We are proposing to expand the existing single family residence by constructing a new exercise room and retaining wall. We need to have a rear yard variance per section 17.16.080 because the new construction will encroach into the required rear yard setback. Criteria to be satisfied for grant of Variance Such change is based upon the following described exceptional or extraordinary circumstances or conditions that do not apply generally to other property in the 'same vicinity and zone, The configuration of the lot and the orientation of the existing house on the property are very unusual. The house and pool and patios are oriented to the view, technically the side yard. Existing topography limits available areas for expansion. Previously the stable was approved to be located in the front yard. Such change will not be materially detrimental to the public welfare nor injurious to the property'or improvements in such vicinity and zone where property is located beta The nronnsed area of expansion is Iodated to the rear of the lot and is small in scale. The new square footage of the residence will remain consistant in scale and mass with the site and with the neighboring properties. BY: 19 8 • The undersigned REQUEST FOR HEARING FOR SITE PLAN REVIEW CITY OF ROLLING HILLS Russell E. Barto, AIA Name 3 Malaga Cove Plaza #202 Palos Verdes Est., CA 378-1355 Street Address Telephone No. (1) is/are the owner(s) or is/are lawful possession of (I) has permission of the owner Legal description of property situated at Parcel 20 per book 67 pages 31-32 record Lot Tractof survey 17 Caballeros Road Rolling Hills, CA 90274 Street Address NATURE OF PROPOSED PROJECT Describe in detail the nature of the proposed project, including what aspects of the project require a Site Plan Review. This oroiect reauires a site plan review due to the fact that work has been performed within the last 36 months. The proposed addition is an exercise room on the south side of the property. The total sauare footage of the project is 237 s.f. SITE PLAN REVIEW CRITERIA Site Plan Review criteria upon which the Planning Commission must make an affirmative finding. Describe in detail the project's conformance to the below criteria: A. Is the project compatible with the General Plan, the zoning ordinance and surrounding uses? Explain how it compares to sizes, set -backs and other characteristics of neighboring houses. The project is compatible with the requirements of the general plan although a rear yard setback variance is required. This minor expansion will not alter the compatible relationship of this house to its neighbors. B. Does the project preserve and integrate into the site design, to the maximum extent feasible, existing natural topographic features of, the lot including surrounding native vegetation, mature trees, drainage courses, and land forms (such as hillsides and knolls)? Explain how the project preserves and integrates existing natural features. Some minor impact on existing topography and vegetation will occur due to the need to construct a retaining wall to accomodate this expansion. 5 • C. Does the site development plan follow natural contours of the site to minimize grading; extensive grading and recontouring of existing terrain to maximize buildable area shall not be approved? Graded slopes shall be rounded and contoured so as to blend with existing terrain. Grading shall not modify existing drainage or re -direct drainage flow unless into an existing drainage courses. Explain the nature and extent of the impact of grading and proposed minimization measures. The proposed project of 237 s.f. is so minor compared to the site that the grading will not effect the existing drainage courses or the overall natural contours. There will be less than 10 c.y. D. Does the site development plan preserve surrounding native vegetation and supplement it with landscaping that is compatible with and enhances the rural character of the community? Landscaping should provide a buffer and transition zone between private and public areas. Explain how the project preserves native vegetation, integrates landscaping and creates buffers. The project preserves the native vegetation of the lot except for the areas of construction and retaining wall. E. Does the site development plan substantially preserve the natural and undeveloped state of the lot by minimizing building coverage? Lot coverage requirements shall be regarded as maximums and the actual amount of lot coverage permitted should depend upon the existing buildable area of the lot. Explain how the lot coverage proposed compares with lot coverage square footage and percentages on ieighboring lots. The proposed addition of 237 s.f. is less than half of one percent of the total lot area. Is the site development plan harmonious in scale' and mass with ie site, the natural terrain and surrounding residences? Setbacks Ia11 be regarded as minimums and more restrictive setbacks shall be ,posed where necessary to assure proportionality and openness. :plain how the proposed project setbacks compare with the existing tbacks of neighboring properties. The proposed addition will be set back 10' from the existing easement. This would meet -,he criteria if this was considered a side yard (which functionally it is). The addition s minor and will not impact the scale of the existing development as it relates to the ite or neighboring sites. 6 • • G. Is the site development plan sensitive and not detrimental to convenience and safety of circulation for pedestrians and vehicles? Explain how the number and types of vehicles relate to the driveway location, design, trip data and landscaping and other on -site parking or storage areas. The existing driveway and circulation for pedestrians will remain unchanged. The proposed addition will have no impact on trip data or parking requirements. H. Does the site development plan conform with the requirements of the California Environmental Quality Act? Explain how the project impacts the environment, e.g., significant impact, proposed mitigation measures. The oroiect conforms fully with the above act and has no impact on the environment. I hereby certify that the statements furnished above, and in attached exhibits, present the data and information required for the site plan review criteria eevaluation to be the best of my ability; and, that the facts, statements and other information presented are true and correct to the best of my knowledge and belief. Show the existing buildable area which is that portion of a lot that constitutes the existing building pad and any contiguous portion of the lot within the area defined by the required minimum setbacks that has an average slope of ten (10%) percent or less. If there is not existing building pad, the buildable area shall mean that portion of a lot within allowable setbacks that has an average slope of ten (10%) of less. COMPUTATION OF DOT COVERAGE, CITY OF ROLLING HILLS LOT COVERAGE (Title 171 Main buildings, accessory buildings, structures, tennis courts, swimming pools, service yards (enclosed or unenclosed), stables, or an area of not less than 200 square feet for the construction of a stable (with vehicle access thereto) shall not cover more than twenty (20%) percent of the net lot area; provided further that in addition to the above described improvements, the areas included within driveways, parking space, walks, patios, decks and asphalt or concrete paving of any kind excepting roads maintained by the Rolling Hills Community Association, shall not cover more than thirty-five (35%) percent of the net lot area. For the purposes of this Section "net area" shall exclude all perimeter easements for a maximum of ten feet and that portion of the lot or parcel of land which is used for roadway purposes, and shall also exclude any private drive or driveway which provides ingress and egress to any other lot or parcel of land, and access strip portion of any flag lot.
