visit to your property to view the proposed
project on Tuesday. November 17, 2009 at 7:30 AM.
The owner and/or representative must be present to answer any questions regarding the
proposal.
The site is to be prepared according to the enclosed Silhouette Construction Guidelines
and the following requirements. Please note that inadequate stakino may result in
postponement of the case to another month.,
A full-size silhouette in conformance with the attached
guidelines must be prepared for ALL STRUCTURES of
the project showing the footprints and roof ridges;
A. Steak/silhouette the stable, including the porch,
roof ridge and walls;
B. Stake/delineate the corral and access;
C. Delineate graded areas;
D. Stake/delineate the pool, top of grade;

SILHOUETTE CONSTRUCTION GUIDELINES
A silhouette of proposed construction must be erected the week preceding the designated
Planning Commission or City Council meeting/field trip.
Silhouettes should be constructed with 2" x 4" lumber. Printed boards are not acceptable.
Bracing should be provided.
Lumber, wire or other suitable material should be used to delineate roof ridges and eaves.
Flags in close proximity to each other must be attached to the wire or twine to aid in the
visualization of the proposed construction.
Property lines, setback lines and easement lines must be staked along the areas of
construction. 21h - 3' high wooden stakes must be used to delineate the lines. Such stakes must
be flagged and marked on their sides:
• Property line ( red or pink flag)
• Setback line (green flag)
• Easement line (yellow flag)
and remain in the ground throughout the entire review and approval process as well as
during the entire construction process, when required by the Commission.
The application may be delayed if inaccurate or incomplete silhouettes are constructed.
