liAT me nF PROPOSED PROJECT
Describe in detail the nature of the proposed project, including what
aspects of the project require a Site Plan Review.
Requesting swimming pool/spa construction within the Rolling
Hills 35 foot setback as required in 2-RAS areas.
,SITU PLAN REVIEW CRITERIA
Site Plan Review criteria upon which the Planning Commission must
make an affirmative finding. Describe in detail the project's
conformance to the below criteria:
A. Is the project compatible with the General Plan, the zoning
ordinance and surrounding uses? Explain how it compares to sizes,
set -backs and other characteristics of neighboring houses.
Construction will be within the setback, but will not affect
the neighboring houses as we will not be using the easement.
The neighbors will not see the pool; only the resulting landscape
of the front property.
3. Does the project preserve and integrate into the site design,
:o the maximum extent feasible, existing natural topographic features
of the lot including surrounding native vegetation, mature trees,
drainage courses, and land forms (such as hillsides and knolls)?
Explain how the project preserves and integrates existing natural
features.
The nonl/,,pa will be constructed in a field that does not
rnntain any natural features. Therefore by constructing a
pnnl and 1 andscapinsr the property we will greatly enhance
its scenic value to us.
C. Does the site development plan follow natural contours of the
site to minimize grading; extensive grading and recontouring of
existing terrain to maximize buildable area shall not be approved?
Graded slopes shall be rounded and contoured so as to blend with
existing terrain. Grading shall not modify existing drainage or
re -direct drainage flow unless into an existing drainage courses.
Explain the nature and extent of the impact of grading and proposed
minimization measures.
The construction requires no grading. Other than the excavation
of the pool site. The dirt from the excavation will be used
to raise the pool and the deck keeping the property contours
the same.
D. Does the site development plan preserve surrounding native
vegetation and supplement it with landscaping that is compatible with
and enhances the rural character of the community? Landscaping
should provide a buffer and transition zone between private and
public areas. Explain how the project preserves native vegetation,
integrates landscaping and creates buffers.
There is not any natural vegetation that the construction
will affect. The pool is placed far enough from the road
to leave a spatious look on the front of the property. It
will not oe seen trom the road.
Does the site development plan substantially preserve the
atural and undeveloped state of the lot by minimizing building
overage? Lot coverage requirements shall be regarded as maximums
nd the actual amount of lot coverage permitted should depend upon
he existing buildable area of the lot. Explain how the lot coverage
roposed compares with lot coverage square footage and percentages on
3ighboring lots.
N/A
Is the site development plan harmonious in scale and sass with
3 site, the natural terrain and surrounding residences? Setbacks
all be regarded as minimums and more restrictive setbacks shall be
?osed where necessary to assure proportionality and openness.
plain how the proposed project setbacks compare with the existing
:backs of neighboring properties.
The property is 1.577 acres in a 2 acre zone. The pool site
is a dirt field and only the front of the property is visiable
from the street. As we are on a hill, we are the only ones
that will see a change in the field. We-. do not want to use
the easement.:,so:.the openess will remain the same. Some neighboring
properties have received variances to build within the\setbacks
and easements.
6
G. Is the site development plan sensitive and not detrimental to
convenience and safety of circulation for pedestrians and vehicles?
Explain how the number and types of vehicles relate to the driveway
location, design, trip data and landscaping and other on -site parking
or storage areas.
It will not be affected.
H. Does the site development plan conform with the requirements of
the California Environmental Quality Act? Explain how the project
impacts the environment, e.g., significant impact, proposed
mitigation measures.
It will not be affected.
I hereby certify that the statements furnished above, and in attached
exhibits, present the data and information required for the site plan
review criteria eevaluation to be the best of my ability; and, that
the facts, statements and other information presented are true and
correct to the best of my knowledge and belief.

ENVIRONMENTAL SETTING- Question #20 & #21
20. The site is a dirt field that the former owners used
for their horses. The natural vegetation is,weeds.
We had a geological report made in September of 1985
and it states that there are no major landslides or large
slumps were observed and no regionally mapped faults are known
to exist at the site. It also stated that there is no evidence
of recent or past geologic instability was observed on the
subject property.
21. The surrounding properties are one story ranch homes
with swimming pools, landscaping, lawns and fields.
