OF LOS ANGELES STATE OF CALIFORNIA In the Matter of the Application ) ) - of ) .PALOS VERDES:PENINSULA UNIFIED SCHOOL DISTRICT 38 Crest Road West (32 acres) Conditional Use Permit ZONING CASE NO. 24 - FINDINGS AND FORMAL .REPORT The application of Palos Verdes Peninsula Unified School District for Conditional Use Permit for the construction of. a complex of the following building: 1. bistrict Administration offices 2. Educational Materials and Library facilities 3. Maintenance andTransportationfacilities 4. Elementary School came on -for hearing on the 28th day of January, 1963 at the hour. of 7:30 P.M., at the City Hall of the City of Rolling Hills, California, and the applicant having submitted evidence, both oral and documentary, in support of its application and the Planning Commission being advised, now makes its Findings and Formal Report as required by Ordinance No. 33 of the City of Rolling Hills. The Commission finds that the applicant,. Palos Verdes Peninsula Unified School District, is the owner of that certain real property located on Crest Road West consisting of 32 acres,located in the City of Rolling Hills, California, known by street and number as 38 Crest Road West and that notice of the public hearing in connection with said application was given as required by Sections 8.06 and 8.07 of Ordinance No. 33 of the City of Rolling Hills and that applicant is not required to pay a fee for filing said application. II That John B. Merritt, 41 Crest Road West, Edward L. Pearson, 1 Johns Canyon Road, Owen F. Goodman, 14 Crest Road West, Walter W. Ralphs, 35 Crest Road West, Felix McGinnis, 37 Crest Road West, Clifton Hix, 27 Crest Road West, Carl J. Ghormely, 2 Johns Canyon Road, owners of real property in close proximity to the property on which applicant proposed to locate said public buildings were opposed to granting said Conditional Use Permit for the construction and operation of a building in which to operate a maintenance and transportation facility. III The Commission further finds that the construction and operation by applicant of a maintenance and transportation facility for the repair, service and maintenance of approximately 40 diesel -powered busses and other automotive equipment belonging to applicant, would create odors, noises and conditions which would adversely affect the property values of all owners of property in the area surrounding the proposed location of said building. IV From the foregoing, it is concluded that a Conditional Use Permit for the construction of an Administrative Building, -2- • Educational Material and Library Facility, Maintenance and Transportation Facility and Elementary School, as a complex, by the applicant, would beinconsistent with the objectives of Ordinance No. 33 and would be undesirable and unnecessary to serve the public convenienceand welfare of the residents of the City of Rolling Hills and that said application for a Conditional Use Permit should be denied.
