Dear Ms. Ungers, MAR 1 4 1996 CITY OF RC:1.::'Vai,4 By I am writing thls letter In hopes that we can come to agreement on the scope of the landscape bond. The law requiring the bond protects the City of Rolling Hills and It's residents from the eyesore created by an absence of landscaping. it Is a reasonable request in the areas that affect the public view either from public roads or the horse trail, do not mind bonding the bushes that separate the pool from the horse trail and we have an new, attractive yard on both Quail Ridge and Crest. What 1 find unreasonable Is that we must bond for an area hidden from public view, Currently, in this area, there are fruit trees and dirt, If we are forced to bond the entire amount of Landscaping this area, we are essentially penalizing those who provide the nicest & most complete landscape plans. I understand that if the landscape Is completed to the city's satisfaction, the collateral will be returned after 2 years. However, it Is still a lot of money to be tied up for two years, and the city and people in general can be quite capricious, My father is an honorable person and we have taken a grecot deal of effort with the landscaping efforts to date. He would appreciate very much if you made this bond Issue reasonable.
