Re: Planning Commission Reports
Dear Mrs. Shafer;
With regard to Zoning Case No. 43, I believe the following changes
should be made:
1. The opening paragraph should read as follows:
"The above entitled matter came on for hearing on
the 28th day of April, 1964, at the hour of 8 p. m. in
the City, Hall of the City of Rolling Hills, California.
Mr. Grover J Moore appeared for and on behalf of
the Palos Verdes Peninsula Unified School District
and submitted to the Commission evidence, both oral
and documentary, in support of the application; and
, and (insert names
of residents who appeared and spoke in opposition to the
measure) submitted evidence in opposition to the appli-
cation; and thereafter the matter was continued by the
Commission until May 26, 1964, at the hour of 8 p. m.
at which time Mr. (insert name of the repre-
sentative of the School .District who appeared on May
26) appeared, and the Planning Commission now being
fully advised, makes its findings and formal report as
required by Ordinance No. 33 of the City of Rolling Hills,
California."

3. Copy Paragraph II just as it is, to the bottom of the page.
4. Insert a new Paragraph which will be III, as follows:

"The Commission further finds that the construction
and location of the proposed administration building,
maintenance building and garage, would establish and
permit a commercial use of said property which would
consist of a garage for the storage of approximately
(insert number of school busses) diesel school
usses, a facility for repairing, maintaining and ser-
vicing said busses, a warehouse for the storage of school
supplies and a repair and workshop for the repair and
maintenance of school property, all of whic h uses will
create noise, dirt, and confusion from six o'clock in the
morning until approximately five o'clock in the afternoon
each day that said facilities are in operation, and that said
uses constitute a nuisance and depreciate the value of all
property adjoining said school property and interfere with
the enjoyment of the residential use of said property by the
residents and owners thereof."
5. A new paragraph should be added, which will be IV, that the fore-
going proposed use is undesirable for the public convenience and welfare
of the residents of the City of Rolling Hills and is inconsistent for the pur-
poses and objectives of Ordinance No. 33.
6. Then should be inserted in the middle of the page the following:
" CONCLUSIONS AND REPORT
1. From the foregoing, it is concluded that a Conditional
Use Permit for the uses described in said applic ation on
the property owned by the applicant, Palos Verdes Peninsula
Unified School District, should be denied, AND IT IS THERE, -
FORE SO ORDERED.

location of the proposed construction of an Administration Building,
District Maintenance Building and nonentity School Building for which
-Applicant is requesting a Conditional else Permit.

The Commission further finds. that.the application for Co ditional
Use Permit should be denied.because of the strong opposition expre'sed at
the hearing by owners of property in the vicinity of 38 Crest RoadlWest,
and because the proposed use of the property *ouid be detrimental to
the.public welfare and would be a nuisance-. to. the, residents in the same
vicinity and zone, and because the Commission is alarmed at the growing
commercial aspect of the use of the said property,

From the foregthing it is concluded that a *auditioned. Use Permit
should be denied by the Planning Commission of the. City of Rolling Hills
to the'Palos VerdesPeninsula Unified School District, for the proposed
construction at 32 Crest Road West in accordance with the plot plan
marked Exhibit A on file in these proceedings, = and, it is, therefore, so
ordered.

Gentlemen:
We request a Conditional Use Permit for the construction of:
1. A. Administration Building
2.. D. District Maintenance Building
3. E. Elementary School Building.
These were previously approved and granted February 26, 1963,
and which have subsequently expired February 26, 1964. Under
Provision E, February 26, 1963, we were to bring back final
drawings for the Planning Commission's approval. Palos Verdes
Peninsula Unified School District hereby requests approval of
plans as hereby submitted.
)t The Palos Verdes Peninsula Unified School District also requests
variance for the purpose of filling on the bridle easement on Lot
74A MS, Deed Restricted 150AL. A copy of the grading plan is in-
cluded on Sheet Cl of the elementary school plans. (Please note
area marked in red.) Dr. Bellerue has agreed to the construction
grading easement on his property.
We also request that the filing fee be waived as the Palos Verdes
Peninsula Unified School District is a public agency.
Palos Verdes Peninsula Unified School District respectfully requests
approval of the above named items.
