LOT COVERAGE (TITLE 17)
Main buildings, accessory buildings, structures, tennis courts,
swimming pools, service yards (enclosed or unenclosed), stables, or
an area of not less than 1,000 square feet for the construction of
a stable and corral (with vehicle access thereto) shall not cover

COMPUTATION OF BUILDABLE IAEA AND COVERAGE THEREOF •
A policy of the City is to address coverage of an identified "EXISTING
BUILDABLE AREA". Coverage thereof is based upon the calculation of the
"footprint" square footage of the residence, garage, stable (barn), and
other accessory structures proposed and/or developed on said "buildable
area".
For purposes of this calculation, "buildable area" shall be defined as
'stated in Section 17.08.135 of the Rolling Hills Municipal Code which
declares existing "buildable area" as the portion of a lot that
constitutes the existing building pad and any other contiguous portion
of the lot within allowable setbacks that has an average slope of ten
percent (10%) or less. If there is no existing building pad, it shall

The applicants request a conditional use permit for the proposed
construction of a paddle tennis court under section 17.16.012 of
the Rolling Hills Municipal Code.
The following analysis is a description of the findings contained
in the Environmental Information and Checklist Form which precedes
this page. A detailed discussion of all potential environmental
impacts checked "Yes" or "Maybe" is provided, along with
appropriate mitigation measures.
ENVIRONMENTAL IMPACTS
The City of Rolling Hills is a residential community with single
family dwelling on estate -size lots. The project site has an
existing single family dwelling, guest house/garage and stable.
The project site has an undulating topography representative of a
rolling hillside classification.
22. Earth
a-d. Although approval of the subject project will not result in
unstable earth conditions or in changes in geologic
substructures, it should be noted that portions of the City
exhibit unstable earth conditions, including active landslides
and soil creep. Because the City is located in seismically
active Southern California, all development is exposed to
potential ground shaking in the event of an earthquake. The
Palos Verdes fault, considered potentially active, is located
approximately one mile northeast of the City.
During construction, the project may result in disruptions,
displacements, compaction, or overcrowding of the soil. Any
displacement and recompaction of the soil will be required to
conform with local ordinances and engineering practices
requiring balanced cut and fill and should not cause a
significant environmental impact.
e-g. During construction, there may be removal of natural
vegetative cover for the construction of the paddle tennis
court. At the completion of the project, there will be
replacement of landscaping with native drought -resistant
vegetation that is compatible with the surrounding vegetation
of the community. Related erosion impacts will be less than
significant.
24. Water
b-c. The proposed construction may result in the alteration of
existing drainage patterns.
27. Noise
a. During construction, there may be increases of existing noise
levels.
34. Transt,ortation/Circulation
a. During construction, there may be substantial additional
vehicular movement.
39. Aesthetics
The current proposal for the location of the paddle tennis
court may appear visually offensive because of an adjacent
existing horse trail. A previously proposed, detached garage
was relocated by the Planning Commission to preserve the
aesthetic rural character of the trail. The current proposed
paddle tennis court is in a similar location.
