43, To fill-in a portion of the lo, Resolutions & Approval Conditions• wy,•.w.w•• 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 RESOLUTION NO. 10 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROLLING HILLS, CALIFORNIA GRANTING A CONDITIONAL USE PERMIT FOR THE CONSTRUCTION OF CERTAIN PUBLIC BUILDINGS AT 35 CREST ROAD WEST, ROLLING HILLS. WHEREAS, the Palos Verdes Peninsula Unified School District requested a conditional use permit to permit the construction and operation of an Elementary School Building and other public buildings at 38 Crest Road West, WHEREAS, under Sec. 6.13 of Ordinance No. 33, the above entitled matter came on for consideration by the Planning Commission the 26th day of February, 1963, at the hour of 7:30 P.M. in the City Hall, at which time Mr. Robert Lueck appeared for and on behalf of the Palos Verdes Peninsula Unified School District and submitted to the Commission evidence, both oral and documentary, in support of the request. NOW, THEREFORE, the Planning Commission of the City of Rolling Hills hereby finds, determines and resolves as follows: SECTION I. The applicant, Palos Verdes Peninsula Unified School District; is the owner of that certain real property located on the south side of Crest Road West, adjoining the western boundary of the City, consisting of approximately 32 acres, known by street and number as 38 Crest Road West, Rolling Hills, California, SECTION II. No application or fee is required by applicant as provided for in said Ordinance No. 33. SECTION III. The plot plans submitted in evidence by applicant as Exhibits A, B, and C, represent the existing or proposed location of the public buildings for which Applicant is requesting a Conditional Use Permit as hereinafter more particularly specified. a) That the point outlined in red, marked "I" on Exhibit A, represents the location of the"Administration Building" which will be used exclusively to provide space for the general offices for the School District. 1 b) That the point marked "II" in _red on Exhibit A, represents 2 the location of the "Education Material and Library 3 Facility" building, which building will be used e 4 exclusively for the storage, maintenance and issuance of 5 books, audio-visual materials, stuffed animals, birds 6 and pictures used by the School District. 7 c) That the point marked "III" in red on Exhibit B, 8 represents the location of a warehouse, rectangular 9 in shape, approximately 80 by 200 feet square in which 10 will be stored, for the use of the School District, 11 construction materials, cafeteria supplies, paper and 12 pencils. 13 d) That the point marked "IV" in red on Exhibit B, 14 represents "District Maintenance Building" which building 15 is to be used exclusively for the housing of electrical, 16 carpenter and plumbing shops and facilities for the 17 repair and maintenance and issuance of plumbing equipment, 18 audio-visual equipment, gardening equipment, typewriters, 19 desks, radios, lawn mowers, small tractors, and the 20 storage of seeds and plants. 21 e) That the point marked "V" in red on Exhibit C, represents 22 the location of the Elementary School Building which is 23 to be constructed on the premises and of which preliminary 24 drawings have been made, and all additional and final 25 plans as developed by the School District are to be 26 approved by the Planning Commission prior to cnnstruction. 27 f) That the warehouse described in subparagraph c) above, 28 is to be constructed of a metal material, with white sides 29 and a tan roof, in accordance with samples designated as 30 No. 7 Polar White and No. 1 Mocha Tan, as per Dudley 31 Steel samples Nos. 4 and 5, admitted in evidence as 32 Applicant's Exhibit D. -2- %a' 3. SECTION IV.. For the foregoing reasons this Planning Commission 2 hereby grants to Palos Verdes Peninsula Unified School District a'Conditional 3 Use Permit for the uses set forth in Section III hereof, which uses are 4 consistent with the purposes and objectives of Ordinance 33 and desirable 5 to the public convenience and welfare of the residents of the City of 6 Rolling Hills and that all other uses, other than those specified in 7 Section III,are inconsistent with the purposes and objectives of Ordinance 33 8 and are unnecessary and undesirable for the public convenience and welfare. 9 The Commission further concludes that the buildings for which the Conditional 10 Use Permit is granted, as set forth in Section III hereof, are public 11 buildings and are for the health, safety, and general welfare of the residents 12 of the'City of Rolling Hills. 13 SECTION V. In accordance with Ordinance 33, Section 6.11, this 14 Conditional Use Permit becomes null and void if not exercised within one 15 (1) year from this date or if the use for which this permit is granted, as 16 set forth in Section III hereof, ceases to exist or has been suspended for 17 a continuous period of one (1) year or more. 18 SECTION VI.. There were none. Mrs. Carolyn Brink, Architect, for Dr. Zimmerman, appeared before the Commission and stated that the required 30' setback would not allow sufficient room for the residence and future pool due to the severe slope of the lot. Thereafter . it was moved by Mr. Mahan, seconded by Mr. Good and unanimously carried that a field trip be held for the purpose of inspecting the property prior to making a decision, on Sunday, March 3, 1963 at 4:00 P.M. PUBLIC HEARING - ZONING CASE NO. 29 K. E. GRAHAM, OWNER APPL FOR VARIANCE FROM SIDE YARD SETBACK The Chairman presented a plot plan of a proposed residence to be constructed at 27 Eastfield, on Lot 46, Eastfield, owned by Mr. and Mrs. K. E. Graham, also an application dated February 13, 1963 requesting,a Variance on a side yard setback as required by Ordinance No. 33, Section 3.07. Upon questioning. by members of the Commission on the placing of the residence farther back on the lot, Mrs. Graham stated that she had been advised by a Geologist that no permanent structure should be built within 30' of the drop off to Georgeff Canyon.- The Commissioners agreed that a physicalcinspection should be made. Thereafter, it was moved by Mr. Good, seconded by Mr. Blakey and unanimously carried that a Field Trip be held on Sunday, March 3, 1963 following the inspection of the Zimmerman property. CONDITIONAL USE PERMIT ZONING CASE NO. 30 PALOS VERDES.PENINpULA UNIFIED SCHOOL DISTRICT It was moved by Mr. Gray that the Commission consider the granting .of a Conditional Use Permit to the Palos Verdes Peninsula Unified School District for the construction of certain buildings at 38 Crest Road under Section 6.13 of Ordinance No. 33. The stion was seconded by Mr. Mahan and unanimously carried. Mr. Robert Lueck, Planning Coordinator, for the school district, appeared before the Commission and submitted evidence showing the elimination of the vehicle maintenance building, which was included in the plans considered by the Commission in Zoning Case No. 24, and stated that the following uses for the property were requested: February 26, 1963 a) That the point outlined in red, marked "I" on Exhibit A, represents the location of the "Administration Building" which will be used exclusively to provide space for the general offices for the School District. b) That the point marked "II" in red on Exhibit A, represents the location of the "Educational Material and Library Facility" building, which building will be used exclusively for the storage, maintenance and issuance of books, audio - visual materials, stuffed animals, birds and pictures used by the School District. c) .That the point marked "III" in red on Exhibit B, represents the location of a warehouse, rectangular in shape, approximately 80 by 200"feet square in which will be stored, for the use of the School District, construction materials, cafeteria supplies, paper, pencils and other school supplies. d) That the point marked "IV" in red on Exhibit B, represents "District Maintenance Building" which building is to be used exclusively for the housing of electrical, carpenter, and poumbing shops and facilities for the repair and maintenance and issuance of plumbing equipment, audio- visual equipment, gardening equipment, typewriters, desks, radios, lawn mowers, small tractors, and the storage of seeds and plants. e) That the point marked "V"'in red on Exhibit C, represents the location of the Elementary School Building which is to be constructed on the premises and of which preliminary drawings have been made, and all additional and final plans as developed by the School District are to be approved by the Planning Commission prior to construction. f) That the warehouse described in subparagraph (c) above, is to be constructed of a metal material, with white sides and tan roof, in accordance with samples designated as No. 7 Polar White and No. 1 Mocha Tan, as per Dudly Steel Samples Nos. 4 and 5, admitted in evidence as applicant's Exhibit D. Thereafter, it was moved by Mr. Gray, that the Conditional Use Permit requested by Palos Verdes Peninsula Unified School District be approved in accordance with foregoing conditions as outlined in subparagraphs a,b,c,d,e,f, and that all other uses, other than those specified are inconsistent with the objectives of Ordinance No. 33 and that a waiver of the fee for -the Conditional Use Permit requested by the School District be approved. The motion was seconded by Mr. Mahan and carried by the following vote: AYES: Messrs. Gray, Mahan, Natland, Good NOES: None NOT VOTING: Mr. Blakey ABSENT: None -3- February 26, 1963 PROPOSED AMENDMENT TO ORDINANCE NO. 33 The matter was ordered tabled. PROPOSED NEW EASTFIELD GATE ENTRANCE The City Manager presented a drawing of tentative plans for the redesign of the Eastfield Gate Entrance. After studying the plans it was moved by Mr. Good, seconded by Mr. Gray and unanimously carried that the plan be approved as submitted, provided that provision be made for residents cars to display a small decal on the left hand side of the windshield to enable the guard in an island gatehouse to recognize it, and further that the gatehouse be located at least 50 feet from the intersection of Eastfield Drive and Palos Verdes Drive East. J. B. MERRITT - RE SUBDIVISION NO. 12 LOT 240B,MS, 41 CREST ROAD WEST Mr. John B. Merritt appeared before the Commission and stated that after studying the feasibility of re -zoning of his property, Lot 240B,MS, 41 Crest Road West, it was not his desire to pursue the matter and therefore requested that the tentative map and fee be held in abeyance until he is ready to submit a new plan.
