RE: Overhead service at 69 Eastfield, Rolling Hills
I was a Building Inspector for the City of Rolling Hills as
well as the City of Rolling Hills Estates, when the ordinance
for underground of utilities was adopted by both cities.
The City of Rolling Hills did not have specific requirements
in the ordinance of undergrounding of utilities for additions
and remodeling of existing residences. In the past the City
Council for Rolling Hills agreed to follow the same
regulations adopted by the City of Rolling Hills Estates.
See attached copy of the ordinance #526, Sec. 1104 items (c)
and (d) for Rolling Hills Estates.
In the case of 69 Eastfield, a judgement was made not to
require existing overhead lines to be placed underground
based on the following criteria specified in the above
ordinance:
- Addition and remodeling did not appear to exceed 500
of the reasonable replacement value of the building
prior to such work.
- That such waiver will not result in a'significant
change in the existing visual pattern created by
existing overhead service lines.
- Imposing undegrounding requirement would create
undue hardship, since this would require an
excavation to cross under the heavily travelled
city street.

- Service entrance conductors and meter box were not
relocated to a.different location on the property.

SECTION 1104 - UNDERGROUND OF UTILITIES.
Notwithstanding any provisions of the Los Angeles County building
laws to the contrary:
(a) Overhead utility services shall not be installed, except to
supply temporary service poles used for construction; and
(b) All permanent utility services shall be installed underground.
Underground services from service utilities overhead or underground
systems shall be installed to conform with the utility requirements
and standards. Utility (c) services may installed in rigid non-
metallic conduit, or armored cable approved for underground
installations may be used.
(c) The City Council may waive compliance with any or all
provisions of this section if it finds all of the following:
1. That an existing building is being renovated,
reconstructed, repaired or added to at an aggregate cost
which does not exceed 50X of the reasonable replacement
value of said building prior to such renovation,
reconstruction, repair or addition; and
2. That such waiver will not result in a significant
change in the existing visual pattern created by
existing overhead service lines; and
3. That imposing the undergrounding requirement would
impose undue financial hardship.
If there is a requirement for additional wires from pole to
ox, or if wires and box are relocated to a different location on
the property, the service must be undergrounded but if the wires
remain the same, there is no requirement to place them underground.
SECTION 1105 - ESTABLISHMENT OF FIRE ZONES.
Section 1601(a) of the County Building Laws is hereby amended to
read as follows:
"(a) Fire Zone Established. For the purpose of this code, all of
the real property located within the boundaries of the City of
Rolling Bills Estates, is hereby designated as being classified in
Fire Zone Three."

This is to inform you that the Planning Commission's action at
their meeting on April 7, 1990, recommending approval of your request
to modify the previously approved site plan to include the installation
of a swimming pool and spa at 69 Eastfield Drive (Lot 19-EF), and to
revise the Resolution of Approval, accordingly, was reported to the
City Council at their regular meeting held on Monday, April 23, 1990.
The Council voted to ratify the Planning Commission's recommendation
for approval of the above request.
A copy of the revised Resolution of Approval for Zoning Case No.
405 is enclosed for your information. Also enclosed is an "Affidavit
of Acceptance" form, as required by Ordinance No. 207. Please complete
the form, have the signature(s) notarized, and forward the document
(including the Resolution of Approval), with a check for the
appropriate fee, to the Office of the County Recorder, Room 15, 227
North Broadway, Los Angeles, California 90012. The recordation fee is
$5.00 for the first page, plus $2.00 for each additional page
(including the Notary's Acknowledgment).
When the "Affidavit of Acceptance" form has been returned to the
City, duly executed and recorded, the Los Angeles County Department of
Building and Safety will be notified that a permit can be issued. If

Dear Mr. and Mrs. Sanders:
Pursuant to Section 17.32.090 (enclosed) of the Rolling Hills
Municipal Code, this letter shall serve as official notification that
the above -stated Zoning Case application was reviewed by the Planning
Commission at their meeting on April 7, 1990. At that meeting, the
Planning Commission voted to approve the request for modification to
the previously approved site plan to allow the installation of a
swimming pool and spa.
The Planning Commission's decision will be reported to the City
Council at their regular meeting on April 23, 1990. The decision of
the Planning Commission may be appealed, pursuant to Sections
17.32.140 and 17.32.150 (copies enclosed) of the Municipal Code. A
copy of Resolution No. 598, establishing the fee for filing an appeal,
is also enclosed for your information.

individually visit the site for review of the house addition and
modification project at 69 Eastfield Drive.
Mention of these site reviews was not recorded in the
proceedings of the Planning Commission meeting of September 19.
This lack of acknowledgment would not have affected my
testimony in any way, nor do I feel it had an effect on the
decision to approve the project.
