Dear Mr. and Mrs. Thomas:
This letter shall serve to notify you that the Planning Commission adopted a
resolution on March 15, 2016, granting a request in Zoning Case No. 893 subject
to a Condition of Approval that the two as -built sheds will expire upon the sale
of your property to another. That action accompanied by the record of the
proceedings before the Commission will be reported to the City Council on
Monday, April 11, 2016 beginning at 7:00 PM. You or your representative must
be present to answer any questions the Council may have.
The Planning Commission's decision in this matter shall become effective thirty
days after the adoption of the resolution by the Commission, unless an appeal
has been filed within that thirty (30) day appeal period or the City Council takes
the case under their jurisdiction within 45 days of adoption of the Resolution.
(Section 17.54.010(B) of the Rolling Hills Municipal Code). Should there be an
appeal, the Commission's decision will be stayed until the Council completes its

This letter shall serve to notify you that the Planning Commission voted at their
regular meeting on February 16, 2016 to direct staff to prepare a resolution to
approve your request in Zoning Case No. 893, subject to resolving their concerns
about the sheds in the eastern side setback. Planning staff has confirmed that the 2
sheds were approved by the Rolling Hills Community Association. However, a
Condition of Approval is that this approval for the two as -built sheds and the hedge
will expire upon the sale of your property to another. The Planning Commission
will review and consider the draft resolution, together with conditions of approval,
at an upcoming meeting on March 15, 2016 and make its final decision on your
application at that meeting. The draft resolution and conditions of approval will be
forwarded to you before the Planning Commission meeting.
The decision shall become effective thirty days after the adoption of the Planning
Commission's resolution unless an appeal has been filed to City Council or the City
Council takes jurisdiction of the case, (Section 17.54.010(B) of the Rolling Hills
Municipal Code). Should there be an appeal, the Commission's decision will be
stayed until the Council completes its proceedings in accordance with the provisions
of the Municipal Code.
As stated above, the Planning Commission's action taken by resolution is scheduled
for Tuesday, March 15, 2016. That action, accompanied by the record of the
proceedings before the Commission, is tentatively scheduled to be placed as a report
item on the City Council's agenda at the Council's regular meeting on April 11, 2016.

Manager Raig informed the Board that Mr. Thomas had submitted a letter from his neighbor,
Padma Makenini stating she has no objection to the sheds or hedge in the Thomas' easement.
The Board members asked if the sheds could be moved closer to the house and out of the
easement. Mr. Thomas responded that the eave of the house is lower than the roof of the shed,
so they cannot be moved up against the house. The Board members also commented that they
did not like the idea of approving as -built structures. With that said, they also recognized that
there was not another place for the sheds to go on the property.
Director Heinsheimer made a motion to approve the license for the sheds and hedge as
requested, with the understanding that the license will expire upon the sale of the property; s.
Director McConaughy, the motion passed unanimously.

Approved your request for a license to utilize a portion of the easement to plant and
maintain a hedge at 66 Eastfield Drive.
Enclosed is the license agreement prepared by the Association's attorney. To complete
the license process, we need you to sign the enclosed license and arbitration agreement;
notarize the signatures on the License Agreement and return it to our office with the
arbitration agreement and payment of fees on the enclosed invoice. Notary service is

Once we have received the signed documents with payment for the fees, our attorney will

This letter is to notify you that the Planning Commission visited your property in the
morning of December 15, 2015 and reconvened the public hearing at their regular
meeting on December 15 at 6:30 PM. At that meeting, after deliberation and discussion,
members of the Planning Commission could not come to a consensus to approve the
project as proposed. The Planning Commission recommended that you restudy the
height of the cabana, direction of the roof ridge and the elevation of the cabana and pool.
They requested that you "drop down"' the project, possibly scale it down, and provide a
landscaping plan of how you're planning to soften the massing of that side of the lot.
Some of the Commissioners expressed concerns with the various encroachments into the
rear setback.
Please revise your project and submit revised plans and calculations, if any, to the
Planning Department by January 5, 2016. The next Planning Commission meeting will
be on January 19, 2016. You and/or your representative must be present to answer any
questions the Commission may have.

The Planning Commission scheduled to conduct a field inspection of your
property to view the proposed project on Tuesday, December 15, 2015 at 8:00
AM.
The Commission suggested that the out of grade construction of the cabana be
amended to a lower height. Please submit revised plan and disturbance and
grading calculations, should you revise this portion of the project.
The owner and/ or representative must be present to answer any questions the
Commission may have regarding the proposal. Your neighbors within 1,000-foot
radius will be notified of the field trip.
The site shall be prepared a minimum of a week prior to the meeting as follows:
• Delineate the rear and side yard property line, easement line and setback
lines in the vicinity of the proposed project
• Delineate the front roadway easement line and 50'-front setback line in the
vicinity of the proposed future stable/corral
• A full-size silhouette in conformance with the attached guidelines must be
prepared for the Cabana, showing the footprint, roof ridges, any overhangs,
porches, and exterior walls;
• Stake the height of the proposed retaining wall, pool equipment area and fire
place;
• Stake the proposed pool
• Stake the limits of the pool deck and show the out of grade condition
• Stake the limits of grading;
• Delineate future stable/corral area

SILHOUETTE CONSTRUCTION GUIDELINES
A silhouette of proposed construction must be erected the week preceding the designated
Planning Commission or City Council meeting/field trip.
Silhouettes should be constructed with 2" x 4" lumber. Printed boards are not acceptable.
Bracing should be provided.
Lumber, wire or other suitable material should be used to delineate roof ridges and eaves.
Flags in close proximity to each other must be attached to the wire or twine to aid in the
visualization of the proposed construction.
Property lines, setback lines and easement lines must be staked along the areas of
construction. 21 - 3' high wooden stakes must be used to delineate the lines. Such stakes must
be flagged and marked on their sides:
• Property line ( red or pink flag)
• Setback line (green flag)
• Easement line (yellow flag)
and remain in the ground throughout the entire review and approval process as well as
during the entire construction process, when required by the Commission.
The application may be delayed if inaccurate or incomplete silhouettes are constructed.
