On behalf of the Board of Education, this letter serves to
formally request that the Planning Commission of the City of
Rolling Hills renew the Conditional Use Permit which allows
Los Angeles Harbor College to use the La Cresta school site
for Harbor College adult education programs. The existing
permit is scheduled to expire on September 1, 1982.
The Palos Verdes Peninsula Unified School District has been in
contact with L.A. Harbor College and is reassured that the exact
same programs will be offered as have been in the past. Also
all conditions specified by the City of Rolling Hills, which
have been included in the past Conditional Use Permit, will be
followed.
I would also like to bring to your attention the fact that this
may be the last time that the Palos Verdes Peninsula Unified
School District will be requesting a Conditional Use Permit as
the district does plan to sell the La Cresta/Administration site
in the future. (See attached Implementation Plan of the district's
Master Plan, which has been approved by the Palos Verdes Peninsula
Unified School District's Board of Education.)
Any consideration given the district regarding this request, will
be appreciated.

Per our discussion and on site inspection of West Crest Road between the stairwell
down to the school property and the Crenshaw gate there is a great deal of loss of
screening foliage on the -north side of Crest.

propose the following: 1) Plant every ten feet along the n r h.side of Crest, at
my and my neighbor's expense, one myoporum every ten feet. This planting to be
done the same distance from the center of the road as the current planting of
myoporum. 2) In addition to the myoporum, I will intersperse every 20 feet
pepper trees, again the same distance from the center of the road as in the foliaged
areas of the vicinity of 25 Crest Road. 3) In addition to the latter two types of
foliage, I will intersperse Eucalyptus trees of Eucalyptus rostrada variety again the same
distance from the center of the road as the occasional Eucalyptus remaining there that
are now planted. 4) I will place in place permanently and expensive polyethylene
tubing (hose size) with spaghetti and emitters and water these trees and foliage three or
four times weekly until such Time as the Harbor College watering system is in place
and will take over Neutering this planting. Tree control and trimming will be my and
my neighbor's responsibility during the first year following planting.
Please consider each part of thepointslisted here as separately although I think the
combination of all three would be most ideal. Planting on the same line as the current
plantinf from the middle of the street will leave the horse trail easement unaffected.

May 19 and the Environmental Quality Board on May 6 are enclosed
for your information. The matter of the request by Harbor Col-
lege for a Conditional Use Permit for use of the La Cresta School
site was considered by the Planning Commission on May 19. No
action was taken because no one was present to represent Harbor
College or the school district. The matter has been scheduled
for the next regular meeting of the Planning Commission on
Tuesday, June 16 at 7:30 P.M.
Mitigation measures recommended in the Negative Declaration
prepared by staff and approved by the Environmental Quality
Board, and conditions of approval recommended by staff for con-
sideration in granting a Conditional Use Permit are included in
the minutes. The conditions of approval have not been given
final approval by the Planning Commission, and additional
conditions may be added at the Commission's discretion.

This letter is written in response to your request on behalf
of the City of Rolling Hills for a focused Environmental Impact
Report. Environmental issues to be addressed are traffic,
security, and addresses of students attending Harbor College
classes at La Cresta. The noise aspect of the report is not
addressed because of the cost factors... involved 'in '.the 'study.
A) TRAFFIC
0n February 17 and 18, 1981, a count of the number of
vehicles arriving at the La Cresta School site was re-
corded. The results are as follows: .

6:45 to 7:00 p.m.
7:00 to 7:15 p.m.
7:15 to 7:30 p.m.

During this period of time, it was also observed that 25
to 30 percent of the vehicles had more than one occupant.
Finally it was observed that 3 or 4 vehicles were filled
to capacity, (4 or 5 individuals), who were dropped off
at the La Cresta site. The vehicle and driver then departed.
SECURITY
The following schedule identifies the security provided to
the La Cresta site/Administration site.
6:00 a.m. to 3:30 p.m. (weekdays):
A groundsman arrives at 6:00 a.m. and opens locked gate
adjacent to. Crest Road. A second gate which is midway
between the entrance at Crest Road and the La Cresta site
is also opened. The groundsman then performs his/her
job.responsibilites on the La Cresta/Administration sites..
3:30 p.m. to 11:00 p.m. (weekdays):
At 3:30 p.m. a custodian arrives to provide custodial
services at the Administration site until 11:00 p.m.
From 6:30 p.m. to 9:00 p.m. a person has been hired by.
L.A. Harbor College to help direct traffic and assist
people attending Harbor College classes at the La Cresta
site. At 9:00 p.m. a custodian arrives at La Cresta to
perform the custodial services for the site. This indi-
vidual leaves at 11:00 p.m. and the gate midway between
the entrance to the La Cresta site (off. Crest Road) is
locked. Also the gate adjacent to Crest Road is locked.
11:00 p.m.to 6:00 a.m. (weekdays):
During thisperiod of time, an unarmed security guard is
on duty at the Administration site. He provides security
for the Administration site, Maintenance yard, and the
La Cresta site. .
Weekends: .
From 11:00 p.m. Friday to 6:00 a.m. Monday, unarmed secur-
ity guards are assignedto the Administration/La Cresta site
for security purposes. .
Finally, it should be noted that the Administration/La
Cresta site is also monitored by the Los Angeles County
Sheriff's Department. The Sheriff's Department is the agency
that has been contacted when problems arise and also when
investigations are necessary to foliowup or report crimes.

AT LA CRESTA SCHOOL
Attached marked Exhibit A are the results of a survey com-
pleted by Harbor College addressing those students with
Palos Verdes zip code (90274) addresses. Note that the
student attendance from the 90274 zip code varies from over
85 percent to a low of 33 percent with an average of approx-
imately 60 percent.

This is in, response to your letter of December 12, 1980
requesting assistance from the City of Rolling Hills in your
attempts to arrive at a mutually satisfactory solution to the
use of the La Cresta School site.
The Environmental Quality Board, at its meeting on
October 8, 1980, requested that Harbor College provide a
preliminary focused Environmental Impact Report, which
would specifically address traffic and access, including
bridle trails, noise," community disruption resulting from
night lighting and glare, and-security,"including police
services.
Mr. Richard Anderson, Planning Advisor for the City of
Rolling Hills, advised representatives of Harbor College and
the School Board that he would be willing to assist them in
determining what is ; necessary, and how to proceed with prep-
aration of the focused report. Mr. Anderson also indicated
that he could provide a list of professionals in the field of
Environmental Report writing for Harbor College to consider.

quest that a joint meeting to discuss these matters be held
between members of the City Council and our Board as soon as
possible.
We are certain a mutually satisfactory solution can be arrived
at by a cooperative process between the City and the District.
To expedite this process, we wish to assure you that we are
willing to comply with all City zoning requirements acceptable
to us, reserving, however, our right to exempt ourselves from
compliance with any condition we deem unreasonable.

On October 8, 1980 the Environmental Quality Board of the City
of Rolling Hills reviewed the Environmental Questionnaire and other
data submitted on your project and made the following determination
as to the type of environmental document required:
Negative Declaration.
Negative Declaration with Conditions (see attached memo
for conditions)
Environmental Impact Reports (EIR) • •4 Impacts
It is necessary that you submit a $1,500 fee and
36 copies of your Preliminary EIR. This fee is
in addition to the Initial Study fee and is required
before we can process your case. Please address the.
factors checked "potential significant effect" on
the attached Initial Study. The format and content
for discussing these factors is enclosed. Also, we
are enclosing the format for a Preliminary EIR.
Be advised that you may appeal the imposition of conditions
attached to Negative Declarations or the requirements for an EIR..
Appeals must be submitted to the City of Rolling Hills, at the •
above.address, within thirty (30) days of the date of this letter.
The appeal must be accompanied by detailed data to demonstrate that
the specified concerns are not of a magnitude to cause a significant
impact on the environment or that any potential impacts can be re-
duced to insignificant levels by applying mitigation measures or
by redisign of the project.
It is the responsibility of the applicant to determine whether
the appeal process will interfere with the time limits set by State
law for processing a case for approval or denial. It should be
remembered that the submittal of an appeal does not necessarily
eliminate the requirement for the compliance with conditions or
the preparation of an EIR.

Zoning Enforcement Case
Please consider this authorization to proceed under our
contractual agreement with your department in the matter of a
zone violation at 38 Crest Road West in the City of Rolling Hills.
The truck and equipment storage facility, formerly an
accessory use to a now abandoned elementary school and the adult
training center which are presently operating at the above address
appear to be uses which are no.t permitted by the City of Rolling
Hills Zoning Ordinance.
Your early investigation of this matter would be greatly
appreciated.

As a result of the closure of the classroom complex
located on the La Cresta School property in the City'
of Rolling Hills, the use of the remaining property
as a warehouse, administration building, etc., by the
School Board, is inviolation of zoning ordinance
No. 33 of the City of Rolling Hills.
Accordingly, the Planning Commission has requested
the Los Angeles County Planning Department, which
acts for the City under contract, to make a complete
investigation of the present usage.of the La Cresta
School property. When the investigation is completed,
the City will take the necessary steps to enforce its
zoning ordinance, in order to protect the value of the
property of the residents of the City of Rolling Hills
who reside in the. vicinity of the La Cresta School.
Be further advised that the proposed temporary use of .
the School property by Harbor College, is not a lawful
use under the Civic Center Act.

Request for Conditional Use Permit
La Cresta School Site
Dear Ms. Clifton
The following information is provided in response to the request from your
office regarding the La Cresta School site as a community education center.
Frequency of Use
The Center location will be utilized during the normal school year, September
through June, and a six weeks summer session. During the designated period,
the facility will not be under continual use. Regular school holidays will
be observed, including both winter and spring recess, amounting to approximately
twenty days per year. Some college classes will be ongoing during the semester.
The majority of classes at La Cresta are Community Services/Continuing Education
activities, which will start and stop intermittently over a six to ten week
period. Therefore, higher activity levels should be experienced at the onset of.
the semester and gradually reduce as the semester progresses. At present, no
classes are planned to meet on Friday, Saturday or Sunday.
Enrollment and Course Offerings
Enclosed is a schedule of class times and projected enrollments for La Cresta
Center.
Areas of Usage
The primary areas to be utilized at La Cresta Center will be the classroom and
administrative buildings. ' The grounds will continue to be maintained by the
Palos Verdes Peninsula Unified School District and fields will still be avail-
able to the Rolling Hills community by permit through the Unified School District
Civic Center Office.

Traffic Flow
Projected vehicular traffic will be intermittent. Traffic flow can be approxi-
mated by the enclosed schedule of offerings. It should be noted that many of
the courses have staggered starting and recess times which would indicate that
students will be driving to La Cresta at various times during the day. The
overall view is that: A.M. start of classes--8 a.m./9 a.m. will be of either
one, two, or three hours duration. P.M start of classes will be 7 p.m. with
classes running until 9:30 or 10:00 p.m.
Traffic Control
Parking attendants will be on duty during the start of classes to assist with
student parking and indicate designated parking areas.
Parking Areas
Ninety existing marked parking spaces will be utilized on a first -come, first -
serve basis. The adjacent black -top area will be used for overflow parking on
an as -needed basis.
Policing of Area
A supervisor will be assigned to La Cresta Center during all periods of operation.
Assisting with security and operations will be college staff personnel assigned
specifically for supervisory duties, parking, and maintenance problems. A custodian
will be on duty during three hours each day of operation. He will secure and lock
the area by 12 midnight.
The Palos Verdes Peninsula Unified School District will continue to provide evening
security which will patrol La Cresta Center and the Unified School District Offices.

Pursuant to ourtelephone conversation of August 21, 1980, this

Verdes Peninsula Unified School District regarding the La Cresta
school site. 'On August.18, 1980 the Board of Education authorized
Harbor College to use the La Crests school site, under the*pro-
visions of the. Civic. Center Act, (California Education Code
Sections 40040-40058) on a temporary.basis while the City of
Rolling Hillsevaluates the conditional use permit application
submitted by Los Angeles Harbor College.
This is the extent of the actiontaken by the Board: of Education.
