Report Of Soils Engineering Investigation dated July 16, 2006 Addenda dated July 20, 2007; February 28, 2008 and June 11, 2008 Submitted herewith is an in -progress report of observation and tests performed during grading in June 2008 for the construction of fill slopes at the subject site. Our soils engineering observation and testing have been conducted in conjunction with engineering geologic inspection by Coast Geotechnical, whose reports should be reviewed in conjunction with this report. Proposed Construction The proposed construction is shown on a Grading Plan prepared by Bolton Engineering Corporation. We understand that the proposed development will consist of the following: • A room addition with a basement on the southeast side of the existing house; • A guest house to the east of the house; • Retaining walls in conjunction with the proposed structures; • Minor grade changes and slope construction to create level pads for the proposed structures; and • Relocation of the septic system. The resulting fill slopes will be no higher than 10 feet and no steeper than 2:1 (Horizontal to Vertical). Scope Of Work Our services during grading of the site included: 1. Observation of keyways at the toes of the fill slopes; 2. Observation of placement of compacted fill; 3. Observation of benching of fill soils into firm natural soils or bedrock; 4. Testing of the compacted fill; 5. Laboratory testing of representative samples of the fill soils; 6. Engineering analysis; and 7. Preparation of this report. Grading Procedures In general, grading and compaction of the fill soils were performed as follows: 1. The areas to receive fill soils were first cleared of debris and surface vegetation. 2. A keyway was made at the toe of the fill slope for the proposed guest house. The keyway is approximately 13 feet wide, up to 6 feet deep and at least 2 feet into firm natural soils, measured from the down -slope side of the keyway. 3. A keyway was made at the toe of the fill slope below the main house. The keyway is approximately 13 feet wide, up to 3.5 feet deep and at least 2 feet into firm bedrock, measured from the down -slope side of the keyway. 4. The exposed firm natural soils or bedrock were scarified and rolled with a crawler - tractor -mounted shovel prior to placement of compacted fill. 5. The new fill was spread, moistened and compacted in lifts of 6 to 8 inches in thickness. Compaction was obtained by means of rolling with the crawler -tractor - mounted shovel. 2 SWN Soiltech Consultants, Inc. Project Ref. 4708-07 July 9, 2008 • Page 3 of 4 6. The new fill consisted of a mixture of the excavated on -site soils and bedrock. 7. The fill soils were benched into bedrock as filling progressed up the slope. 8. The specified minimum degree of compaction was 90% of the maximum density as determined by the ASTM D 1557 standard. Maximum density and optimum moisture content of representative samples of the soils used in the compacted fill are shown on Table II, "Summary of Laboratory Density Determinations." 9. In place density tests were performed in accordance with ASTM D 1556. Field in - place density test results are tabulated on Table I, "Summary of Field Density Determinations." 10. Rocks larger than 8 inches in maximum dimension were excluded from the fill. Conclusions Based on the observations and tests performed during grading, it is our professional opinion that the compacted fill has been placed in accordance with our recommendations and specifications. The compacted fill so placed is considered adequate for the proposed residential development. Remarks This report has been substantiated by soils engineering observation during grading, and field and laboratory tests considered necessary in the circumstances. Our findings were made in conformance with generally accepted professional engineering practice, and no further warranty is implied nor made. Project Ref. 4708-07 February 28, 2009 INTRODUCTION Page 1 of 9 The rough grading at #1 Crest Road East, Rolling Hills is shown on an As Graded Topographic Survey dated February 24, 2009, prepared by Bolton Engineering Corporation. A copy of the Survey is attached herein as Plate A, "Plot Plan — Location of Compaction Test." The rough grading consisted of creating a level area for the proposed guest house to the east of the existing residence and extending the pad below the main house. Fill slopes of no higher than 12 feet and steeper than 3:1 (Horizontal to Vertical) were made. Cut slopes of no higher than 10 feet and steeper than 2:1 (Horizontal to Vertical) were made. Our soils engineering investigation has been conducted in conjunction with an engineering geologic investigation by Coast Geotechnical, whose reports should be reviewed in conjunction with this report. SCOPE OF WORK Our services during grading of the site included: 1. Observation of keyways at the toe of the fill slope for the proposed guest house pad and at the toe of the fill slope for extension of the existing pad below the main house; 2. Page 2 of 9 The approximate locations of the field in -place density tests and the approximate limits of compacted fill, are shown on Plate A, "Plot Plan - Location of Compaction Test." Field in -place density test results are tabulated on Table I, "Summary of Field Density Determinations." The maximum densities and optimum moisture contents of representative samples of the soils used in the compacted fill are shown on Table II, "Summary of Laboratory Density Determinations." The expansion indices of representative samples of the soils used in the compacted fill are shown on Table III, "Summary of Expansion Index Determinations." GRADING PROCEDURES In general, grading and compaction of the fill soils were performed as follows: 1. The area to receive fill soils was first cleared of debris and surface vegetation. 2. A keyway was made at the toe of the fill slope for the proposed guest house pad. It was approximately 13 feet wide,- 4 to 6 below grade, and at least 2 feet into firm natural soils or bedrock, measured from the down -slope side of the keyway. 3. Additional keyways were made at the toe of the fill slope for extension of the existing pad below the main house. The keyways were approximately 13 feet wide, up to 3.5 feet deep, and at least 2 feet into firm natural soils or bedrock, measured from the downslope side of the keyways. 4. The exposed firm natural soils or bedrock was scarified and rolled with a crawler - tractor -mounted shovel prior to placement of compacted fill. SWN Soiltech Consultants, Inc. Project Ref. 4708-07 February 28, 2009 Page 3 of 9 5. The new fill was spread, moistened and compacted in lifts of 6 to 8 inches in thickness. Compaction was obtained by means of rolling with the crawler -tractor - mounted shovel. 6. The new fill consisted of a mixture of the excavated on -site soils and bedrock. 7. The fill soils were benched into bedrock as filling progressed up the slope. 8. The specified minimum degree of compaction was 90% of the maximum density as determined by the ASTM D 1557 standard. Maximum density and optimum moisture content of representative samples of the soils used in the compacted fill are shown on Table II, "Summary of Laboratory Density Determinations." 9. In place density tests were performed in accordance with ASTM D 1556. Field in - place density test results are tabulated on Table I, "Summary of Field Density Determinations." 10. Rocks larger than 8 inches in maximum dimension were excluded from the fill. CONCLUSIONS The geologic investigation by Coast Geotechnical has found favorable geologic conditions at the subject site. Gross failure of the bedrock is unlikely under normal circumstances. Stability analyses presented in our July 16 2006 report have shown that the proposed fill slope exhibits factors -of -safety in excess of 1.50 against gross and surficial failure. The potential for gross instability that may affect the proposed development is considered to be low if the site is improved and maintained in accordance with our recommendations. The following should be noted: 1. The existing fill soils, soil/colluvium and alluvium, as well as any weathered bedrock, are subject to local soil movement. These materials should not be used to support any structure. 2. The underlying bedrock is suitable for structural support. The proposed guest house, and retaining walls, as well as additions to the house shall be supported by foundations embedded in bedrock. 3. Any existing foundations to be used to support the proposed additions shall be extended into the bedrock. The type of foundations and the integrity of the existing SWN Soiltech Consultants, Inc. Project Ref. 4708-07 February 28, 2009 Page 4 of 9 foundations and their adequacy to be tied to the new foundations should be determined by the Structural Engineer for the project. 4. Due to the depths of the bedrock after the proposed grading, deep foundations may be required in some areas. 5. Samples of the on -site soils exhibit medium potentials for expansion. Soils with high expansion potentials are present in the general vicinity. These materials could swell significantly in the presence of moisture and shrink when dried. Foundations and slabs supported on these soils should be designed for expansive soil conditions. The subgrade soils shall be further tested for expansion potential during construction to determine if revised slab design would be necessary. 6. The fill soils and soil/colluvium, as well as weathered bedrock, have potential for caving in steep cuts. Temporary excavations may need to be supported or trimmed back. Foundation excavations may need to be formed. 7. Slabs supported by the existing fill soils, soil/colluvium, alluvium or weathered bedrock will be subject to movements resulting in distress. Distress to the slabs may be reduced by supporting the slabs on firm bedrock, or compacted fill placed on firm bedrock. Alternatively the slabs may be structurally supported by foundations embedded in firm bedrock. 8. Typically, cracking of reinforced concrete can occur and is a common process. Reinforcement and crack control joints are intended to minimize this risk. In addition, irregularities of new slabs are common. A completed slab is generally not perfectly level and not free of some type of cracking. 9. Any cantilevered retaining wall will deflect and settle. Settlement of the backfill behind the wall is anticipated and should be allowed for in the design and construction of any structure, such as slabs and utilities, placed behind the wall. 10. Soil sloughing on the steep portions of the slopes is anticipated. The amount of soil sloughing may be reduced by proper planting and drainage control. 11. Excavation may be difficult due to the hardness of some of the bedrock. 12. There are certain hazards connected with owning a hillside property in Southern California. Property damage may result from flooding, debris flows, slope erosion, brush fires and earthquakes of major magnitude. SWN Soiltech Consultants, Inc. Project Ref. 4708-07 February 28, 2009 Page 5 of 9 STATEMENT OF COMPLIANCE WITH BUILDING CODE SECTION 111 It is our opinion, based upon tests conducted as described in this report, copies of test results being available for review, that the proposed guest house, retaining walls and additions to the existing house, as well as the proposed grading, at the subject site will not be affected by hazards from landslide, settlement, or slippage, and that the proposed development will have no adverse effect on the geologic stability of properties outside of the subject site, provided it is constructed and maintained in accordance with recommendations presented in this report. The nature and extent of tests conducted for purposes of this declaration are, in our opinion, in conformance with generally accepted practice in the area. Test findings and statements of professional opinion do not constitute a guarantee or warranty, expressed or implied. RECOMMENDATIONS Preventive Slope Maintenance We recommend that the homeowner maintain an adequate debris, erosion and fire control program to protect the property. Sloughing and slumping of the surface of any slope may be anticipated if the slope is left unprotected over a period of time, especially during rainy seasons. It should be noted that excessive landscape watering, rodent burrows and uncontrolled surface runoff might cause instability of the slope surface. The following recommendations are provided so as to minimize the potential for erosion of slopes at the subject site. 1. The slopes shall be planted and maintained with a suitable deep-rooted ground cover as soon as possible. Additional protection may be provided by the use of jute mesh or suitable geofabrics. If adequate ground cover is not established before the rainy season, sloughing and slumping of the surficial soils may occur. It is imperative that landscape watering be kept to the minimum required for normal plant growth. 2. Any paved drainage swale and downdrain on the slopes and drain inlet should be kept free of soils and debris. 3. Adequate site drainage shall be provided. All roof and surface drainage shall be conducted away from foundation and slope areas via engineered non -erosive devices to existing stormdrain facilities on the street or down the slopes in a controlled SWN Soiltech Consultants, Inc. In no case shall water be allowed to pond within the site, drain towards structures or flow in a concentrated and uncontrolled manner down the slopes. REMARKS The fills and materials processing under the purview of this report have been completed under the observation of, and with selective testing by, SWN Soiltech Consultants, Inc. Our findings were made in conformance with generally accepted professional engineering practice, and no further warranty is implied nor made. Fill which is placed beyond the limits shown on the enclosed Plot Plan and test elevations should be compacted in accordance with the approved plans and specifications.
