BACKGROUND
Attached is a request from Mr. Young Nam Cho requesting a one year
time extension for a previously approved Conditional Use Permit to
the construction of a paddle tennis court in Zoning Case No. 479.
Planning Commission Resolution No. 92-21 was approved on August 6,
1992 (attached).
Mr. Cho says that the extension of time is necessary becauseof the
current economic climate.
RECOMMENDATION
It is recommended that the Planning Commission review the request.

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ROLLING HILLS GRANTING A CONDITIONAL USE PERMIT FOR THE
CONSTRUCTION OF A PADDLE TENNIS COURT .IN ZONING CASE
NO. 479.
THE PLANNING COMMISSION OF THE CITY OF ROLLING HILLS DOES
HEREBY FIND, RESOLVE AND ORDER AS FOLLOWS:
Section 1. An application was duly filed by Mr. and Mrs.
Young Nam Cho with respect to real property located at 20
Portuguese Bend Road, Rolling Hills (Lot 58-RH) requesting a
Conditional Use Permit to construct a paddle tennis court.
Section 2. The Planning Commission conducted a duly noticed
public hearing to consider the applications for the Conditional Use
Permit on May 19, 1992 and June 16, 1992, and at a field trip visit
on May 26, 1992.
Section 3. The Planning Commission finds that the project
will not have a significant effect on the environment and hereby
adopts the Negative Declaration which accompanied this item, which
was prepared in accordance with the California Environmental
Quality Act.
Section 4. The applicant has submitted plans for the
construction of a 2,700 square foot paddle tennis court as shown in
Exhibit A. Section 17.16.012.E of the Municipal Code provides for
the discretion of the Planning Commission to grant a Conditional
Use Permit for a recreation court under certain conditions.
Section 5. The Planning Commission makes the following
findings:
A. The granting of a Conditional Use Permit for a paddle
tennis court would be consistent with the purposes and objectives
of the Zoning Ordinance and General Plan and will be desirable for
the public convenience and welfare because the use is consistent
with similar recreational uses in the community, the area proposed
for the court will be located in an area of the property where such
use will be least intrusive to surrounding properties.
B. The granting of a Conditional Use Permit would be
consistent with the purposes and objectives of the Zoning Ordinance
and General Plan, because the paddle tennis court will comply with
the low profile residential development pattern of the community
and is located on a 6.225 acre parcel of property that is adequate
in size, shape and topography to accommodate such use..

C. The granting of a Conditional Use Permit would be
consistent with the purposes and objectives of the Zoning Ordinance
and General Plan, because the paddle tennis court will not impact
the view or the privacy of neighbors and will not be visible from
neighboring properties. The paddle tennis court will have a baffle
screen which will be obscured by landscaping. The new court will
be located cn the northeast porticn of the lot and is situated
approximately 60 feet from the rear property line, 118 feet from
the existing residence, and 180 feet from the nearest neighbor's
residence.
Section 6. Based upon the foregoing findings, the Planning
Commission hereby approves a Conditional Use Permit for a 2,700
square foot paddle tennis court in accordance with the Development
Plan attached hereto for a tennis court in Zoning Case No. 479
subject to the conditions contained in Section 7.
Section 7. The Conditional Use Permit for a 2,700 square foot
paddle tennis court as indicated on the Development Plan attached
hereto and incorporated herein as Exhibit A, and approved in
Section 6, is subject to the following conditions:
A. The Conditional Use Permit shall expire unless used within
one year from the effective date of approval as defined in Section
17.32.110 of the Municipal Code.
B. It is declared and made a condition of the Conditional Use
Permit approval, that if any conditions thereof are violated, the
Permit shall be suspended and the privileges granted thereunder
shall lapse; provided that the applicant has been given written
notice to cease such violation and has failed to do so for a period
of thirty (30) days.
C. All requirements of the Zoning Ordinance and of the zone
in which the subject property is located must be complied with
unless otherwise set forth in the Permit, or shown otherwise on an
approved plan.
D. The lot shall be developed and maintained in substantial
conformance with the site plan on file marked Exhibit A except as
otherwise provided in these conditions.
E. Structural lot coverage shall not exceed 6.9% and total
lot coverage of structures and paved areas shall not exceed 16.2%.
F. Residential building pad coverage shall not exceed 24.3%
and overall building pad coverage shall not exceed 19.8%.
G. All grading required for the construction of the court
shall be balanced, as regards cutting and filling and shall not
exceed seventy-two (72) cubic yards.

H. The area graded for the court shall not exceed 2,700
square feet in size.
I. Any grading shall preserve the existing topography, flora
and natural features to the greatest extent possible.
J. A drainage system shall be incorporated into the overall
plan of the court and landscaping, which drainage system shall be
approved by the City Engineer.
K. A landscape plan must be submitted to and approved by the
City of Rolling Hills Planning Department staff prior to the
issuance of any grading and building permit. The landscaping plan
submitted must comply with the purpose and intent of the Site Plan
Review Ordinance, shall incorporate existing mature trees and
native vegetation, and shall utilize to the maximum extent
feasible, plants that are native to the area and/or consistent with
the rural character of the community.
A bond in the amount of the cost estimate of the implementation of
the landscaping plan plus 15% shall be required to be posted prior
to issuance of a grading and building permit and shall be retained
with the City for not less than two years after landscape
installation. The retained bond will be released by the
City Manager after the City Manager determines that the landscaping
was installed pursuant to the landscaping plan as approved, and
that such landscaping is properly established and in good
condition.
L. The landscape plan shall incorporate and preserve, to the
maximum extent feasible, the existing shrubs and trees along the
northeast side of the paddle tennis court during construction of
the court and similar landscape materials shall be used for any
additions or replacements.
M. The landscape plan shall also incorporate and preserve, to
the maximum extent feasible, the existing trees and native
vegetation located along Portuguese Bend Road with specifications
provided to shape and reconfigure those trees along Portuguese Bend
Road which were topped and damaged in the last pruning. In
addition, the landscape plan shall supplement the vegetation along
with additional native vegetation consistent with the rural
character of the community so as to screen the house from the road
while at the same time providing adequate visibility for vehicles
exiting the driveway onto Portuguese Bend Road.
N. The landscaping along the easements and trails shall also
be enhanced with native vegetation and vegetation consistent with
the rural character of the community.

O. A sound baffle screen, along with landscape screening,
shall be provided for the paddle tennis court and shall be
maintained so as not to interfere with the viewscape of the owners
of surrounding property, nor shall it interfere with the views of
users of community easements.
P. The property owner shall authorize plann:ng staff to
inspect the property within one year of completion of construction
to determine compliance with all landscaping requirements described
in Conditions K, L, M, N, and 0.
Q. Court lighting shall not be permitted.
R. All retaining walls incorporated into the court shall not
be greater than four (4) feet in height. Exposed exterior
retaining walls shall not be permitted.
S. Noise from persons using the paddle tennis court shall be
kept to a minimum so as not to unreasonably disturb the quiet
enjoyment of persons on surrounding properties.
T. The paddle tennis court shall not be used for purposes of
providing tennis lessons by a tennis professional to persons
outside the immediate family of the owner.
U. A Los Angeles County building permit shall be obtained for
the paddle tennis court.
V. Prior to the submittal of an applicable final grading plan
to the County of Los Angeles for plan check, a detailed grading and
drainage plan with related geology, soils and hydrology reports
that conform to the Development Plan as approved by the Planning
Commission must be submitted to the Rolling Hills Planning
Department staff for their review. Cut and fill slopes must
conform to the City of Rolling Hills standard of 2 to 1 slope
ratio.
W. The project must be reviewed and approved by the Rolling
Hills Community Association Architectural Review Committee prior to
the issuance of any building or grading permit.
X. The working drawings submitted to the County Department of
Building and Safety for plan check review must conform to the
development plan approved with this application.
Y. The applicant shall execute an Affidavit of Acceptance of
all conditions of this Conditional Use Permit to Section 17.32.087,
or the approval shall not be effective.

Z. Conditions A, C, D, E, F, G, H, I, J, K, L, M, N, 0, Q, R,
S, T, U, V, W, X, and Y of this Conditional Use Permit approval,

THE PLANNING COMMISSION OF THE CITY OF ROLLING HILLS DOES HEREBY
FIND, RESOLVE AND ORDER AS FOLLOWS:
Section 1. A request has been filed by Mr. and Mrs. Young Nam
Cho with respect to real property located at 20 Portuguese Bend
Road (Lot 58-RH), Rolling Hills, requesting an extension to a
previously approved Conditional Use Permit to permit the
construction of a paddle tennis court.
Section 2. The Commission considered this item at a meeting
on July 20, 1993 at which time information was presented indicating
that the extension of time is necessary due to the current economic
climate.
Section 3. Based upon information and evidence submitted, the
Planning Commission does hereby amend Paragraph A, Section 7 of
Resolution No. 92-21, dated August 6, 1992, to read as follows:
"A. The Conditional Use Permit approval shall expire within
two years of the approval of this Resolution."
Section 4. Except as herein amended, the provisions of
Resolution No. 92-21 shall continue to be in full. force and effect.

1. The Planning Commission approved the subject Resolution on
August 6, 1992.
2. The applicants request a Conditional Use Permit for the
proposed construction of a 2,700 square foot paddle tennis
court.
3. On February 1, 1992, approvals were granted for a Variance to
permit the encroachment of a recreation/exercise room addition
31 feet into the front yard setback, a Conditional Use Permit
to construct an 800 sq.ft. guest house, a 1,023 sq.ft. garage,
a 1,000 sq.ft. stable and Site Plan Review approval was also
granted for additions to the residence totaling 1,769 sq.ft.
4. The proposed paddle tennis court is located on the northeast
portion of the lot and is situated 118 feet from the residence.
5. Grading for the project will amount to 72 cubic yards of cut
and 72 cubic yards of fill.
6. The structural lot coverage proposed is 13,846 sq.ft. or 7.8%
and the total lot coverage is 26,646 sq.ft. or 15%.
7. The residential building pad coverage proposed is 11,146 sq.ft.
or 20.3% and overall building pad coverage is 22.3%.
8. No citizen comments were made regarding this case.
9. The Planning Commission adopted a Negative Declaration for the
project after determining that the paddle tennis court will not
have a significant effect on the environment.

investigated the stockpiling of dirt at 20 Portuguese Bend Road and
learned that the work was done by Roger Vink. Roger says that he
uses it for repair of the roads and easements in the City.

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ROLLING HILLS GRANTING A CONDITIONAL USE PERMIT FOR THE
CONSTRUCTION OF A PADDLE TENNIS COURT IN ZONING CASE
NO. 479.
THE PLANNING COMMISSION OF THE CITY OF ROLLING HILLS DOES
HEREBY FIND, RESOLVE AND ORDER AS FOLLOWS:
Section 1. An application was duly filed by Mr. and Mrs.
Young Nam. Cho with respect to real property located at 20
Portuguese Bend Road, Rolling Hills (Lot 58-RH) requesting a
Conditional Use Permit to construct a paddle tennis court.
Section 2. The Planning Commission conducted'a duly noticed
public hearing to consider the applications for the Conditional Use
Permit on May 19, 1992 and June 16, 1992, and at a field trip visit
on May 26, 1992.
Section 3. The Planning Commission finds that the project
will not have a significant effect on the environment and hereby
adopts the Negative Declaration which accompanied this item, which
was prepared in accordance with the California Environmental
Quality Act.
Section 4. The applicant has submitted plans for the
construction of a 2,700 square foot paddle tennis court as shown in
Exhibit A. Section 17.16.012.E of the Municipal Code provides for
the discretion of the Planning Commission to grant a Conditional
Use Permit for a recreation court under certain conditions.
Section 5. The Planning Commission makes the following
findings:
A. The granting of a Conditional Use Permit for a paddle
tennis court would be consistent with the purposes and objectives
of the Zoning Ordinance and General Plan and will be desirable for
the public convenience and welfare because the use is consistent
with similar recreational uses in the community, the area proposed
for the court will be located in an area of the property where such
use will be least intrusive to surrounding properties.
B. The granting of a Conditional Use Permit would be
consistent with the purposes and objectives of the Zoning Ordinance
and General Plan, because the paddle tennis court will comply with
the low profile residential development pattern of the community
and is located on a 6.225 acre parcel of property that is adequate
in size, shape and topography to accommodate such use.

C. The granting of a Conditional Use Permit would be
consistent with the purposes and objectives of the Zoning Ordinance
and General Plan, because the paddle tennis court will not impact
the view or the privacy of neighbors and will not be visible from
neighboring properties. The paddle tennis court will have a baffle
screen which will be obscured by landscaping. The new court will
be located on the northeast portion of the lot and is situated
approximately 60 feet from the rear property line, 118 feet from
the existing residence, and 180 feet from the nearest, neighbor's
residence.
Section 6. Based upon the foregoing findings, the Planning
Commission hereby approves a Conditional Use Permit for a 2,700
square foot paddle tennis court in accordance with the Development
Plan attached hereto for a tennis court in Zoning Case No. 479
subject to the conditions contained in Section 7.
Section 7. The Conditional Use Permit for a 2,700 square foot
paddle tennis court as indicated on the Development Plan attached
hereto and incorporated herein as Exhibit A, and approved in
Section 6, is subject to the following conditions:
A. The Conditional Use Permit shall expire unless used within
one year from the effective date of approval as defined in Section
17.32.110 of the Municipal Code.
B. It is declared and made a condition of the Conditional Use
Permit approval, that if any conditions thereof are violated, the
Permit shall be suspended and the privileges granted thereunder
shall lapse; provided that the applicant has been given written
notice to cease such violation and has failed to do so for a period
of thirty (30) days.
C. All requirements of the Zoning Ordinance and of the zone
in which the subject property is located must be complied with
unless otherwise set forth in the Permit, or shown otherwise on an
approved plan.
D. The lot shall be developed and maintained in substantial
conformance with the site plan on file marked Exhibit A except as
otherwise provided in these conditions.
E. Structural lot coverage shall not exceed 6.9% and total
lot coverage of structures and paved areas shall not exceed 16.2%.
F. Residential building pad coverage shall not exceed 24.3%
and overall building pad coverage shall not exceed 19.8%.
G. All grading required for the construction of the court
shall be balanced, as regards cutting and filling and shall not
exceed seventy-two (72) cubic yards.

H. The area graded for the court shall not exceed 2,700
square feet in size.
I. Any grading shall preserve the existing topography, flora
and natural features to the greatest extent possible.
J. A drainage system shall be incorporated into the overall
plan of the court and landscaping, which drainage system shall be
approved by the City Engineer.
K. A landscape plan must be submitted to and approved by the
City of Rolling Hills Planning Department staff prior to the
issuance of any grading and building permit. The landscaping plan
submitted must comply with the purpose and intent of the Site Plan
Review Ordinance, shall incorporate existing mature trees and
native vegetation, and shall utilize to the maximum extent
feasibly, plants that are native to the area and/or consistent with
the rural character of the community.
A bond in the amount of the cost estimate of the implementation of
the landscaping plan plus 15% shall be required to be posted prior
to issuance of a grading and building permit and shall be retained
with the City for not less than two years after landscape
installation. The retained bond will be released by the
City Manager after the. City Manager determines that the landscaping
was installed pursuant to the landscaping plan as approved, and
that such landscaping is properly established and in good
condition.
L. The landscape plan shall incorporate and preserve, to the
maximum extent feasible, the existing shrubs and trees along the
northeast side of the paddle tennis court during construction of
the court and similar landscape materials shall be used for any
additions or replacements.
M. The landscape plan shall also incorporate and preserve, to
the maximum extent feasible, the existing trees and native
vegetation located along Portuguese Bend Road with specifications
provided to shape and reconfigure those trees along Portuguese Bend
Road which were topped and damaged in the last pruning. In
addition, the landscape plan shall supplement the Vegetation along
with additional native vegetation consistent with the rural
character of the community so as to screen the house from the road
while at the same time providing adequate visibility for vehicles
exiting the driveway onto Portuguese Bend Road.
N. The landscaping along the easements and trails shall also
be enhanced with native vegetation and vegetation consistent with
the rural character of the community.

0. A sound baffle screen, along with landscape screening,
shall be provided for the paddle tennis court and shall be
maintained so as not to interfere with the viewscape of the owners
of surrounding property, nor shall it interfere with the views of
users of community easements.
P. The property owner shall authorize planning staff to
inspect the property within one year of completion of construction
to determine compliance with all landscaping requirements described
in Conditions K, L, M, N, and 0.
Q. Court lighting shall not be permitted.
R. All retaining walls incorporated into the court shall not
be greater than four (4) feet in height. Exposed exterior
retaining walls shall not be permitted.
S. Noise from persons using the paddle tennis court shall be
kept to a minimum so as not to unreasonably disturb the quiet
enjoyment of persons on surrounding properties.
T. The paddle tennis court shall not be used for purposes of
providing tennis lessons by a tennis professional to persons
outside the immediate family of the owner.
U. A Los Angeles County building permit shall be obtained for
the paddle tennis court.
V. Prior to the submittal of an applicable final grading plan
to the County of Los Angeles for plan check, a detailed grading and
drainage plan with related geology, soils and hydrology reports
that conform to the Development Plan as approved by the Planning
Commission must be submitted to the Rolling Hills Planning
Department staff for their review. Cut and fill slopes must
conform to the City of Rolling Hills standard of 2 to 1 slope
ratio.
W. The project must be reviewed and approved by the Rolling
Hills Community Association Architectural Review Committee prior to
the issuance of any building or grading permit.
X. The working drawings submitted to the County Department of
Building and Safety for plan check review must conform to the
development plan approved with this application.
Y. The applicant shall execute an Affidavit of Acceptance of
all conditions of this Conditional Use Permit to Section 17.32.087,
or the approval shall not be effective.

Z. Conditions A, C, D, E, F, G, H, I, J, K, L, M, N, 0, Q, R,

REQUEST
The applicants request a Conditional Use Permit for the proposed construction
of a paddle tennis court under Section 17.16.012 of the Rolling Hills Municipal

BACKGROUND
1. On May 26, 1992, the Planning Commission viewed a staking of the proposed
paddle tennis court at the subject property at the former site of a chicken
coop area.
2. Grading for the project will amount to 72 cubic yards of cut and 72 cubic
yards of fill.
3. On February 1, 1992, approvals were granted for a Variance to permit the
encroachment of a recreation/exercise room addition 31 feet into the front
yard setback, a Conditional Use Permit to construct an 800 sq.ft. guest
house, a 1,023 sq.ft. garage, a 1,000 sq.ft. stable and Site Plan Review
approval was also granted for additions to the residence totaling 1,769 sq.ft.
4. The proposed paddle tennis court is located on the northeast portion of the
lot and is situated 118 feet from the residence.
5. The structural lot coverage proposed is 13,846 sq.ft. or 7.8 % and the total lot
lot coverage is 26,646 sq.ft. or 15%.
6. The residential building pad coverage proposed is 11,146 sq.ft. or 20.3 % and
overall building pad coverage is 22.3%.
7. After reviewing the Environmental Initial Study for the project, staff has
determined that this project will not have a significant effect on the
environment. Accordingly, a Negative Declaration has been prepared.
RECOMMENDATION
It is recommended that the Planning Commission review the Environmental
documents, the proposed plan and take public testimony.

Application has been filed with the City of Rolling Hills for approval of the project known
as Zoning Case No. 479 to be located at 20 Portuguese Bend Road, Rolling Hills, Ca and

Pursuant to the authority and criteria contained in the California Environmental Quality Act

REQUEST
The applicants request a conditional use permit for the proposed

The following analysis is a description of the findings contained
in the Environmental Information and Checklist Form which precedes
this page. A detailed discussion of all potential environmental
impacts checked "Yes" or "Maybe" is provided, along with
appropriate mitigation measures.
ENVIRONMENTAL IMPACTS
The City of Rolling Hills is a residential community with single
family dwelling on estate -size lots. The project site has an
existing single family dwelling, guest house/garage and stable.
The project site has an undulating topography representative of a
rolling hillside classification.
22. Earth
a-d. Although approval of the subject project will not result in
unstable earth conditions or in changes in geologic
substructures, it should be noted that portions of the City
exhibit unstable earth conditions, including active landslides
and soil creep. Because the City is located in seismically
active Southern California, all development is exposed to
potential ground shaking in the event of an earthquake. The
Palos Verdes fault, considered potentially active, is located
approximately one mile northeast of the City.
During construction, the project may result in disruptions,
displacements, compaction, or overcrowding of the soil. Any
displacement and recompaction of the soil will be required to
conform with local ordinances and engineering practices
requiring balanced cut and fill and should not cause a
significant environmental impact.
e-g. During construction, there may be removal of natural
vegetative cover for the construction of the paddle tennis
court. At the completion of the project, there will be

vegetation that is compatible with the surrounding vegetation

The current proposal for the location of the paddle tennis
court may appear visually offensive because of an adjacent
existing horse trail. A previously proposed detached garage
was relocated by the Planning Commission to preserve the
aesthetic rural character of the trail. The current proposed
paddle tennis court is in a similar location.

The applicants request a conditional use permit for the proposed
construction of a paddle tennis court under section 17.16.012 of
the Rolling Hills Municipal Code.
DISCUSSION
In reviewing the applicant's request under Title 17 (Zoning), staff
would identify the following issues for evaluation:
1. The applicant is requesting a conditional use permit for the
construction of a 2,700 sq. ft. paddle tennis court.
2. Grading for the project site will amount to 72 cubic yards cut
and 72 cubic yards fill.
3. Previous approvals were granted September 12, 1951 for a new
908 sq. ft. garage and workshop, November 17, 1957 for a 648
sq. ft. swimming pool, March 26, 1957 for an addition to the
existing house, October 20, 1958 for a complete guest house
and a 300 sq. ft. addition to the garage, September 21,
1961 for a 528 sq. ft. stable, April 26, 1963 for a kitchen
and bath remodel, April 5, 1965 and January 24, 1973 for
residence remodels, December 1, 1976 for a 189 sq. ft.
addition to the servants quarters and December 15, 1976 for a
new 693 sq. ft. garage.
On February 1, 1992 approvals were granted for a variance to
permit the encroachment of a recreation/exercise room addition
31 feet into the front yard setback, a conditional use
permit to construct a 800 sq. ft. guest house, a 1,023 sq. ft.
garage, a 1,000 sq. ft. stable and site plan review approval
was also granted for additions to the residence totaling 1,769
sq. ft.

4. The structural lot coverage proposed is 13,846 sq. ft.
or 7.8% (20% permitted) and the total lot coverage is 26,646
sq. ft. or 15.0% (35% permitted).
5. The proposed paddle tennis court is located on the northeast
portion of the lot and sits 118 ft. from the
residence.
6. The building pad coverage proposed is 11,146 sq. ft. or 6.2%.
7. After reviewing the Environmental Initial Study for the
project, Staff has determined that this project will not have
a significant effect on the environment. Accordingly, a
Negative Declaration has been prepared.
RECOMMENDATION
It is recommended that the Planning Commission review the
Environmental documents, the proposed plan and take public
testimony.

BACKGROUND
1. The City Council remanded the subject case back to the Planning Commission
to address the two issues of: (1) The necessity to provide a title report
for 3 Appaloosa Lane (the subject site) which shows that 3 Appaloosa Lane
(Lot 106-D) has an easement for roadway purposes across property known
as 2 Appaloosa Lane (the Raydon property) and across Lot D.R. 150 (the 9.198
acre parcel of property to the north of 3 Appaloosa Lane), and (2) approval
by the Traffic Commission of the proposed accessway to the subject site.
2. At this point, sufficient information about the access easements has not been
provided by Chicago Title Co.
3. Resolution No. 92-10 granting the Variance and Site Plan Review approval was
approved by the Planning Commission on February 1, 1992.
4. The applicant requested a Variance to permit a 450 square foot stable and
a 550 square foot corral in the front yard and Site Plan Review approval for
a proposed new 4,500 square foot residence, an attached 600 square foot
garage and a 450 square foot pool.
5. The project has been determined to be categorically exempt pursuant to the
California Environmental Quality Act (CEQA).
RECOMMENDATION
It is recommended that the Planning Commission take any public testimony and
continue the case until the applicant provides sufficient information about the
access easement.

BACKGROUND
1. The Planning Commission viewed a silhouette of the proposed
project on December 11, 1992.
2. Plans have been revised to relocate the proposed garage because
the Commissioners expressed concern about the site of the new
detached 4-car garage and the preservation of the nearby horse
trail. A portion of the new plan is attached.
3. The applicants are requesting a Variance to permit the
construction of a recreation/exercise room that will encroach
up to 31 feet into the 50 foot front yard setback in line with
a preexisting encroachment into the front yard setback of up to
26 feet, requesting a Conditional Use Permit to construct a new
detached garage and, request Site Plan Review for the
construction of 1,769 square feet to be added to the existing
4,231 square foot residence.
4. The Community Association has notified the applicants that the
guest house must be reduced to 800 square feet.
5. The applicants also propose to close two existing driveways and
relocate access to the property to the northwest portion of the
lot from Portuguese Bend Road. A new driveway is proposed
leading to the proposed new garage and proposed new entrance to
the residence.
