Dear Mr. Bundy;
Confirming our telephone conversation of today it was agreed
that you would retract a statement made on the front page of your
newspaper dated July 12th,:1984. 'Your article states the follow.ing;
"One Rolling Hills resident, Marc Kamen, suggested he'd consider
suing the city if it voted to allow the school there."
Your reporter Mr. Esposito who wrote the article advised me
that he only followed notes handed to him by another staff member.
I can understand the possibility of an incorrect interpretation.
That is if I had mentioned anything regarding law suit at either the
school board meeting of July 9, 1984 or the Rolling Hills City council
meeting of July 10, 1984.
At the schoolboard meeting of July 9 my plea with the school
board was'extremely low key and one whereby I requested that the
board reconsider their position. I reminded the board that the
City of Rolling Hills had cooperated in every way with the school
district. We are the only city that has permitted the school board
to have their administration offices, permit the use of corrugated
metal warehouses for school supplies, maintenance equipment and
trucks. In addition the city permitted through a conditional use
permit a school facility for grades k through 8. This facility was
shut down by the school board in 1980.
Why didin't the school board request the use of this empty
school for the continuation High School in 1980, 81, 82 & 83. They
state that they only want to use the school for one (1) year and
then they will transfer the school to the Margate Junior High after
it is closed in 1985. Does that make an economical sense? When
questioned their reply is that it is better to move the students
twice into their own facility than to retain the present system as
they have done since 1978. I for one can't see the economical sense
in this desision.
The residents of the City of Rolling Hills made their wishes
known to their respective city planners and council men thru public
meetings. Both the city planners and the city council responded to
the wishes of the community by rejecting the school boards application
for a new conditional use for the La Cresta School as a continuation
high school. It is my opinion that the school board should have
more consideration to actions of the city regarding this particular
school useage.

As I pointed out to the school board the time may come when they
will once again require the cooperation of the City of Rolling Hills.
I believe a spirit of friendly cooperation at this time as in the
past would be beneficial to all.

Dear Mrs. Leeuwenburgh and City Council Members,
My husband and I would like to express our opposition to the establish-
ment of a Continuation School at the La Cresta School site. We feel
the location is inappropriate for a secondary school. Because our homes
are isolated from one another, precluding any type of neighborhood watch
program, we are greatly concerned about the security problems such a
school would present. In addition, there is the very real fire hazard
created in this vulnerable area with the introduction of fifty to one
hundred adolescents of high school age. We urge you to uphold the
Planning Commission's May 31st decision to deny the request for a
Conditional Use Permit and Variance.

Although we are not residents of the City of Rolling Hills, our
home overlooks and is directly above La Cresta School.
We consider the use of LaCresta School by Harbor College to be
entirely appropriate.

In as much as we are both unable to attend tonight's
meeting, we would like to express our views regarding a
conditional use permit and variance for the La Cresta School.
The City of Rolling Hills has enjoyed a rural atmosphere
and a low crime rate because of the privacy afforded by
the gate system. Our gate system of security was intended
by the developer, A.E. Hansen, and the founders of our City,
to insulate an otherwise vulnerable community from the outside
pressures of growth and crime.
Allowing a Continuation School that caters to problem
students within the heart of the City would invite the "fox
into the henhouse." We trust you will take appropriate measures
to see that such a devastating incursion does not occur.

Dear Sir:
I will not be able to attend your meeting regarding
the La Cresta school because I will be out of town,
but I would like to offer my view.
I understand consideration is being given to use of
the La Cresta school partially for a "continuation
school" for students who have behavior or other
problems and who have been expelled from the normal
public schools. I am strongly opposed to such use.
My children go to L.A. city schools and I am
familiar with the type of students who are sent to
such schools. They have various problems, but one
thing they seem to have in common is a lack of
respect for the rights of others. I would not be
surprised to see vandalism or worse in Rolling
Hills from such students.
The La Cresta school is very close to my home, and
I would not feel very comfortable when I am out of
town with such students close by.
I hope you will oppose the use of La Cresta school
for such a purpose. Thank you very much for your

Regarding the use of La Cresta School Facility by Contin-
uation School certain restrictions should be initiated
to insure safety of this community so that there is not
a chance of repeating the "Ridgegate" tragedy.
My suggestions are:
1. Adequate gaq•ds--one is not enough.
2. No permit to drive through the gates so as not to
increase traffic --guards already overworked.
3. No gate at top of steps instead a sturdy fence
topped by 3 barbed wires.
(Students now using the playing field would have to
enter from other Crest Rd. entrance.)
4. NO! Dancing!
5. Keep dayligh t hours of school.

Dear Allan,
My letter to you is to express my opinion upon granting
the Conditional Use Permit and Varience needed in order
to hold Continuation School at LaCreta School site.
I am very much opposed to having a Continuation School
on the fringe of the City of Rolling Hills. Most of the
students (175) will be attending their sessions in the
evening (til 9:45p.m.) The students attending there will
be 16 - 17 - 18 years of age with strong behavior and
disiplihe. problems. . The security problem would be a
difficult one. True it is stated that there will be a
gate placed at the bottom of the stairs leading up to
Crest Road into our city. There must be much more security
provided both fixed and personal supervision. The gate
can be easily by-passed. I strongly urge that no classes

Dear Members,
In regard to the subject of the La Cresta school site, we would like to
offer this input. We are firmly opposed to the issuing of a conditional use
permit to the Palos Verdes Peninsula Unified School District allowing the' use
of the La Cresta school site as a Continuation School. We feel this type of
school would be a detriment to our community. If they wish to use the site
for a school once again, then it should be re -opened as our local public school,
not as a Continuation School for problem teenagers from all over the peninsula.
We do not need this element in our quiet community. What assurances do we
have that these teenagers will not wander off campus into our neighborhoods
and possibly cause problems? (It is our understanding that the typical stu-
dent who attends a Continuation School is not the.normal law abiding, respons-
ible citizen.)
If a Continuation School is established and the campus is entirely fenced,
this would not allow access from Crest Road to the field for sports related
activities for our children.
The Adult Education Program through Harbor College seems to have worked
fairly well as an alternate usage for the site; therefore, we are not opposed
to this portion of the proposal.
Please vote no on this matter.

Gentlemen:
We have lived in Rolling HIlls for approximately twenty
years and we have seen many changes. However, the city is still
relatively rural and peaceful. We think everything should be done
to keep it that way!
The location of a continuation school at La Cresta school
site cannot help but increase our traffic and related problems. There
are certain problems in connection with the operation of a continuation
school that are not present with other types of schools. Would this
eliminate use by local residents of the playground area? And, are there
any other substitute locations?
For numerous reasons, including those listed above, we strongly
oppose the use of the La Cresta school site for a continuation school.

In regard to your consideration of the issuance of a Condi-
tional Use Permit 4nd Variance to Section 17.16.012 (B) and
17.32.010 of the Rolling Hills Municipal Cdde to the Palos
Verdes Peninsula Unified School District for the use of the
La Cresta School site for HARBOR COLLEGE ADULT EDUCATI N
PROGRAMS and for a CONTINUATIMN SCHOOL, we would at this time
like to expresssour total disapproval of this proposal.
It seems at a time when everyone is concerned with setcurity
and safety in their own 4omes, it is not a constructive idea
to open the area to many more people who do not have the
concern and consideration for Rolling Hills.
As a member of the Rolling Hills Women's Community Club of
Rolling Hills Board of Directors, I know that we have spent
many hours and days in preparation for the inclusion of
Neighborhood Watch in our city. We are still having organiz-
ing meeting and trying to get the people involved and , of
course, this would seem to make all of our efforts in vain.
It is a wonderful piece of property and we are sure that with
more time and more inquiries requested from other groups for
it's use, there will be an opportunity to put this land to
a much more compatible use for our community.
