Several weeks ago Mr. Vernon Fay and Mr. Edward Pearson, members of the Board of Directors of the Rolling Hills Community Association and City Councilmen, and Mr. William Kinley, City and Association Attorney, were appointed by the City Council and the Association Board as a Committee to represent these two organizations in deter- mining the procedure to follow to process a proposed Residential Planned Development (RPD-2) request from Mr. Gordon Shultz. The Committee's charge by the City and Association was to_give staff assistance to a procedural question, since an RPD zone request had never been previously submitted to the City of Rolling Hills. The "Shultz Ranch" land is presently zoned Residential, Agriculture, Suburban (R-A-S) 1 and 2 acres. Since Mr. Shultz has also submitted a subdivision for eight parcels of 2 or more acres as well as the proposed 8 1/2 acre RPD development, the recommendation was made to the City and Association by the appointed committee that the sub- division be processed in the usual manner by established City and Association regulations, and the zone change request could be pro- cessed at the same time through the City Planning Commission. The Committee recommended to the City Council that the legal obli- gation for Public Hearings of notifying only those people within 500 feet of the subject property be exceeded, and everyone in the City be given legal notice and encouraged to attend the Planning Commission hearing and express their views on the propozed zone change. We want again to urge the residents to lock their garages at night and give special attention to bicycles and motorbikes left in yards by using a locking device on the vehicle itself. These precautions might not prevent a burglary, but might slow the person down if you do not make his theft too easy. We encourage residents to take all normal precautions when leaving home unattended, whether for a vacation or for a few hours. They are to stay as close to the outside edge of the road as possible, with safety. When possible, they should use the bridle trail (i.e. Crest Road) for bicycle traffic.
