AUTHORITY AND RESPONSIBILITY Under Ordinance 113 of the City of Rolling Hills, the Planning Commission must consider the following: 1. The Planning Commission shall consider all matters presented to it fairly and impartially, recognizing the rights of the applicant as well as its obligation to enforce all zoning ordinances and resolutions adopted by the City -Council- -of the -City -of Ro13-i-ng-Hills : --- 2. The development and use of all land within the City of Rolling Hills should be directed to the continuation of the existing rural open areas surrounding the existing residences in the City, and each new improve- ment or use of land should be carefully examined to determine what effect the proposed improvement or use of land will have on the terrain, trees and natural flora in the City. 3. The granting of variances and conditional use permits shall .be carefully • scrutinized to protect bridle trails; -and -provide the proper spacing of ' residences and -accessory buildings --so =as-to+prevent-overconstruc-tion- of the lot or parcel to be improved. Please review City Ordinances No. 33 and 113 for additional information. . REGULAR MEETINGS Applications are considered at the regular meetings of the Planning Com- mission which are held the third Tuesday of each month. Applications must _ be submitted to thePlanning Commission Secretary no later than the first Monday of the month in which the hearing is to be held. Provide sutticient time in your plans -to attend at -least--two meetings -to -allow -the _Planning__ Commission to study the facts presented and to make a field trip review of the physical conditions. The applicant or a representative must appear at the meeting. . PLOT PLANS Seven (7) copies of a Plot Plan MUST accompany the application, and must show: 1. The location of the existing and proposed building(s) or structure(s) on the property, including accessory buildings, swimming pools, tennis courts, and other paved areas. 2. The defined area(s) for which the change, variance or conditional use permit is requested. 3. The outside boundaries showing dimensions and easements. 4. Sufficient contour lines, including existing and proposed grading. It may be necessary to submit a vicinity plan showing adjoining properties where there is a possibility that approving -the application will affect the interests of the surrounding properties or neighborhood. 5. In serving your best interest and to avoid time delays, please have as complete data and facts as possible available to the Planning Commission at the time of consideration of your application. ). CONFORMANCE TO OTHER REGULATIONS In planning their improvements, applicants should also consider the require- ments imposed by the Los Angeles County Building Regulations and the Rolling Hills Community Association -Architectural and Landscape Committees. Planning the sequence of submission of requests to the various authorities may save the applicant elapsed time and costs, if the application is denied.
